Iga-aastane eduaruanne massihävitusrelvade leviku vastase Euroopa Liidu strateegia rakendamise kohta (2019)

SISSEJUHATUS

1.

Käesolev eduaruanne, mis käsitleb Euroopa Ülemkogu poolt 2003. aasta detsembris vastu võetud massihävitusrelvade leviku vastase Euroopa Liidu strateegia (dok 15708/03) rakendamist, hõlmab 2019. aastal läbiviidud tegevusi. Aruanne ei ole ammendav ning keskendub peamistele arengutele. Kõik tegevused viidi läbi ELi julgeolekupoliitika ja konfliktide ennetamise laiemas kontekstis.

Euroopa Liidu üldisele välis- ja julgeolekupoliitika strateegiale (dok 10715/16), massihävitusrelvade leviku vastasele Euroopa Liidu strateegiale ning uutele tegevussuundadele (dok 17172/08) tuginevad Euroopa Liidu juhtpõhimõtted on jätkuvalt järgmised:

a)

tõhus mitmepoolsus, sealhulgas ülemaailmse massihävitusrelvade leviku tõkestamise ja desarmeerimisstruktuuri keskse rolli tagamine ja selle ülemaailmse kohaldamise edendamine diplomaatilise tegevuse ning kolmandatele riikidele ja rahvusvahelistele organisatsioonidele antava finantsabi kaudu;

b)

tihe koostöö riikidega massihävitusrelvade leviku tõkestamise rahvusvahelise korra tugevdamise suunas;

c)

massihävitusrelvade leviku tõkestamise küsimuste käsitlemine ELi kahepoolsete poliitiliste dialoogide ning massihävitusrelvade leviku tõkestamist ja desarmeerimist käsitlevate dialoogide kohtumiste käigus ja mitteametlikumate kontaktide kaudu;

d)

kõikide kättesaadavate õigusaktide ja rahaliste vahendite (ühise välis- ja julgeolekupoliitika eelarve, stabiilsuse ja rahu edendamise rahastamisvahend ja muud vahendid) tõhus ja vastastikku täiendav kasutamine, et toetada ELi välispoliitika eesmärke.

Euroopa välisteenistus, eriti massihävitusrelvade leviku vastase võitluse ja desarmeerimise erisaadik, esindasid 2019. aastal ELi mitmel olulisel rahvusvahelisel kohtumisel:

Lõuna-Aasia piirkondlik seminar ballistiliste rakettide leviku tõkestamist käsitleva Haagi tegevusjuhendi kohta (Colombo, 14.–16. jaanuar 2019);

G7 massihävitusrelvade leviku tõkestamise eest vastutavate direktorite rühma koosolek (Pariis, 5.–6. veebruar 2019);

Carnegie rahvusvaheline tuumapoliitika konverents (Washington, 11.–14. märts 2019);

tuumarelva leviku tõkestamise lepingu 2020. aasta läbivaatamiskonverentsi ettevalmistuskomitee kolmas kohtumine (New York, 29. aprill –10. mai 2019);

Rahvusvahelise Aatomienergiaagentuuri (IAEA) 63. iga-aastane korraline peakonverents (Viin, 16.–20. september 2019);

raketidialoogi algatus (Berliin, 17.–18. oktoober 2019);

ÜRO Peaassamblee esimese komitee 74. istung (New York, oktoober–november 2019);

jalaväemiinide keelustamise konventsiooni osaliste läbivaatamiskonverents (Oslo, 25.–29. november 2019).

Erisaadik keskendus järgmistele küsimustele:

a)

tuumarelva leviku tõkestamise lepingu säilitamise ja tugevdamise edendamine, sest kõnealune leping on keskse tähtsusega mitmepoolne vahend rahvusvahelise rahu, julgeoleku ja stabiilsuse tugevdamiseks;

b)

tuumarelvakatsetuste üldise keelustamise lepingu (CTBT) ülemaailmse järgimise ja jõustamise edendamine ning ELi võetud kohustuste nähtavuse suurendamine;

c)

keemiarelvade kasutamise vastase ülemaailmse õigusnormi kaitsmine, sealhulgas hoides ära selliste relvade kasutamise eest karistamata jätmist;

d)

ballistiliste rakettide leviku tõkestamist käsitleva Haagi tegevusjuhendi kui usalduse ja läbipaistvuse suurendamise meetme edendamine;

e)

massihävitusrelvade leviku tõkestamise küsimuses tähtsamate partneritega peetava dialoogi algatamine ja korraldamine ning kõnealuste küsimuste lisamine ELi kahepoolsetesse suhetesse.

ELi nõukogu massihävitusrelvade leviku tõkestamise töörühm pidas 2019. aastal 11 koosolekut, sealhulgas direktorite tasandil, et arutada ELi seisukohti ja edaspidist tegevust. ELi delegatsioonid Viinis, Genfis ja New Yorgis koostasid ja koordineerisid mitmeid ELi avaldusi mitmepoolsete foorumite jaoks ning osalesid korrapäraste ELi koordineerimiskohtumiste kaudu aktiivselt poliitikaloomes.

TUUMAKÜSIMUSED

EL on jätkuvalt täielikult pühendunud edendama tuumarelva leviku tõkestamise lepingu ülemaailmset kohaldamist ning täielikku ja tulemuslikku rakendamist, tuumarelvakatsetuste üldise keelustamise lepingu jõustumist ning desarmeerimiskonverentsil läbirääkimiste alustamist ja peatset lõpuleviimist, et sõlmida tuumarelvade või muude tuumalõhkeseadmete jaoks lõhustuvate materjalide tootmise keelustamise leping. Samuti on ELi prioriteediks luua Lähis-Idas massihävitusrelvadest ja nende kandesüsteemidest vaba tsoon. Nõukogu võttis 2019. aastal vastu otsuse (ÜVJP) 2019/938, (1) millega eraldati UNIDIRile 2 856 278 eurot, et toetada usaldust suurendavate meetmete protsessi, mille tulemusel luuakse Lähis-Idas tuumarelvadest ja kõikidest muudest massihävitusrelvadest vaba tsoon.

Tuumarelva leviku tõkestamise leping ja Rahvusvaheline Aatomienergiaagentuur

Tuumarelva leviku tõkestamise lepingu läbivaatamise tsükkel jätkus lepinguosaliste 2020. aasta läbivaatamiskonverentsi ettevalmistuskomitee kolmanda istungiga, mis toimus perioodil 27. aprill – 10. mai 2019 New Yorgis. EL tegi neli avaldust: ühe üldise arutelu käigus ja kolm vastavalt tuumadesarmeerimise, massihävitusrelvade leviku tõkestamise ja rahumeelse kasutamise üle peetud aruteludes; samuti tehti konkreetne avaldus toetamaks Lähis-Idas tsooni loomist, kus ei ole massihävitusrelvi. EL korraldas ka kõrvalürituse ja esitas töödokumendi, milles hindas lepingut viiskümmend aastat pärast selle vastuvõtmist. Kõik ELi liikmesriigid toetasid avaldust, mis käsitles Põhja-Korea tuumaprobleemi. EL andis oma panuse kõikidesse asjakohastesse aruteludesse, sealhulgas ÜRO Peaassamblee desarmeerimise ja rahvusvahelise julgeoleku esimese komitee 74. istungil toimunud tuumarelva käsitlevasse temaatilisse arutellu.

Lisaks võttis nõukogu 15. aprillil 2019 vastu enneolematu otsuse (ÜVJP) 2019/615, (2) mille eesmärk on toetada rahaliselt ÜRO desarmeerimisküsimuste büroo temaatiliste ja piirkondlike konsultatsioonide korraldamist, et valmistada ette tuumarelva leviku tõkestamise lepingu osaliste 2020. aasta läbivaatamiskonverentsi. Nõukogu otsuse peamine eesmärk on aidata kaasa tuumarelva leviku tõkestamise lepingu läbivaatamiskonverentsi edukate tulemuste saavutamisele ning realistlike ja teostatavate meetmete ja soovituste väljatöötamisele, mis võivad saada üksmeelse toetuse. Selle nõukogu otsuse alusel korraldas UNODA 2019. aastal kaks piirkondlikku seminari: 29.-30. augustil Addis Abebas ja 3.-4. detsembril Bangkokis ning lisaks toimus 20.-21. novembril Viinis tuumaenergia rahuotstarbelist kasutamist käsitlev temaatiline seminar. Piirkondlikud kohtumised hõlmasid kõiki kolme tuumarelva leviku tõkestamise lepingu sammast piirkondlike prioriteetide ja probleemide vaatenurgast. Kõigi tegevustega püütakse rõhutada paljusid eeliseid, mida tuumarelva leviku tõkestamise leping juba pakub, ja vajadust säilitada need eelised.

EL toetas jätkuvalt IAEA peamisi kohustusi massihävitusrelvade leviku tõkestamise, tuumaenergia, tuumaohutuse, tuumajulgeoleku ja tehnilise koostöö küsimustes.

EL aitab nõukogu otsusega (ÜVJP) 2016/2383 (3) kaasa IAEA 2018.–2021. aasta tuumajulgeoleku kava rakendamisele. ELi rahastamisega toetati jätkuvalt IAEA tegevust, mille eesmärk on: kohaldada rahvusvahelisi tuumarelva leviku tõkestamise ja tuumajulgeoleku alaseid õigusakte ülemaailmselt; anda riikidele abi, et luua kohalik tehniline, teaduslik ja inimressursside alane suutlikkus tuumajulgeoleku jaoks; tugevdada suutlikkust hoida ära kuritegusid või tahtlikult toimepandud tegusid, milleks puudus luba, mis on seotud regulatiivse kontrolliga hõlmamata tuuma- või muu radioaktiivse materjaliga, selliseid tegusid avastada, neile reageerida ja kaitsta inimesi, vara, keskkonda ja ühiskonda nende eest; tõhustada tuumamaterjali ja muu radioaktiivse materjali salakaubaveo avastamist ja sellele reageerimist; panustada infotehnoloogia turvalisusse tuumavaldkonnas; tugevdada radioaktiivsete kiirgusallikate julgeolekut, viia need turvalisse ja ohutusse hoidlasse abi vajavates riikides, sealhulgas viia need tagasi päritoluriiki või tarnijale; tõhustada tuumamaterjali ja muu radioaktiivse materjali füüsilist kaitset.

IAEA jätkas nõukogu 15. novembri 2016. aasta otsuse (ÜVJP) 2016/2001 (4) (mis käsitleb liidu panust Rahvusvahelise Aatomienergiaagentuuri (IAEA) kontrollitava väherikastatud uraani panga asutamisse ja turvalisse haldamisse massihävitusrelvade leviku vastase ELi strateegia raames) edukat rakendamist.

2019. aastal viis Euroopa Komisjoni Teadusuuringute Ühiskeskus lõpule IAEA intsidentide ja salakaubaveo andmebaasi (ITDB) toetamise.

