THE COUNCIL AND THE REPRESENTATIVES OF THE GOVERNMENTS OF THE MEMBER STATES MEETING WITHIN THE COUNCIL,
RECALLING THAT

The Council resolution on a framework for European cooperation in the youth field: The European Union Youth Strategy 2019-2027 (1), invites the Member States and the European Commission, within their respective fields of competences, to effectively implement the EU Youth Strategy across the EU and in the Member States with specific instruments – including the EU Work Plans for Youth. |

The EU Youth Strategy follows triennial work periods that span two Presidency Trios. The priorities and actions for the respective work periods are presented in the EU Work Plans for Youth. These plans should draw on the guiding principles and priorities of the EU Youth Strategy, addressing youth issues in other Council configurations and preparatory bodies in relevant policy areas. |

The EU Work Plan is an instrument that works as a compass and guides Member States, the Commission and all stakeholders towards achieving the objectives of the EU Youth Strategy. |
TAKE NOTE THAT

The Council will set these EU Work Plans based on preliminary information received from the trio presidencies from the following countries: Poland, Denmark and Cyprus, and Ireland, Lithuania and Greece. |

The priorities and actions presented in this triennial work programme (prepared by the trio presidencies during the period 2025-2027, in the Annex) are to be revised during the first half of 2026 and the revision will be approved by the Council and the Member States meeting within the Council by the end of June 2026. |

The Commission’s Communication on the legacy of the European Year of Youth (2) as well as the Commission’s report on the interim evaluation of the European Union's Youth Strategy 2019-2027 (3) provided input to further enhance the implementation of the EU Youth Strategy, in particular by further accelerating the objectives of youth mainstreaming and youth participation, including through the EU Youth Dialogue (EUYD) and by the implementation of the youth check at the European level. |

The Commission can support and complement actions by Member States set out in this Work Plan, in particular by encouraging cooperation, supporting the mobility of young people and youth workers, and encouraging the participation of young people in democratic life. The tools developed to support the implementation of the EU Youth Strategy include the EUYD, the EU Youth Stakeholders Group (4), the European Youth Portal, the EU Youth Coordinator, the youth check at European level and mutual learning activities (expert groups, peer learning activities (PLA) and peer counselling). This can be supported by regular updates and exchanges with Member States about national youth policy priorities and cooperation needs, the Youth Wiki, EU Youth Dashboard (5) and youth indicators, surveys, studies and research. The support can be further reinforced through programmes in the field of youth (in particular Erasmus+ and the European Solidarity Corps (6)) and partnerships and cooperation with other international organisations, in particular the Council of Europe, the OECD and the United Nations. |

The EUYD needs to continue evolving and growing to safeguard the progress on inclusion achieved over the previous cycles for example by further increasing the participation of young people with fewer opportunities and under-represented groups. Attention needs to be paid to the processes of sharing recommendations from the EUYD with policymakers and other stakeholders. Awareness should be increased on visibility and communication mechanisms and the importance of monitoring to improve the impact of the EUYD for informing participants and stakeholders about the follow-up at EU, national, regional and local levels. |

In 2025-2026, the Commission will launch a co-creation process with all youth stakeholders for the preparation of the next EU Youth Strategy beyond 2027. This will include mobilising the Youth Stakeholder’s Group, organising meetings and events such as the 2026 European Youth Week and an online campaign, and could be part of the EUYD consultations. The Commission is also supporting the 2025 European Youth Work Convention scheduled for 28-30 May 2025, in Malta, which can contribute to the next EU Youth Strategy. |

The outcome of the mid-term evaluations (foreseen for end 2024) of the Erasmus+ and European Solidarity Corps programmes will feed into the preparations for the new programme generation. This will include consultations on various levels with youth stakeholders and young people to ensure a co-creation process for the programmes to respond to the needs and challenges faced by young people and youth organisations. |
INVITE THE PRESIDENCIES OF THE COUNCIL TO

Provide opportunities for Member States and stakeholders in the youth field to discuss the future of the European cooperation in the youth field after 2027, including via the EU Youth Dialogue and with support from the European Commission, in order to allow for the best possible synergies with the new generation of programmes and to meet the dual objectives of meaningful youth participation and youth mainstreaming, while also making the EU Youth Strategy easier to understand for all relevant ministries and other stakeholders due to its cross-cutting nature. |
INVITE THE EUROPEAN COMMISSION TO
12. |
Ensure cross-sectoral internal consultation in the early stage of designing of the next EU Youth Strategy in line with the Communication on the legacy of the European Year of Youth (7), in order to capture the objective of youth mainstreaming across all policy areas.
