The regulation covers data collections that must be carried out in each European Union (EU) Member State for a sample of observation units constituted by private households or by people belonging to private households who have their usual residence in that Member State.

Pilot and feasibility studies
The Commission will launch feasibility and pilot studies with a view to improving the quality of the data sets and social indicators. These studies, funded by the Commission, will cover:
In accordance with the EU’s financial regulation (Regulation (EU, Euratom) 2018/1046), where appropriate, the EU can provide grants to Member States, in particular for capacity building.
It has applied since 1 January 2021. However, in respect of the domains of time use and of consumption, it applies from 1 January 2025.