ELi–IAEA kõrgemate ametnike 5. kohtumise (15. veebruar 2017) raames kirjutasid JRC ja IAEA alla tuumateaduse rakendamise alase koostöö praktilisele korrale, mille eesmärk on töötada välja ühistegevused ja vältida jõupingutuste dubleerimist. Üheks praktilise korraga hõlmatud tegevuseks on radioaktiivsuse keskkonnaseire, mida mõõdetakse kogu Euroopas ja paljudes muudes maailma kohtades gammakiirguse doosikiiruse keskmise väärtuse ning viimase 24 tunni maksimumväärtuse alusel. Mõõtmisi teostatakse umbes 5 500 seirejaamas, mida käitavad pädevad siseriiklikud asutused 39 riigis, kes edastavad värsked radioloogilised väärtused Euroopa kiirgusandmete vahetamise platvormile (EURDEP). Kiirgusõnnetusest või kiirguslikust avariiolukorrast teatatakse varajase teatamise võrgustike nagu ECURIE või EMERCON kaudu, mida haldavad vastavalt Euroopa Komisjon ja IAEA, konsulteerides eelnevalt pädevate siseriiklike asutustega.

Tuumarelva leviku tõkestamise ülemaailmses struktuuris on määrava tähtsusega element ühine laiaulatuslik tegevuskava, mis on mitmepoolse diplomaatia saavutus. Lepingu jätkuv täielik ja tulemuslik rakendamine on Euroopa julgeoleku jaoks väga suure tähtsusega. EL jätkab ühise laiaulatusliku tegevuskava rakendamise toetamist, koordineerides ühiskomisjoni ja mitmeid ekspertide töörühmi, mis on asutatud ühise laiaulatusliku tegevuskava raames. Samuti toetab EL jätkuvalt ja täielikult IAEA pikaajalist missiooni, milleks on Iraani tuumaalaste kohustuste täitmise kontrollimine ja järelevalve. EL on alates 2016. aastast osalenud ühise laiaulatusliku tegevuskava III lisa rakendamises, eelkõige tuumaohutust parandavate projektide kaudu. Tuumaenergia tsiviilotstarbelisel kasutamisel Iraaniga tehtava koostöö jaoks on juba eraldatud 15 miljonit eurot ning kolme projektiga on toetatud Iraani tuumaohutuse reguleerivat asutust ja tuumaelektrijaamakäitajat Bushehris. 2018. aastal kiideti heaks uus projekt, mille eelarve on 5 miljonit eurot ja mis hõlmab laboriseadmete tarnimist reguleeriva asutuse tuumaohutuse keskusele. Projekti lepingud sõlmitakse eeldatavalt 2020. aastal.

Tuumaenergia tsiviilotstarbelisel kasutamisel Iraaniga tehtav koostöö on ühise laiaulatusliku tegevuskava põhisammas ja keskne element ELi koostöös Iraaniga. See aitab paremini mõista tuumaenergia tsiviilotstarbelisel kasutamisel esinevaid Iraani vajadusi ja järkjärgult suurendada usaldust Iraani tuumaprogrammi rahumeelse otstarbe suhtes. ELi ja Iraani koostöö 2019. aastal hõlmas sagedasi kõrgetasemelisi dialooge poliitilistes küsimustes, mille käigus pöörati erilist tähelepanu tuumaküsimuste juhtimisele; ühist seminari tuumaalase tsiviilvastutuse ja -kindlustuse valdkonnas; projekte, millega toetatakse Iraani tuumaohutuse reguleeriva asutuse jõupingutusi viia oma tegevus vastavusse rahvusvaheliste õigus- ja haldusnormidega, samuti tuumaohutuse keskuse loomist, mis on kavandatud eelmise ELi rahastatud projekti raames; Iraani üliõpilaste osalemist dekomisjoneerimise suvekoolis ning ELi Teadusuuringute Ühiskeskuses jäätmete iseloomustamise ja kõrvaldamise metroloogia alasel seminaril, ELi-Iraani ühisseminari, mis käsitleb ühiskonventsiooniga seotud aruandlust kasutatud tuumkütuse ja radioaktiivsete jäätmete kohta, ELi–Iraani ühisseminari kiirgus- või tuumaavariiks valmisoleku ja sellele reageerimise teemal ning projekte, millega toetatakse Araki uurimisreaktori (Khondab) ajakohastamist ning Fordow tuumarajatise teisendamist tuuma-, füüsika- ja tehnoloogiakeskuseks. Iraan oli jätkuvalt ELi peamine toetusesaaja tuumaohutuse valdkonnas.

Praeguse kontrollistandardi moodustavad üldiste kaitsemeetmete lepingud ja nende lisaprotokollid ning EL kutsub jätkuvalt üles neid ülemaailmselt kohaldama. Euratomi ja IAEA vaheline tihe koostöö võimaldab tulemuslikke ja tõhusaid kaitsemeetmeid. EL toetab aktiivselt IAEA kaitsemeetmete süsteemi Euroopa Komisjoni kaitsemeetmete alase toetusprogrammi (Safeguards Support Programme) ja tuumaohutusalase koostöö rahastamisvahendi kaudu ning liikmesriikide toetusprogrammide kaudu. Euroopa Komisjoni kaitsemeetmete alase toetusprogrammiga tugevdatakse IAEA tuumaenergiaalaste kaitsemeetmete alast suutlikkust, et kontrollida ühise laiaulatusliku tegevuskava rakendamist, pakkudes IAEA kaitsemeetmete inspektoritele koolitust täiendava juurdepääsu ning uraani kontsentreerimis- ja rikastamiskatsete kombineeritud korra (Combined Procedure for Uranium Concentration and Enrichment Assay) toimimise kohta UF6 rikastamise kontrollimiseks.

Euroopa Komisjon jätkab Euroopa Kaitsemeetmetealaste Teadusuuringute ja Arendustegevuse Assotsiatsiooni (ESARDA) tegevust ja aktiivset toetamist. ESARDA tähistas 2019. aastal oma 50. aastapäeva avatud sümpoosioniga, kus osales 250 osalejat kogu maailmast, arutades tuumaenergiaalaseid kaitsemeetmeid ja tuumarelva leviku tõkestamise küsimusi peamiselt teaduslikust ja tehnilisest seisukohast. ESARDA jätkab oma rahvusvahelist tegevust ka oma vastastikuse mõistmise memorandumite kaudu, mis on sõlmitud Aafrika Tuumaenergia Komisjoni ning Aasia ja Vaikse ookeani piirkonna kaitsemeetmete võrgustikuga, ning tihedas koostöös tuumamaterjalide haldamise instituudiga. ESARDA töörühmad töötavad välja, katsetavad ja valideerivad uuenduslikke kaitsemeetmeid ja tuumarelva leviku tõkestamise lähenemisviise, millest saavad otsest kasu energeetika peadirektoraadi tuumaenergiaalaste kaitsemeetmete direktoraat ja Rahvusvahelise Aatomienergiaagentuuri kaitsemeetmete osakond. Teadus- ja arendustegevuse tulemused ning haridus- ja koolitusalgatused suurendavad Euroopa ja rahvusvahelist suutlikkust tuumaenergiaalaste kaitsemeetmete valdkonnas ning strateegilist kaubanduskontrolli koos tuumajulgeoleku ja tuumadesarmeerimise algatustega.

EL ja tema liikmesriigid pööravad erilist tähelepanu tuumaohutuse rakendamisele kogu maailmas ning selle jätkuvale parandamisele. EL võttis vastu muudetud tuumaohutuse direktiivi, mis jõustus 2017. aastal ning millega anti õigusliku jõud tuumaohutust käsitleva Viini deklaratsiooni eesmärkidele. Muudetud direktiivi põhielemendiks on ohutuseesmärgi kehtestamine kõigi käitajate jaoks, et hoida ära avariisid ja vältida ulatuslikku radioaktiivset pihkumist. Muudetud direktiiviga lisati Euratomi õigusaktidele ka vastastikune eksperthindamine. Esimene Euroopa vastastikune eksperthindamine on juba edukalt läbi viidud. Kõik ELi liikmesriigid on uued nõuded oma siseriiklikusse õigusesse üle võtnud.

EL on tuumaenergia rahuotstarbelise kasutamise toetamiseks eraldanud 325 miljonit eurot ajavahemikuks 2014–2020, et edendada tuumaohutust, kiirguskaitset ning tõhusate ja tulemuslike kaitsemeetmete kohaldamist kolmandates riikides. Euroopa Komisjon toetab koostöös IAEA ja teiste partneritega Kesk-Aasia keskkonna tervendamise strateegilise üldkava rakendamist, mida rahastatakse Euroopa Rekonstruktsiooni- ja Arengupanga hallatavast spetsiaalsest keskkonna tervendamise konto kaudu. Suurima abiandjana jätkab EL koostööd abisaavate riikidega (Kõrgõzstan, Tadžikistan ja Usbekistan), et tugevdada kaasamist ning käivitada konkreetseid puhastamis- ja tervendamisprojekte.

2019. aasta juulis anti president Volodõmõr Zelenskõi osalusel toimunud tseremoonial Ukrainale ametlikult üle Tšornobõli tuumaelektrijaama hävitatud 4. reaktorit kattev uus ohutu kate, millega viidi lõpule G7 algatatud pikaajalised rahvusvahelised jõupingutused, et muuta rajatis taas keskkonnaohutuks. EL on olnud Tšernobõli Fondi suurim rahastaja pärast Euroopa Rekonstruktsiooni- ja Arengupanka, kes seda fondi haldab.

EL ja tema liikmesriigid osutavad jätkuvalt tugevat toetust IAEA tehnilise koostöö programmile, andes muu hulgas märkimisväärse panuse tehnilise koostöö fondile ja rahuotstarbelise kasutamise algatusele. EL ja selle liikmesriigid on ühed suurimad panustajad tehnilise koostöö programmi hüvanguks, mis on oluline vahend, et võimaldada tuumatehnoloogia ohutut, turvalist ja rahuotstarbelist kasutamist ning et täita kestliku arengu tegevuskava 2030 eesmärke.

EL ja IAEA korraldavad igal aastal kõrgemate ametnike kohtumise, et vaadata läbi ja kavandada laiaulatuslikku koostööd. Viimase koosoleku korraldas Euroopa Komisjon 12. veebruaril 2019 Luxembourgis. Arutelud keskendusid koostöö tugevdamisele tuumaohutuse ja -julgeoleku, kaitsemeetmete ning tuumaenergiaalase teadustegevuse, innovatsiooni ja koolituse valdkondades.

Tuumarelvakatsetuste üldise keelustamise leping (CTBT)

CTBT jõustumine ja ülemaailmne kohaldamine on massihävitusrelvade leviku vastase ELi strateegia olulised eesmärgid. Kõik ELi liikmesriigid on näidanud üles pühendumust lepingu täitmisele, ratifitseerides selle ja rakendades selle peamisi kohustusi. CTBT on oluline usaldust ja julgeolekut suurendav meede. 2019. aastal suhtles EL diplomaatiliselt kõigi ülejäänud II lisasse kuuluvate ja sinna mittekuuluvate riikidega. ELi poolse suhtluse eesmärk oli nõuda kohustuste võtmist CTBT ratifitseerimiseks. CTBT jõustumise edendamine oli üks ÜRO peasekretäri dokumendis „Julgeolek kui meie ühine tulevik: desarmeerimiskava“ esitletud meetmetest, mida EL otsustas toetada.

EL edendab järjekindlalt lepingu kasulikkust ja panust rahu, julgeoleku, desarmeerimise ja massihävitusrelvade leviku tõkestamise valdkonnas, sealhulgas seoses selle tsiviilrakendustega. Jätkus ELi rahaline toetus CTBT organisatsiooni (CTBTO) ettevalmistuskomisjonile, nagu on ette nähtud nõukogu otsuses (ÜVJP) 2018/298 (5) liidu toetuse kohta Tuumarelvakatsetuste Üldise Keelustamise Lepingu Organisatsiooni (CTBTO) ettevalmistuskomisjoni tegevusele selle järelevalve- ja kontrollivõimekuse tugevdamiseks. EL ja tema liikmesriigid toetasid ka CTBT kontrollisüsteemi säilitamist ja tugevdamist, pakkudes tehnilist tuge ja nõu CTBTO töörühmas B ning muude töörühmade ja seminaride kaudu. EL osales aktiivselt CTBTO ettevalmistuskomisjoni töös, selle töörühmade A ja B koosolekutel.

ELi kõrge esindaja ja komisjoni asepresident osales CTBTO täitevsekretäri kutsel üheteistkümnendal CTBT jõustumise lihtsustamise konverentsil, mis toimus 25. septembril 2019 ÜRO peakorteris New Yorgis ning esitas seal kokkulepitud ELi avalduse. ELi delegatsioon Viinis korraldas 25. juunil CTBT teadus- ja tehnoloogiakonverentsi raames ürituse, mis käsitles ELi ja CTBTO koostööd.

Tuumajulgeolekuga seotud algatused

EL jätkas tuumaterrorismi tõkestamise rahvusvahelise konventsiooni (ICSANT) edendamist ja tuumamaterjali füüsilise kaitse konventsiooni (AKVPNM) muutmise toetamist, kuna tegemist on ülemaailmse tuumajulgeoleku ja terrorismivastase võitluse struktuuri põhielementidega. ÜRO narkootikumide ja kuritegevuse büroo ja ÜRO terrorismivastase võitluse büroo alustasid nõukogu otsuse (ÜVJP) 2018/1939 (6) (mis käsitleb liidu toetust tuumaterrorismi tõkestamise rahvusvahelise konventsiooni ülemaailmseks kohaldamiseks ja tõhusaks rakendamiseks) rakendamist. Nõukogu otsuse eesmärgiks on suurendada ICSANTiga ühinenute arvu, suurendada siseriiklike poliitikakujundajate ja otsuste tegijate teadlikkust ning suurendada suutlikkust, et aidata parandada riiklikke õigusakte ja suurendada riiklike sidusrühmade (sealhulgas kriminaalõiguse valdkonna ametnike) suutlikkust, et uurida tuumaterrorismi juhtumeid, nende eest süüdistusi esitada ja neid kohtulikult menetleda. Nõukogu otsuse rakendamine algas 2019. aasta aprillis New Yorgis ja 2019. aasta mais Viinis toimunud avaüritusega.

EL toetas jätkuvalt ülemaailmset tuumaterrorismiga võitlemise algatust (GICNT) ja selle missiooni tugevdada ülemaailmset suutlikkust tuumaterrorismi ennetamiseks, tuvastamiseks ja sellele reageerimiseks. EL ja selle liikmesriigid osalesid GICNTi 11. täiskogu istungil, mis toimus 6.-7. juunil 2019 Buenos Aireses. Kokkulepitud ELi avaldusega ühinesid järgmised riigid: Türgi, Põhja-Makedoonia, Montenegro, Serbia ja Albaania, stabiliseerimis- ja assotsieerimisprotsessis osalev riik ja potentsiaalne kandidaatriik Bosnia ja Hertsegoviina ning Euroopa Majanduspiirkonda kuuluvad EFTA riigid Island ja Norra, samuti Ukraina, Moldova Vabariik, Armeenia ja Gruusia.

EL ja selle liikmesriigid osalevad aktiivselt GICNTi töös kõigis valdkondades: tuumaohu tuvastamine, tuumaalane kohtuekspertiis ning reageerimine ja leevendamine. Euroopa Komisjoni Teadusuuringute Ühiskeskus võõrustas 12.–14. veebruaril 2019 Karlsruhes Saksamaal tuumaohu tuvastamise ressursside hankimise seminari „Cunning Karl“, mis toimus GICNTi tuumaohu tuvastamise töörühma egiidi all. Tuginedes 2017. aastal toimunud tehniliste ressursside hankimise seminari „Magic Maggiore“ tulemustele, keskenduti seminaril tuvastamisoperatsioonide toetamiseks läbi viidud tehniliste ressursside hankimisega seotud põhivõimekuste kindlakstegemisele ning analüüsiti probleeme ja parimaid tavasid ressursside hankimisega seotud toetuse pakkumisel äärealadele. Soome korraldas 24.-25. veebruaril 2019 tuumaalase kohtuekspertiisi töörühma ekspertide kohtumise, kus arutati tuumaalase kohtuekspertiisi töörühma töökava aastateks 2019–2021. Samuti aitas EL kaasa 2019. aasta detsembris Maroko Kuningriigi korraldatud seminarile ning lauaõppusele, millel käsitleti tuumaohu tuvastamist mere- ja maismaapiiridel.

Alates 2013. aastast on olnud täielikult toimiv ELi tuumajulgeoleku koolituskeskus tuumamaterjali ja muude radioaktiivsete ainetega seotud ebaseaduslike toimingute avastamiseks ja nendele reageerimiseks ning sellest on saanud kasu Euroopa Liidu liikmesriigid ja partnerriigid, sealhulgas mitu GICNTi liikmesriiki. Keskust haldab Euroopa Komisjoni Teadusuuringute Ühiskeskus (JRC), mille rajatised asuvad Karlsruhes (Saksamaa) ja Ispras (Itaalia), tehes seda tihedas koostöös teiste rahvusvaheliste algatustega, mida edendavad Rahvusvaheline Aatomienergiaagentuur ja mitu GICNTi partnerriiki. Keskust kasutatakse ka praktiliste õppuste jaoks, mis on peamiselt seotud tuumamaterjali salakaubaveo vastase tegevusega. EUSECTRA tegeleb aktiivselt ELi liikmesriikide ja ELi partnerite koolitusvajadustega, mis hõlmab ka kõrgelt hinnatud koordineeritud koolitusi liikmesriikide tolli- ja õiguskaitseasutuste esindajatele, mida juba rakendatakse ja kavandatakse aastateks 2019–2021 (otseses koostöös komisjoni siseasjade peadirektoraadi ning komisjoni maksunduse ja tolliliidu peadirektoraadiga), ning hindab ELi liikmesriikide taotlusel seadmete toimivust. 2019. aastal korraldati ELi liikmesriikide ekspertidega 14 ühenädalast koolitust ja kaks lisaseminari.

Euroopa Komisjon ja ELi liikmesriigid jätkasid tuumaalase kohtuekspertiisi tegevust kinnipeetud tuumamaterjali põhiparameetrite määramisel, kasutades Teadusuuringute Ühiskeskuse Karlsruhe (Saksamaa) rajatises täiustatud tuumaalast kohtuekspertiisi. 2019. aastal analüüsiti kahes ELi liikmesriigis toimunud kolme intsidendi proove. Kokkuvõttes on nii analüüsitud tuumamaterjale, mis on avastatud ja konfiskeeritud rohkem kui 50 intsidendi raames, mille tulemusel on osutatud toetust pädevatele asutustele nii ELi liikmesriikides kui väljaspool liitu.

Tuumadesarmeerimise kontrollimisega seotud algatused

EL ja selle liikmesriigid toetasid ÜRO Peaassamblee 2019. aasta resolutsiooni tuumadesarmeerimise kontrollimise kohta, millega loodi teine valitsusekspertide rühm, et jätkata kontrollimise rolli kaalumist tuumadesarmeerimise edendamisel. EL toetab laiemal partnerlusel põhinevat tööd ja koostööpõhist kontrollimise korda ning on osalenud tuumadesarmeerimise kontrollimise rahvusvahelise partnerluse (IPNDV) töös alates selle loomisest 2015. aastal. Aktiivne ELi osalemine jätkus IPNDV teise etapi jooksul ning EL (Euroopa välisteenistus ja Euroopa Komisjoni Teadusuuringute Ühiskeskus) osales töörühma koosolekutel, mis toimusid 4.–6. märtsil 2019 Helsinkis ja 19.–21. juunil Haagis, ning 2.–6. detsembril Ottawas toimunud täiskogu istungil. Peamisteks eesmärkideks on ÜRO tuumadesarmeerimise kontrollimise valitsusekspertide rühma ning tuumarelva leviku tõkestamise lepingu 2020. aasta läbivaatamise konverentsi tugev toetamine. EList sai ka tuumadesarmeerimise kontrollimisega seotud tegevuspunkti toetaja ÜRO peasekretäri avaldatud dokumendis „Julgeolek kui meie ühine tulevik: desarmeerimiskava“.

Piirkondlikud küsimused

EL ja selle liikmesriigid kutsusid Korea Rahvademokraatlikku Vabariiki (KRDV) jätkuvalt tungivalt üles tegema edusamme, et loobuda täielikult, kontrollitavalt ja pöördumatult massihävitusrelvade ja ballistiliste rakettide alastest programmidest. See kajastus kõigis asjakohastes ELi avaldustes. EL jäi seisukohale, et KRDV poolt korduvalt toime pandud ballistiliste rakettide laskmised, millega rikuti mitmeid ÜRO Julgeolekunõukogu resolutsioone, kujutavad endast tõsist ohtu piirkondlikule ja rahvusvahelisele rahule ja julgeolekule ning õõnestavad käimasolevaid rahvusvahelisi jõupingutusi püsiva rahu ja julgeoleku saavutamiseks Korea poolsaarel. EL kutsus KRDVd üles viivitamata peatama kõik rakettide laskmised, osalema sisulistes läbirääkimistes, astuma konkreetseid ja usaldusväärseid samme usalduse ja kindlustunde loomiseks ning loobuma kõikidest tuumarelva- ja ballistiliste rakettide alastest programmidest täielikul, kontrollitaval ja pöördumatul viisil. EL kutsus KRDVd jätkuvalt tungivalt üles täielikult järgima kõiki asjakohaseid ÜRO Julgeolekunõukogu resolutsioone ning muid riigi rahvusvahelisi kohustusi, allkirjastama ja ratifitseerima viivitamata tuumarelvakatsetuste üldise keelustamise lepingu ning taas täitma tuumarelva leviku tõkestamise lepingust tulenevaid kaitsemeetmetega seotud kohustusi. EL on kõik ÜRO Julgeolekunõukogu resolutsioonid kiiresti ELi õigusaktidesse üle võtnud ning võtnud vastu ka ranged autonoomsed sanktsioonid, mis täiendavad ja tugevdavad ÜRO kehtestatud sanktsioone. Euroopa välisteenistuse pressiesindaja tegi 10. augustil avalduse pärast kahe lühimaa ballistilise raketi laskmist ja 2. oktoobril avalduse pärast väidetavalt ballistilise raketi laskmist merel.

Desarmeerimiskonverents / tuumarelvade või muude tuumalõhkeseadmete jaoks lõhustuvate materjalide tootmise keelustamise leping

EL toetab endiselt ühtselt ja pühendunult kontrollitavat ja lepingupõhist tuumadesarmeerimist ja relvastuskontrolli ning rõhutab vajadust teha uusi mitmepoolseid jõupingutusi ja taaselustada mitmepoolsed läbirääkimisorganid, eelkõige desarmeerimiskonverentsi. ELi jaoks on desarmeerimiskonverentsi pikaajaliseks prioriteediks alustada viivitamata läbirääkimisi tuumarelvade või muude tuumalõhkeseadmete jaoks lõhustuvate materjalide tootmise keelustamise lepingu (FMCT) üle. EL toetab selliste läbirääkimiste alustamist kooskõlas dokumendiga CD/1299 ja selles sisalduvate volitustega. EL kutsub kõiki desarmeerimiskonverentsi liikmeid üles alustama viivitamatult läbirääkimisi FMCT üle ning alustama tööd teiste päevakorras olevate küsimuste osas. Nõukogu 11. detsembri 2017. aasta otsuse (EL) 2017/2284 (7) kohaselt osutab EL rahalist toetust ÜRO desarmeerimisküsimuste büroole (UNODA), et hõlbustada Aafrika, Aasia, Ladina-Ameerika ja Kariibi riikide osalemist FMCTga seotud konsultatsioonides ja muus tegevuses. EL innustab ka kõiki tuumarelvi omavaid riike, kes seda veel ei ole teinud, kuulutama tuumarelvade või muude tuumalõhkeseadmete jaoks lõhustuvate materjalide tootmisele viivitamatult moratooriumi ja seda rakendama, kui nad ei ole seda juba teinud. Tuumariigist ELi liikmesriik on asjakohase moratooriumi välja kuulutanud ja sellised rajatised demonteerinud.

KEEMIARELVAD

EL toetas jätkuvalt Keemiarelvade Keelustamise Organisatsiooni (OPCW) poliitiliselt, diplomaatiliselt ja rahaliselt, et tagada keemiarelvade keelustamise konventsiooni (CWC) täielik ja tulemuslik rakendamine ning ülemaailmne järgimine.

Nõukogu võttis 1. aprillil 2019 vastu otsuse (ÜVJP) 2019/538, (8) millega antakse ELi toetust OPCW põhitegevusele (nagu riiklik rakendamine, rahvusvaheline koostöö, ülemaailmne kohaldamine, Aafrika programm) aastatel 2019–2022. Samuti aitab see oluliselt kaasa OPCW labori ajakohastamisele keemia- ja tehnoloogiakeskuseks ning CWC osalisriikide konverentsi eriistungil 27. juunil 2018 vastu võetud otsuse C-SS-4/DEC.3 (keemiarelvade kasutamisest tuleneva ohu kohta) rakendamisele.

Nõukogu võttis 26. juunil 2019 vastu otsuse (ÜVJP) 2019/1092, (9) millega pikendatakse 12. detsembri 2017. aasta otsuse (ÜVJP) 2017/2302 (10) (millega toetatakse OPCW tegevust, millega abistatakse puhastustööde läbiviimist Liibüas endises keemiarelvade ladustamiskohas massihävitusrelvade leviku vastase ELi strateegia rakendamise raames) rakendamisperioodi.

EL jätkas tugeva toetuse osutamist OPCW teabekogumismissiooni ja deklaratsiooni hindamisrühma tööle, mis hõlmas Süürias keemiarelvade kasutamist käsitlevate aruannete analüüsimist ning püüdu kõrvaldada Süüria algses deklaratsioonis tuvastatud lüngad ja vastuolud. Sellega seoses võttis nõukogu 9. detsembril 2019 vastu otsuse (ÜVJP) 2019/2112, (11) millega pikendatakse nõukogu otsuse (ÜVJP) 2017/2303 (12) rakendamisperioodi, et toetada ÜRO Julgeolekunõukogu resolutsiooni 2118 (2013) ja OPCW täitevnõukogu otsuse EC-M-33/DEC.1 (Süüria keemiarelvade hävitamise kohta satelliidifotode esitamise teel) jätkuvat rakendamist, et toetada OPCW operatsioone Süürias.

Kooskõlas Euroopa Ülemkogu 28. juuni 2018. aasta järeldustega, milles EL võttis endale kohustuse toetada keemiarelvade keelustamise konventsiooni osalisriikide 27. juuni 2018. aasta eriistungi otsuse C-SS-4/DEC.3 rakendamist, et luua mehhanism kuritegude toimepanijate tuvastamiseks seoses nende relvade korduva kasutamisega alates 2012. aastast ning tagada OPCW 2020. aasta programmi kavandi ja eelarve projekti vastuvõtmine, mis annaks OPCW tehnilisele sekretariaadile kindla ja usaldusväärse aluse, et lahendada eesseisvaid mitmetahulisi ülesandeid ja probleeme, esitas EL demarši suurele arvule CWC osalisriikidele, paludes neil ilmutada konstruktiivset lähenemisviisi OPCW otsuse C-SS-4/DEC rakendamiseks ning toetada eduka tulemuse saavutamist osalisriikide 24. konverentsil (CSP-24), mis toimus 25.–29. novembril 2019.

Nõukogu 11. juuli 2017. aasta otsusega (ÜVJP) 2017/1252 (13) (millega toetatakse kemikaaliohutuse ja -julgeoleku tugevdamist Ukrainas kooskõlas massihävitusrelvade ja nende kandevahendite leviku tõkestamist käsitleva ÜRO Julgeolekunõukogu resolutsiooni 1540 (2004) rakendamisega), toetas EL Ukraina riikliku suutlikkuse suurendamist ning eelkõige Ukraina riikliku tugikeskuse loomist kontrollitavate ja toksiliste kemikaalide kindlakstegemiseks.

EL pikendas 14. oktoobril 2019 nõukogu otsusega (ÜVJP) 2019/1722 (14) oma piiravate meetmete korda keemiarelvade kasutamise ja leviku tõkestamiseks veel 12 kuu võrra.

BIOLOOGILISED RELVAD

ELi nõukogu võttis 21. jaanuaril 2019 bioloogiliste ja toksiinrelvade konventsiooni (BTWC) toetuseks vastu viienda järjestikuse otsuse. Nõukogu otsusega (ÜVJP) 2019/97 (15) nähakse ÜRO desarmeerimisküsimuste büroole (UNODA) ajavahemikuks 2019–2022 ette 3 miljoni euro suurune eelarve. See võimaldab BTWC rakendamise toetusüksusel hõlbustada kuue uue projekti elluviimist ülemaailmse kohaldamise toetamiseks; suurendada suutlikkust riiklikuks rakendamiseks, sealhulgas teostatakse kolm vastastikust eksperdihinnangut; edendada bioturvalisust maailma lõunapoolsetes riikides; töötada välja teavitus-, haridus- ja kaasamisvahendid; ning suurendada valmisolekut reageerida bioloogilistele rünnakutele. 2019. aastal rahastati kõnealuse otsuse alusel kolme seminari ja kahte muud üritust. Nende seminaride hulgas oli bioturvalisuse seminar, mis oli esimene omataoline ja mille teema oli „Maailma lõunapoolsete riikide noorte teadlaste kaasamine bioturvalisuse diplomaatiasse“, mis toimus 3.–5. augustil 2019 Genfi lähistel. Seminaril osales kuni 20 arengumaade noort teadlast, kes tegelevad BTWCga seotud teemadega. Otsusega (ÜVJP) 2019/97 toetatakse ka BTWC istungitevahelist programmi ja 2021. aastal toimuva üheksanda läbivaatamiskonverentsi ettevalmistamist.

Nõukogu võttis 31. juulil 2019 vastu otsuse (ÜVJP) 2019/1296, (16) millega toetatakse bioloogilise ohutuse ja julgeoleku tugevdamist Ukrainas kooskõlas massihävitusrelvade ja nende kandevahendite leviku tõkestamist käsitleva ÜRO Julgeolekunõukogu resolutsiooni 1540 (2004) rakendamisega. Kõnealuse otsusega nähakse kolmeks aastaks ette 1,9 miljoni euro suurune toetus. Kõnealuse otsusega toetab EL bioloogilise ohutuse ja turvalisuse tugevdamist Ukrainas, eelkõige parandades Ukraina õiguslikku ja regulatiivset baasi ning inimeste tervise ja loomatervise süsteeme ning suurendades bioteadlaste teadlikkust.

Nõukogu võttis 9. detsembril 2019 vastu otsuse (ÜVJP) 2019/2108, (17) millega toetatakse bioloogilise ohutuse ja julgeoleku tugevdamist Ladina-Ameerikas kooskõlas massihävitusrelvade ja nende kandevahendite leviku tõkestamist käsitleva ÜRO Julgeolekunõukogu resolutsiooni 1540 (2004) rakendamisega ning millega nähakse kolmeks aastaks ette 2,7 miljonit eurot.

Eespool nimetatud nõukogu otsustega on ELi poolt alates 2006. aastast BTWC-le antav rahaline toetus suurenenud peaaegu 15 miljoni euroni.

Konventsiooni osalisriikide kohtumisel, mis toimus 3.–6. detsembril 2019 Genfis, tegi EL üldise avalduse. Kinnitades taas oma tugevat toetust BTWC-le kui eeskirjadel põhineva rahvusvahelise süsteemi peamisele sambale, tuletas EL meelde oma pikaajalisi jõupingutusi tugevdada konventsiooni, edendada selle ülemaailmset kohaldamist ja tõhustada selle rakendamist. ELi prioriteedid BTWC kontekstis hõlmavad riigisisese rakendamise ja järgimise tõhustamist, usaldust suurendavate ja läbipaistvust suurendavate meetmete (vastastikused eksperdihinnangud, vabatahtlikud külastused ja muud algatused) edendamist, teaduse ja tehnoloogia alase koostöö hõlbustamist, V artikli (konsultatsioonid) ning VII artikli (abi, reageerimine ja valmisolek) sätete rakendamist, konventsiooni ülemaailmse kohaldamise edendamist, samuti soolist võrdõiguslikkust ja naiste mõjuvõimu suurendamist kui olulist valdkondadevahelist prioriteeti. Lisaks väljendas EL jätkuvalt muret konventsiooni kriitilise finantsolukorra pärast ning kutsus kõiki riike, kes ei ole seda veel teinud, tungivalt üles viivitamata täitma oma rahalisi kohustusi. Sellega seoses tuletas EL meelde, et 2018. aastal loodud töökapitalifondi eesmärk on pakkuda lühiajalist finantslikviidsust kalendriaasta alguses ning mitte mingil juhul toetada tasumata makseid või võlgnevusi. Tegevuste osas tõstis EL esile koostöösaavutusi, mis on arendatud BTWC toetuseks vastu võetud ELi nõukogu otsuse ning ELi keemilise, bioloogilise, radioloogilise ja tuumaohu leevendamise tippkeskuste algatuse raames. ELi rahastatud kõrvalüritusel 4. detsembril 2019 tutvustati bioloogilise ohutusega seotud tegevusi Kaukaasias KBRT tippkeskuste algatuse raames.

EL osales aktiivselt ka viiel ekspertide kohtumisel, mis toimusid 29. juulist kuni 8. augustini 2019 Genfis, nimelt ekspertide kohtumisel (MX1) koostöö ja abistamise küsimuses, millel pöörati erilist tähelepanu koostöö ja abi tugevdamisele vastavalt artiklile X (29.-30. juuli), ekspertide kohtumisel (MX2) konventsiooniga seotud teaduse ja tehnoloogia arengu läbivaatamise küsimuses (31. juuli ja 2. august), ekspertide kohtumisel (MX3) riikliku rakendamise tugevdamise küsimuses (5. august 2019), ekspertide kohtumisel (MX4) abi, reageerimise ja valmisoleku küsimuses (6.-7. august 2019) ning ekspertide kohtumisel (MX5) konventsiooni institutsioonilise tugevdamise küsimuses (8. august 2019). EL edastas igal ekspertide kohtumisel hästi fokuseeritud ja ajakohased põhisõnumid ning võttis sõna Prantsusmaa korraldatud kõrvalüritusel vabatahtlike läbipaistvusmeetmete teemal, edendades struktureeritumat teabevahetust vastastikuste eksperdihinnangute kohta. EL keskendus teadus- ja tehnoloogiasektori spetsialistide teadlikkuse tõstmisele e-õppe moodulite ja sidusrühmade seminaride rahastamise kaudu. Sellega seoses propageeris EL uut ELi nõukogu otsust, millega toetatakse konventsiooni ülemaailmset kohaldamist ja rakendamist.

BALLISTILISED RAKETID

Haagi tegevusjuhend

Ballistiliste rakettide leviku tõkestamist käsitlev Haagi tegevusjuhend (HCOC) tuleneb rahvusvahelise üldsuse jõupingutustest, mille eesmärk on reguleerida massihävitusrelvi kanda suutvate ballistiliste rakettide valdkonda. HCOC on ainuke mitmepoolne läbipaistvuse ja usalduse suurendamise vahend ballistiliste rakettide leviku valdkonnas. HCOCga ühinemisel võtavad liikmed vabatahtlikult poliitilise kohustuse esitada teatisi enne ballistiliste rakettide ja kanderakettide väljalaskmist ning katselendude läbiviimist. Ühinenud riigid võtavad samuti kohustuse esitada iga-aastase deklaratsiooni, mis käsitleb nende poliitikat ballistiliste rakettide ja kanderakettide valdkonnas.

EL on tegevusjuhendit kindlalt toetanud selle loomisest alates. Tegevusjuhendile on alla kirjutanud kõik ELi liikmesriigid. Pärast 2002. aasta novembris Madalmaades Haagis toimunud poliitiliselt siduva HCOC allkirjastamist ja jõustumist on allakirjutanud riikide arv kasvanud 93-lt 143-le. Selle põhjuseks on ka diplomaatiline tegevus tegevusjuhendi ülemaailmse kohaldamise toetuseks, mille EL suunas mitmele riigile, kes ei olnud tegevusjuhendile alla kirjutanud.

EL edendab järjekindlalt tegevusjuhendi ülemaailmset kohaldamist, täielikku rakendamist ja tõhusamat toimimist. ELi nõukogu on viimase kümne aasta jooksul võtnud ÜVJP raames vastu mitmeid otsuseid ja ühismeetmeid, millega toetatakse Haagi tegevusjuhendit ja rakettide leviku tõkestamist üldiselt. EL rahastab nende nõukogu otsuste kaudu HCOC teavitustegevust, mis hõlmab kõrvalüritusi, teadusanalüüse, ekspertide kohtumisi ja piirkondlikke teadlikkuse suurendamise seminare. Seda tegevust teostab Pariisis asuv Fondation pour la Recherche Stratégique ning selles osaleb tavaliselt ka HCOC roteeruv eesistuja.

EL jätkab nõukogu 18. detsembri 2017. aasta otsusega (ÜVJP) 2017/2370 (18) tegevusjuhendiga liitumise ja selle ülemaailmse kohaldamise edendamist; tegevusjuhendi täieliku rakendamise toetamist; tegevusjuhendile alla kirjutanud ja mitte alla kirjutanud riikide vahelise dialoogi edendamist, et suurendada usaldust ja läbipaistvust; vaoshoituse soodustamist ning stabiilsuse ja turvalisuse suurendamist kõigi jaoks; tegevusjuhendi nähtavuse ja üldsuse teadlikkuse suurendamist ballistiliste rakettide leviku riskidest ja ohtudest; ning eelkõige akadeemiliste uuringute abil tegevusjuhendi toimimise tõhustamise ning tegevusjuhendi ja teiste asjaomaste mitmepoolsete vahendite vahelise koostöö edendamise võimaluste uurimist.

ÜHINENUD RAHVASTE ORGANISATSIOONI JULGEOLEKUNÕUKOGU RESOLUTSIOON 1540 NING KBRT-OHU VÄHENDAMINE

ÜRO Julgeolekunõukogu resolutsioon 1540 (2004) on endiselt massihävitusrelvade leviku tõkestamise rahvusvahelise süsteemi keskne element. See on esimene rahvusvaheline dokument, milles terviklikult ja igakülgselt käsitletakse massihävitusrelvi, nende kandevahendeid ja massihävitusrelvadega seotud materjale. ÜRO Julgeolekunõukogu resolutsiooniga 1540 (2004) kehtestatakse siduvad kohustused kõikidele riikidele. Nende eesmärk on ennetada ja tõkestada valitsusväliste osalejate juurdepääsu sellistele relvadele, nende kandevahenditele ja relvadega seotud materjalidele. Vastavalt ÜRO põhikirja VII peatükile vastu võetud resolutsioon kohustab kõiki riike võtma vastu vajalikud õigusaktid, et tõkestada tuuma-, keemia- ja bioloogiliste relvade sattumist valitsusväliste osalejate kätte ning kehtestada asjakohased siseriiklikud kontrollid seotud materjalide üle nende salakaubaveo ärahoidmiseks. 2016. aastal teostatud resolutsiooni 1540 põhjaliku läbivaatamise tulemusena kinnitati resolutsiooni keskset tähtsust, olulisust ja mõjuvõimu, mida kajastati ÜRO Julgeolekunõukogu resolutsioonis 2325.

Selleks et aidata rakendada 2016. aasta põhjaliku läbivaatamise tulemust ning toetada ÜRO Julgeolekunõukogu resolutsiooni 1540 täielikku rakendamist, võttis nõukogu 11. mail 2017 vastu nõukogu otsuse (ÜVJP) 2017/809 (19) massihävitusrelvade ja nende kandevahendite leviku tõkestamist käsitleva ÜRO Julgeolekunõukogu resolutsiooni 1540 (2004) rakendamise toetamiseks. Nõukogu otsus hõlmab 36-kuust perioodi ning seda rakendab New Yorgis asuv ÜRO desarmeerimisküsimuste büroo, kes on osa rakendamisest andnud üle Viinis asuvale OSCE-le. ELi osutatava rahastamisega aidatakse riikidel teha kindlaks konkreetseid tehnilise abi valdkondi, suurendada teadlikkust asjakohaste tehnilise abi programmide kohta ning tõhustada koostööd rahvusvaheliste ja piirkondlike organisatsioonidega, et toetada riigi suutlikkuse arendamise alaseid jõupingutusi.

ELi KBRT-ohu leevendamise tippkeskuste algatus (edaspidi „algatus“) on üleilmne suutlikkuse suurendamise programm, mis hõlmab praegu 61 partnerriiki, kes on koondunud kaheksa piirkondliku sekretariaadi ümber järgmistes piirkondades: Aafrika Atlandi ookeani rannik, Kesk-Aasia, Ida- ja Kesk-Aafrika, Pärsia lahe koostöönõukogu riigid, Lähis-Ida, Põhja-Aafrika ja Sahel, Kagu-Aasia, Kagu- ja Ida-Euroopa.

KBRT tippkeskusi rahastatakse stabiilsuse ja rahu edendamise rahastamisvahendist ning nende eesmärk on vähendada KBRT-materjalidega seotud ohte, parandada partnerriikide valmisolekut ning edendada julgeolekukultuuri ja juhtimist. Osalevaid riike toetatakse nende jõupingutustes luua riiklikud ja piirkondlikud koordineerimis- ja juhtimisstruktuurid, tehes seda vabatahtlikkuse alusel ning järgides nõudluspõhist ja piirkondlikku lähenemisviisi. Need platvormid töötavad välja ja tugevdavad riiklikke KBRT poliitikaid ja arendavad suutlikkust, tuginedes konkreetsetele vajaduste hindamistele ja riiklikele tegevuskavadele. Neid platvorme toetatakse mitme piirkondliku koostööprojekti abil, mida rahastatakse nimetatud algatuse raames, ning need on avatud ka teistele rahastamisvahenditele. Alates 2010. aastast on rahastatud 82 piirkondlikku projekti. Algatuse eelarve alates 2010. aastast 10 aasta pikkuseks perioodiks on ligikaudu 250 miljonit eurot.

Tippkeskuste võrgustik on nüüdseks hästi arenenud ning võimaldanud ELil korraldada tippkeskuste algatuse projektide raames lauaõppusi ja piiriüleseid väliõppusi sellistel teemadel nagu kodanikukaitse, intsidentidele reageerimine, bioturvalisus ja jäätmekäitlus, selleks et suurendada nähtavust ja hinnata konkreetselt nende mõju. On hakatud välja töötama piirkondlikke KBRT-julgeoleku tegevuskavasid, samuti on alustatud piirkondadevahelist koostööd. Peale selle on algatus piisavalt küpses staadiumis, et toetada uusi tegevusi julgeoleku juhtimise valdkonnas seoses küberkuritegevuse, terrorismi, elutähtsa taristu, võltsitud ravimite, hübriidohtude ja lõhkeainetega ning et edasi arendada koostööd tuumaalase kohtuekspertiisi, piirikontrolli ja kahesuguse kasutusega kaupade ekspordikontrolli küsimustes. ELi Teadusuuringute Ühiskeskus töötas ELi KBRT tippkeskuste võrgustiku raames koostöös USA energeetikaministeeriumi ja Kiievi Tuumauuringute Instituudiga 2019. aastal välja tuumajulgeolekualase hariduse ja koolituse Gruusia, Ukraina, Aserbaidžaani ja Moldova osalejatele, et suurendada tuumajulgeolekut Musta mere piirkonnas.

Jätkunud on komisjoni poolt 2017. aasta oktoobris osana laiemast terrorismivastase võitluse paketist esitatud keemiliste, bioloogiliste, radioloogiliste ja tuumajulgeolekuriskide vastase valmisoleku suurendamise tegevuskava rakendamine. ELi KBRT-julgeoleku tegevuskava (2010–2015) raames saavutatule tuginev praegune tegevuskava sisaldab mitmesuguseid meetmeid, millega soovitakse parandada valmisolekut, vastupanuvõimet ja koordineerimist ELi tasandil. Tegevuskavas tehakse ettepanek luua ELi tasandil rohkem julgeolekule keskendatud KBRT-alane struktuur, rõhutades vajadust kasutada paremini ära olemasolevaid vahendeid ning koondada olemasolevaid ekspertteadmisi. Tegevuskavas nõutakse samuti ELi KBRT-alase valmisoleku ja reageerimise tugevdamist piiri- ja valdkonnaüleste koolituste ja õppuste korraldamise teel. Selles rõhutatakse, et kaasata tuleb piiri- ja tolliametid ning sõjaväelised partnerid, mil iganes see on asjakohane. Samuti toonitatakse tegevuskavas, kuivõrd olulised on tihedad seosed KBRT-julgeolekuga seotud sisemiste ja väliste meetmete vahel ning koostöö selliste mitmepoolsete eriorganisatsioonidega nagu IAEA, OPCW ja Interpol. Tegevuskava rakendamist on toetatud rahaliselt Sisejulgeolekufondist (politseikoostöö, kuritegevuse tõkestamise ja selle vastu võitlemise ning kriisiohje rahastamisvahend).

KBRT-julgeoleku tegevuskava on saanud teaduslikku ja tehnilist toetust mitmest teadusprojektist, mida rahastatakse seitsmenda raamprogrammi kaudu turvalise ühiskonna programmist. Teadusuuringud hõlmavad kogu kriisiohjetsüklit alates ennetamisest kuni taastumiseni. Standardiseerimisvajaduste kindlakstegemiseks teostatavad tegevused võivad viia Euroopa standardite väljatöötamiseni. Programmiga „Horisont 2020“ tugevdatakse keskendatud valdkondade abil KBRT-alaste teadusuuringute valdkonnas käimasolevat tööd.

MÕTTEKOJAD

Nõukogu 26. juuli 2010. aasta otsusest 2010/430/ÜVJP (20) tulenevalt on massihävitusrelvade leviku vastase ELi strateegia rakendamist aktiivselt toetanud massihävitusrelvade leviku tõkestamise ja desarmeerimise ELi konsortsium, mis alustas tegevust 2011. aasta jaanuaris. Nõukogu võttis 26. veebruaril 2018 vastu otsuse (ÜVJP) 2018/299, (21) millega laiendatakse veelgi ELi toetust konsortsiumi tegevusele aastatel 2018–2021, võttes aluseks senised saavutused ja lisades uusi projekte.

Konsortsiumi tegevus suurendas ELi nähtavust kolmandates riikides ja kodanikuühiskonnas ning andis märkimisväärse panuse ELi poliitikakujundamisse massihävitusrelvade leviku vastase tegevuse ja desarmeerimise valdkondades. Konsortsium loob platvormi praktikute mitteametlikeks kontaktideks ja edendab dialoogi erinevate sidusrühmade vahel. Konsortsiumi tegevused on aidanud suurendada teadlikkust massihävitus- ja tavarelvadega seonduvatest probleemidest ning konsortsium on analüüsinud võimalusi selliste probleemide käsitlemiseks. Konsortsium põhineb ulatuslikul võrgustikul, kuhu kuulub 90 mõttekoda ja uurimiskeskust kogu Euroopast, sealhulgas liikmed kõigist ELi liikmesriikidest ning partnerriikidest, nagu Šveits ja Ukraina. 2019. aastal liitus võrgustikuga 14 instituuti.

Kõigi konsortsiumi kokku kutsutud ürituste raames tagati osalejate ja kõnelejate mitmekesisus soo, vanuse, asjatundlikkuse ja geograafilise esindatuse osas. Täpsemalt korraldas konsortsium 2019. aastal nõukogu otsuse (ÜVJP) 2018/299 rakendamiseks järgmised tegevused:

ELi 8. konsultatiivkohtumine, millel osalesid ELi ametnikud ja Euroopa eksperdid (Brüssel, 11.-12. juuni);

ÜRO desarmeerimisjuhtide 2. visiit Brüsselisse (12.-13. september);

Ad hoc seminar keemiarelvade vastaste õigusnormide jõustamise teemal;

Ad hoc seminar teemal „Julgeolek, turvalisus, jätkusuutlikkus: hea käitumise edendamine avakosmoses“ (Brüssel, 9. detsember);

järgmise põlvkonna seminar (Brüssel, 12. detsember);

massihävitusrelvade leviku tõkestamise ja desarmeerimise valdkonna sõltumatute mõttekodade Euroopa võrgustiku 3. aastakoosolek (Brüssel, 12. detsember);

ELi 8. konverents massihävitusrelvade leviku tõkestamise ja desarmeerimise küsimuses (Brüssel, 13.-14. detsember).

Konsortsium avaldas 2019. aastal igakuise uudiskirja ning viis ELi dokumenti massihävitusrelvade leviku tõkestamise ja desarmeerimise kohta (22). Koolitustegevus hõlmas e-õppekursust massihävitusrelvade leviku tõkestamise ja desarmeerimise ning ELi poliitika kohta ning massihävitusrelvade leviku tõkestamise ja desarmeerimise alase 36 praktikakoha toetamist Euroopa mõttekodades aastatel 2018–2021, misläbi kohaldati nõukogu 26. veebruari 2018. aasta otsust (ÜVJP) 2018/299.

EKSPORDIKONTROLL

Tavarelvastuse ekspordi töörühm viis 2019. aastal lõpule relvaekspordi kontrolli käsitleva ühise seisukoha 2008/944/ÜVJP (23) läbivaatamise. Nõukogu võttis vastu otsuse, millega muudetakse nõukogu ühist seisukohta, ning muudetud kasutusjuhendi. Nõukogu võttis samuti vastu järeldused ühise seisukoha läbivaatamise kohta.

Nõukogu otsuses võetakse arvesse arvukaid suundumusi Euroopa Liidu ja rahvusvahelisel tasandil, mis on liikmesriikide jaoks kaasa toonud uusi kohustusi pärast ühise seisukoha vastuvõtmist 2008. aastal. Nimetud suundumused hõlmavad eelkõige relvakaubanduslepingu jõustumist 24. detsembril 2014, millega reguleeritakse rahvusvahelist tavarelvakaubandust. Relvakaubanduslepinguga on ühinenud kõik ELi liikmesriigid. Relvakaubanduslepingu eesmärk on kehtestada rangeimad võimalikud ühtsed rahvusvahelised standardid rahvusvahelise tavarelvakaubanduse reguleerimiseks või reguleerimise tõhustamiseks ning ennetada ja likvideerida ebaseaduslikku tavarelvakaubandust ning ennetada relvade kõrvalesuunamist.

Nõukogu tuletab oma järeldustes meelde oma kohustust tugevdada kontrolli kaitseotstarbelise tehnoloogia ja varustuse ekspordi üle ning tugevdada koostööd ja edendada lähenemist kaitseotstarbelise tehnoloogia ja varustuse ekspordi valdkonnas. Selleks kehtestab nõukogu kõrged ühised standardid kaitseotstarbelise tehnoloogia ja varustuse edasitoimetamise haldamiseks kõikide liikmesriikide poolt ning järgib ja rakendab neid standardeid.

2019. aastal jätkas EL ka teavitustegevust, et toetada kolmandaid riike relvaekspordi kontrollisüsteemi loomisel ning edendada relvakaubanduslepingu ülemaailmset kohaldamist. Vastavalt nõukogu 22. jaanuari 2018. aasta otsusele (ÜVJP) 2018/101, (24) mida rakendab Saksamaa majanduse ja ekspordikontrolli föderaalne amet (BAFA), toimusid mitmed piirkondlikud seminarid, õppereisid ja individuaalsed abistamissündmused. Lisaks viidi nõukogu otsuse (ÜVJP) 2017/915 (25) alusel BAFA ja Expertise France’i poolt ellu täiendavaid piirkondlikke teavitustegevusi, kohandatud riiklikke abiprogramme ja sihtotstarbelisi individuaalse abi seminare, misläbi toetati relvakaubanduslepingu tõhusat rakendamist ja ülemaailmset kohaldamist.

2018. ja 2019. aastal toimusid relvaekspordi kontrolliga seotud küsimustes poliitilise dialoogi kohtumised Norra, Kanada, Ameerika Ühendriikide ja Ukrainaga. Need poliitilise dialoogi kohtumised olid foorumiks, kus peeti viljakaid arutelusid vastastikust huvi pakkuvatel teemadel, nagu konkreetse sihtkohaga seotud ekspordipoliitika, nõuete järgimine ja kontrolliga seotud küsimused ning relvakaubanduslepingu protsess.

EL jätkas 2019. aastal õigusaktide korrapärast ajakohastamist, et võtta arvesse arenguid mitmepoolsetes ekspordikontrollisüsteemides. Nii võttis Euroopa Komisjon vastu 17. oktoobri 2019. aasta delegeeritud määruse (EL) 2019/2199, (26) millega ajakohastati ELi kontrollnimekirja kooskõlas mitmepoolsete ekspordikontrollisüsteemide raames 2018. aastal vastu võetud otsustega, ning kehtestas uued kontrollid nt kandurõhusõidukite, MMIC võimendite, diskreetsete mikrolainetransistorite ja mehitamata sukelaparaatide suhtes.

Kahesuguse kasutusega kaupade koordineerimisrühm toetas jätkuvalt tõhusa ja järjepideva ekspordikontrolli rakendamist ELis. Kahesuguse kasutusega kaupade elektroonilises süsteemis kehtestati uued funktsioonid, mis parandasid teabe ja tehnilise teabe vahetamist ELis. EL viis lõpule tööstuse nõuetele vastavuse suuniste määratlemise protsessi, võttes 30. juulil 2019 vastu komisjoni soovituse (EL) 2019/1318 (27). EL tegi samuti edusamme, et töötada välja „elektrooniliste lubade platvorm“, mida pädevad asutused saaksid vabatahtlikkuse alusel kasutada. Avaldati aastaaruanne (28) läbipaistvuse tagamiseks ekspordikontrolli ja litsentside andmise valdkondades ning 13. detsembril 2019 korraldati ekspordikontrolli foorum, kus osalesid liikmesriikide, tööstuse ja kodanikuühiskonna sidusrühmad (29).

Jätkus ELi ekspordikontrolli poliitika läbivaatamine. Nõukogu ja Euroopa Parlament arutasid aktiivselt komisjoni ettepanekut ajakohastada kahesuguse kasutusega kaupade ekspordikontrolli. Nõukogu võttis 2019. aasta juunis vastu volitused läbirääkimisteks Euroopa Parlamendiga ning sügisel algasid kolmepoolsed läbirääkimised kaasseadusandjate vahel.

ELi seisukohti ja avaldusi kooskõlastati vajaduse korral, kui tehti ettevalmistusi ekspordikontrolli süsteemide teemalisteks asjakohasteks kohtumisteks: tuumatarneriikide grupi täiskogu istung Nur-Sultanis (20.-21. juuni 2019), Austraalia grupi täiskogu istung Pariisis (3.–7. juuni 2019) ja raketitehnoloogia kontrollirežiimi istung Aucklandis (7.–11. oktoober 2019).

Raketitehnoloogia kontrollirežiim (MTCR) on mitteametlik ja vabatahtlik riikide ühendus, millel on ühine eesmärk tõkestada selliste mehitamata kandesüsteemide levikut, mis on võimelised tulistama massihävitusrelvi, ning mille eesmärk on koordineerida riikide jõupingutusi ekspordilubade väljaandmiseks, et tõkestada selliste kandesüsteemide levikut. MTCRis osalevad valitsused on kohustunud järgima ühise ekspordipoliitika suuniseid (MTCRi suunised), mida kohaldatakse kontrollitavate kaupade ühtse loetelu suhtes (MTCRi seadmete, tarkvara ja tehnoloogia lisa). MTCRi partnerid vahetavad korrapäraselt teavet asjaomaste riiklike ekspordilubadega seotud küsimuste kohta. MTCRi suunised ja kontrollnimekirjad on rakettidega seotud kaupade ja tehnoloogia ekspordi kontrollimise rahvusvaheliste parimate tavade võrdlusaluseks.

MTCRi kontekstis on ELi jaoks jätkuvalt oluliseks küsimuseks Horvaatia, Küprose, Eesti, Läti, Leedu, Malta, Rumeenia, Slovakkia ja Sloveenia ühinemise blokeeritus. Selliste ekspordikontrollirežiimide nagu MTCR eesistumise järjepidevus ja prognoositavus on nende režiimide toimimise ja usaldusväärsuse võti. 2019. aasta oktoobris esitasid MTCR liikmeteks olevad ELi liikmesriigid täiskogu istungile arutamiseks mitteametliku dokumendi „Eesistumisega seotud küsimused“, milles uuriti võimalusi innustada ja toetada režiimi jätkusuutlikku eesistujaks olemist. EL jätkab liikmetega arutelusid erinevate võimaluste üle. EL on režiimi kontekstis alati toetanud tugeva MTCR avalike teadaannete vastuvõtmist, et kajastada rahvusvahelist muret Iraani ja KRDV poolt ballistiliste rakettide väljalaskmise ja kanderakettide tehnoloogia vallas tehtud märkimisväärse arendustöö üle.

Jätkuvalt rakendati ekspordikontrolli programmi EU P2P, et suurendada kuues piirkonnas kahesuguse kasutusega kaupade ja nendega seotud materjalide, seadmete ja tehnoloogia ekspordikontrollisüsteemide tõhusust. 2019. aastal laiendati programmi, et võimaldada koostööd Iraagiga, ning see hõlmab praegu kokku 37 riiki, sealhulgas riike, mis osalevad Ukraina teadus- ja tehnoloogiakeskuse ekspordikontrolli alastes sihipärastes algatustes ning Kasahstanis asuvas rahvusvahelises teadus- ja tehnoloogiakeskuses, mis hõlmavad 13 riiki.

Jätkati ekspordikontrolli programmi EU P2P intensiivset koordineerimist USA riigidepartemangu ekspordikontrolli ja sellega seotud piirijulgeoleku programmiga. Korraldati ELi ja USA ühiseid seminare, et vahetada teavet ohtude hindamise metoodikate kohta, määrata kindlaks ühised mõjunäitajad ning koordineerida kohapeal osutatavat abi. 2019. aasta augustis korraldas EL Soomes EU P2P iga-aastase suveülikooli, millel käsitleti strateegilist kaubanduskontrolli ELi P2P ekspordikontrolli programmi partnerriikides. EU P2P portaal viidi üle Euroopa Liidu ametlikku veebikeskkonda (https://europa.eu/cbrn-risk-mitigation/eu-p2p_en) ning selle visuaalsed ja sisulised uuendused valmivad 2020. aastal. See toimib jätkuvalt platvormina, mis koondab kõik ELi teavitamisprogrammid sõjaliste ja kahesuguse kasutusega kaupade ekspordikontrolli valdkonnas, eesmärgiga kohandada teabevahetus ELi partnerriikidega vastavalt vajadustele. Seda programmi rahastatakse stabiilsuse ja rahu edendamise rahastamisvahendi alusel.

KOSMOS

74.

EL ja selle liikmesriigid jätkasid ohutu, turvalise ja jätkusuutliku kosmosekeskkonna säilitamise ning avakosmose rahumeelse kasutamise edendamist võrdsetel ja vastastikku vastuvõetavatel alustel. Rõhutasime jätkuvalt usalduse ja läbipaistvuse suurendamise meetmete tähtsust ning vajadust toetada avakosmoses vastutustundlikku käitumist ÜRO raames. Sellega seoses esitas EL kosmosega seotud avaldused ÜRO Peaassambleel, ÜRO desarmeerimiskonverentsil, ÜRO desarmeerimiskomisjonis ja ÜRO avakosmose rahumeelse kasutamise komitees (COPUOS).

EL ja selle liikmesriigid on jätkuvalt kindlalt pühendunud võidurelvastumise vältimisele avakosmoses, mis on oluline rahvusvahelise julgeoleku ja stabiilsuse tugevdamiseks ning kosmosekeskkonna rahumeelsel eesmärgil pikaajalise kasutamise tagamiseks. Väljendasime jätkuvalt muret kõigi satelliitidevastaste relvade ja võimete, sealhulgas Maa-põhiste võimete arendamise pärast ning toonitame, kui oluline on tegeleda selliste arengutega kiiresti ja osana rahvusvahelistest jõupingutustest hoida ära võidurelvastumine avakosmoses.

EL ja selle liikmesriigid toetasid kindlalt avakosmosetegevuse pikaajalise jätkusuutlikkuse preambuli ja 21 suunise vastuvõtmist, mille avakosmose rahumeelse kasutamise komitee võttis vastu ja mis kiideti heaks ÜRO Peaassamblee 2019. aasta resolutsiooniga (30). Suunised on oluline täiendus avakosmose läbipaistvuse ja usalduse suurendamise meetmetele (31).

9. detsembril korraldas massihävitusrelvade leviku tõkestamise ja desarmeerimise ELi konsortsium koostöös Euroopa välisteenistuse kosmosevaldkonna töökonnaga seminari „Julgeolek, ohutus, jätkusuutlikkus: hea käitumise edendamine avakosmoses“. Seminari eesmärk oli vahetada arvamusi ja teavet riiklike, piirkondlike ja ülemaailmsete algatuste kohta, mille eesmärk on edendada ohutu, turvalise ja jätkusuutliku kosmosekeskkonna säilitamist ning avakosmose rahumeelset kasutamist õiglasel ja vastastikku vastuvõetaval alusel. Seminaril osalesid valitsusametnikud, akadeemilised ringkonnad ja erasektor. Osalejad hindasid kosmosekogukonna ning massihävitusrelvade leviku tõkestamise ja desarmeerimise kogukonna vahelist viljakat arutelu avakosmose turvalisuse, ohutuse ja jätkusuutlikkusega seotud teemadel.

MASSIHÄVITUSRELVADE LEVIKU TÕKESTAMISE KLAUSLID

EL jätkas kooskõlas oma massihävitusrelvade leviku tõkestamise poliitikaga ja nõukogu 2003. aasta järeldustega tööd massihävitusrelvade leviku tõkestamist käsitlevate kohustuste lisamiseks partnerriikidega sõlmitavatesse lepingutesse. Jätkusid läbirääkimised, et lisada massihävitusrelvade klausel Aserbaidžaaniga sõlmitavasse uude lepingusse ning läbirääkimised viidi lõpule Tšiili ja Kõrgõzstaniga. Kooskõlas ELi ja Kuuba ühisotsusega ELi ja Kuuba vahelise uue lepingu teatavate osade ajutise kohaldamise kohta toimus märtsis Brüsselis esimene ELi ja Kuuba vaheline massihävitusrelvade leviku tõkestamise dialoog, mis põhines uue lepingu massihävitusrelvi käsitleval klauslil. EL osales vaatlejana Lähis-Ida tuumarelvadest ja muude massihävitusrelvadest vaba tsooni loomist käsitleva konverentsi esimesel istungil, mis toimus 18.–22. novembril 2019 New Yorgis.

G7

EL jätkas aktiivset osalemist G7 massihävitusrelvade leviku tõkestamise eest vastutavate direktorite rühma (NPDG) koosolekutel. EL osales 2019. aastal Prantsusmaa eesistumisel toimunud kohtumistel, mis keskendusid massihävitusrelvade leviku tõkestamise ja desarmeerimise küsimustele ning täiendavate edusammude tegemisele NPDG töö ning G7 massihävitusrelvade ja -materjalide leviku vastase ülemaailmse partnerluse koordineerimisel, eelkõige luues tihedama sideme poliitiliste prioriteetide ja projekti tegevuste vahel.

Lisaks toetab EL pühendunult massihävitusrelvade ja -materjalide leviku vastast ülemaailmset partnerlust, seda eelkõige tehnilise abi kaudu (ohuhinnangud, riiklikud tegevuskavad), mille osutamiseks kogu maailmas kasutatakse ELi keemilise, bioloogilise, radioloogilise ja tuumaohu vähendamise tippkeskuste algatust. G7 6. aprilli 2019. aasta avalduses massihävitusrelvade leviku tõkestamise ja desarmeerimise kohta tunnistati jätkuvat vajadust G7 juhitava ülemaailmse partnerluse järele, kuhu kuulub nüüd 30 aktiivset liiget ja EL.

POLIITILISE DIALOOGI KOHTUMISED

Euroopa välisteenistuse massihävitusrelvade leviku vastase võitluse ja desarmeerimise erisaadik korraldas massihävitusrelvade leviku vastase võitluse ja desarmeerimise dialoogi kohtumisi Hiina, India, Ukraina ja USAga. Ta korraldas mitmeid kahepoolseid konsultatsioone erinevate sidusrühmadega selliste oluliste foorumite raames nagu ÜRO Peaassamblee esimene komitee, tuumarelva leviku tõkestamise lepingu 2020. aasta läbivaatamiskonverentsi ettevalmistuskomitee teine kohtumine ning IAEA peakonverents. Kahepoolseid konsultatsioone peeti muu hulgas ka ÜRO desarmeerimise valdkonna kõrge esindaja, Keemiarelvade Keelustamise Organisatsiooni peadirektori ning MTCR eesistuja Uus-Meremaaga.

Council Decision (CFSP) 2019/538 of 1 April 2019 in support of activities of the Organisation for the Prohibition of Chemical Weapons (OPCW) in the framework of the implementation of the EU Strategy against Proliferation of Weapons of Mass Destruction

The Council Decision foresees a contribution to the core activities of the Organisation, notably for verification, national implementation, universalisation and the Africa programme. It also contributes substantially to the project of transforming the OPCW laboratory into a Centre of Chemistry and Technology and to the implementation of the decision by the OPCW Conference of States Parties directing the OPCW Technical Secretariat to put into place arrangements to identify the perpetrators of the use of chemical weapons in the Syrian Arab Republic.

Council Decision (CFSP) 2019/615 of 15 April 2019 on Union support for activities leading up to the 2020 Review Conference of the Parties to the Treaty on the Non-Proliferation of Nuclear Weapons (NPT)

The Council Decision supports the organisation of a series of consultations: three thematic seminars for all States Parties on nuclear disarmament (Geneva), nuclear non-proliferation (New York) and peaceful uses of nuclear energy (Vienna), targeted at practitioners/diplomats, academia and civil society, as well as four regional meetings: Asia-Pacific, Africa, Latin America and the Caribbean, and the Middle East.

The regional meetings will cover all three of the NPT pillars viewed through the lens of regional priorities and concerns. All activities will seek to highlight the many benefits already provided by the NPT and the need to preserve those benefits.

Council Decision (CFSP) 2019/938 of 6 June 2019 in support of a process of confidence-building leading to the establishment of a zone free of nuclear weapons and all other weapons of mass destruction in the Middle East

Objectives:

To produce a factual narrative of efforts to establish a ME WMDFZ between 1995 and 2015 to fill an important gap in the research literature and identify lessons for future efforts.

To identify key issues, opportunities, obstacles and ideas of contemporary relevance to consideration of a WMDFZ and efforts to enhance regional security cooperation.

To engage and obtain perspectives and insights from a wide community of researchers, policymakers and academics in the region on these issues and, in so doing, expand the number and diversity of participants exploring the prospects for dialogue and progress.

To facilitate dialogue among these experts with a view to fostering networks, communication and engagement that could in turn contribute to future efforts to advance regional security, arms control, non-proliferation and disarmament progress in the region.

Council Decision (CFSP) 2018/2011 of 17 December 2018 in support of gender mainstreamed policies, programmes and actions in the fight against small arms trafficking and misuse, in line with the Women, Peace and Security agenda

The objective is to support gender-mainstreaming of small arms (SALW) control and countering firearms abuse, in line with the Women, Peace and Security (WPS) agenda and the UN Programme of Action against illicit SALW (PoA), through:

the development of a training manual and an implementation support programme;

the development and implementation of train-the-trainer courses on gender;

the training for national officials, including those in security forces, on operational gender & SALW control issues;

training for regional UN staff;

the engagement with civil society, in order to address gender-specific manifestations of gun violence in local communities, including funding of local actions;

the creation of synergies between the 2030 Agenda for Sustainable Development Goals and the WPS agenda through the integration of gender perspectives in SALW control;

to implement the gender-related actions in the outcome document of the UN PoA Review Conference;

the promotion of research and analysis on SALW and gender;

the development and maintenance of a dedicated website to enhance the visibility and to increase the impact of the project;

the promotion of advocacy and of outreach activities in support of the implementation of the project.

Council Decision (CFSP) 2018/2010 of 17 December 2018 in support of countering illicit proliferation and trafficking of small arms, light weapons (SALW) and ammunition and their impact in Latin America and the Caribbean in the framework of the EU Strategy against Illicit Firearms, Small Arms & Light Weapons and their Ammunition ‘Securing Arms, Protecting Citizens’

With this Council Decision, the EU wishes to show its support to countering illicit arms in order to prevent violence, organised crime and conflicts in the region. The Council Decision has the following specific objectives:

Strengthen physical security and management systems for national military and other institutional stockpiles through improved site security measures and inventory control;

Reinforce national capabilities for destruction of seized, excess or unsafe SALW and ammunition;

Enhance national SALW marking and tracing capacity and foment regional cooperation on tracing confiscated weapons and ammunition;

Improve SALW transfer mechanisms through national legislation, border controls, and regional coordination; and

Promote socially responsible behaviours in selected communities, targeting groups that are severely affected by armed violence, including the use of turn-in campaigns or other strategies designed to reduce local incidence of violent crimes.

Council Decision (CFSP) 2018/1939 of 10 December 2018 on Union support for the universalisation and effective implementation of the International Convention for the Suppression of Acts of Nuclear Terrorism

With this Decision, the EU is supporting one of the key elements of the global nuclear security and anti-terrorism architecture, the International Convention for the Suppression of Acts of Nuclear Terrorism (ICSANT).

The objectives of the support are to increase the number of adherents to ICSANT, to raise awareness among national policy- and decision-makers, as well as capacity-building: to help improve national legislation and to strengthen the capacity of national stakeholders, including criminal justice officials to investigate, prosecute and adjudicate cases of nuclear terrorism.

The Council Decision aims to build synergies with on-going EU projects in support for relevant international legal instruments, such as the Amendment to the Convention on the Physical Protection of Nuclear Material and UN Security Council Resolution 1540.

The Council Decision will promote the universalization and effective implementation of ICSANT through the development and maintenance of a password-protected website on all resources on ICSANT including examples of national legislation; the development of an e-learning module on ICSANT, to be translated into at least four UN official languages; the provision of relevant legislative assistance; capacity building of relevant stakeholders including criminal justice officials that could be involved in investigating, prosecuting and adjudicating cases involving nuclear and other radioactive material covered by ICSANT; holding of global and regional workshops and country visits and by the collection and dissemination of good practices.

With a view to fighting the illicit trade in firearms and SALW in the Western Balkans, support is provided for the implementation of the ‘Regional Roadmap for a sustainable solution to the illegal possession, misuse and trafficking of SALW/firearms and their ammunition in the Western Balkans by 2024’.

This Council Decision also provides support for countering illicit arms trafficking in the Republic of Moldova, Ukraine and Belarus.

The focus of the project is on capacity-building in Arab States for implementing the UN Programme of Actions against illicit small arms and light weapons.

Actions in the following areas are supported:

international SALW transfer control (combating illicit arms flows);

identification and disruption of sources of illicit small arms (capacity-building for law-enforcement agencies);

other measures related to small-arms control, including stockpile management, control of related supplies and security;

disarmament, demobilisation and reintegration (DDR);

provision of information relevant to illicit SALW and enhanced SALW control.

Council Decision (CFSP) 2018/298 of 26 February 2018 on Union support for the activities of the Preparatory Commission for the Comprehensive Nuclear-Test-Ban Treaty Organization (CTBTO) in order to strengthen its monitoring and verification capabilities and in the framework of the implementation of the EU Strategy against Proliferation of Weapons of Mass Destruction

The EU assistance is supporting universal adherence to the Comprehensive Nuclear-Test-Ban Treaty and the long term sustainability of its verification regime through outreach and capacity building.

The Council Decision continues the support for:

certified auxiliary seismic stations part of the CTBTO International Monitoring System;

the development of noble gas sampling systems through study of materials for improved adsorption of xenon;

continuing the radio-xenon background measurement campaigns in different regions of the world;

the Ensemble Prediction System to quantify uncertainties and confidence level in Atmospheric Transport Modelling (ATM) simulations;

the scientific evaluation of the increase in resolution for ATM tools;

the development of new software;

enhancing the on-site inspection noble gas processing and detection;

enhancing the automatic processing and integration capabilities in seismic, hydro-acoustic and infrasound National Data Centre-in-a-Box;

integrated outreach and capacity-building targeting State Signatories and Non-Signatories.

Council Decision (CFSP) 2018/299 of 26 February 2018 promoting the European network of independent non-proliferation and disarmament think tanks in support of the implementation of the EU Strategy against proliferation of weapons of mass destruction

Over the period 2018-2021, EU funding for the activities of the European Network of Independent Non-Proliferation and Disarmament Think Tanks will be continued.

The following objectives will be further pursued:

(a)

to encourage political and security-related dialogue and long-term discussion of measures to combat the proliferation of WMD and their delivery systems;

(b)

to provide those participating in the relevant preparatory bodies of the Council with the opportunity to consult the Network on issues related to non-proliferation and disarmament;

(c)

to constitute a useful stepping stone for non-proliferation and disarmament action by the Union and the international community;

(d)

to contribute to enhancing third countries’ awareness of proliferation and disarmament challenges and of the need to work in cooperation with the Union;

(e)

to contribute to the development of expertise and institutional capacity in non-proliferation and disarmament matters in think tanks and governments in the Union and third countries.

Council Decision (CFSP) 2017/2302 of 12 December 2017 in support of the OPCW activities to assist clean-up operations at the former chemical weapons storage site in Libya

a)

The contribution aims to support the OPCW in the complete destruction of Libya’s chemical weapons stockpile subject to the verification measures provided for in the Chemical Weapons Convention. The specific objectives of the project are to:

b)

complete the full clean-up operations at the former chemical weapons storage site at Ruwagha (Al Jufra province), in an environmentally compliant manner, subject to the verification measures provided for in the Chemical Weapons Convention (CWC);

c)

increase the capacity of the Libyan National Authority (LNA), as designated pursuant to Article VII(4) of the CWC, and those engaged in destruction, decontamination, and disposal of chemical materials in Libya, and

d)
