Minutes of the sitting of 12 June 2023

1.   Resumption of the session

The session adjourned on Thursday 1 June 2023 was resumed.

2.   Opening of the sitting

The sitting opened at 17.03.

3.   Statements by the President

On behalf of Parliament, the President expressed her condolences to the family and friends of Silvio Berlusconi, a former Member of the European Parliament and former Prime Minister of Italy, who had died that day.

The President welcomed the agreement that had been reached within the Council on a general approach to important migration and asylum files. She pointed out that Parliament was ready to begin negotiations with a view to reaching a deal before the end of that parliamentary term.

The President pointed out that six days previously Russia had carried out another barbaric attack, destroying the Nova Kakhovka dam. Dozens of villages had been flooded and hundreds of people were in a dire humanitarian and ecological situation.

The President referred to the horrific knife attack that had occurred in Annecy, France, in which several people, including very young children, had been injured. The attacker had been stopped by passers-by who had put their own lives at risk, showing the very best of France and of Europe.

The President concluded by mentioning the brutal murder of a young woman in Italy. The President condemned the fact that femicide and domestic violence against women were on the increase. She also referred to a number of women who had recently been killed in Spain, Portugal and France, and called for the violence to stop.

4.   Approval of the minutes of the previous sittings

The minutes of the sittings of 31 May 2023 and 1 June 2023 were approved.

5.   Negotiations ahead of Parliament's first reading (Rule 71) (action taken)

The LIBE Committee's decisions to enter into interinstitutional negotiations had been announced on 31 May 2023 (minutes of 31.5.2023, item 9).

Since no requests for votes pursuant to Rule 71(2) had been received, the committee responsible had been able to begin negotiations upon expiry of the deadline set.

6.   Composition of Parliament

The French authorities had given notice of the election of Christophe Clergeau to replace Eric Andrieu as Member of Parliament with effect from 2 June 2023.

Parliament took note of his election.

Under Rule 3(2), until such time as his credentials had been verified or a ruling had been given on any dispute, and provided that he had previously made a written declaration stating that he did not hold any office incompatible with that of Member of the European Parliament, Christophe Clergeau would take his seat in Parliament and on its bodies and would enjoy all the rights attaching thereto.

7.   Request for the defence of immunity

The President had received from Eva Kaili a request to defend her privileges and immunities in the context of criminal proceedings pending in Belgium.

Pursuant to Rule 9(1), the request had been referred to the committee responsible, in this case the JURI Committee.

8.   Calendar of Parliament's part-sessions — 2024

At its meeting of Thursday 8 June 2023, the Conference of Presidents had adopted the draft calendar of part-sessions for the parliamentary year 2024.

The dates were as follows:

10 and 11 April

22 to 25 April

16 to 19 July

16 to 19 September

9.   Composition of committees and delegations

The PPE and S&D groups had notified the President of the following decisions changing the composition of the committees and delegations:

10.   Signing of acts adopted in accordance with the ordinary legislative procedure (Rule 79)

That week, the President of Parliament, together with the President of the Council, would sign the following acts adopted under the ordinary legislative procedure:

Regulation of the European Parliament and of the Council on machinery and repealing Directive 2006/42/EC of the European Parliament and of the Council and Council Directive 73/361/EEC (00006/2023/LEX — C9-0199/2023 — 2021/0105(COD));

Wednesday

Request by the PPE Group to change the title of the Council and Commission statements on the ‘Preparation of the European Council meeting of 29-30 June 2023 ’ (item 70 on the final draft agenda) to ‘Preparation of the European Council meeting of 29-30 June 2023, in particular in the light of recent progress on the Migration Pact’.

Request by the Renew Group to change the title of the aforementioned statements to ‘Preparation of the European Council meeting of 29-30 June 2023, in particular the ways to put the European economy at the service of the middle class’.

Request by The Left Group to change the title of the aforementioned statements to ‘Preparation of the European Council meeting of 29-30 June 2023, in particular in the light of the de facto abolition of the right to asylum following the JHA Council deal on the Migration Pact’.

Request by the Verts/ALE Group to change the title of the aforementioned statements to ‘Preparation of the European Council meeting of 29-30 June 2023, in particular in the light of the agreement on the Migration Pact and the EU migration deal with Tunisia’.

Request by the S&D Group to change the title of the aforementioned statements to ‘Preparation of the European Council meeting of 29-30 June 2023, in particular in the light of the general approach on the Migration Pact’.

Parliament approved the proposal for a compromise title by roll-call vote (311 in favour, 44 against, 15 abstentions).

Request by the ID Group to include on the afternoon's agenda, following the topical debate, Council and Commission statements on ‘Protecting citizens against an uncontrolled immigration policy’. As a result, the sitting would be extended until 23.00.

Request by The Left Group to include, as the third item on the afternoon's agenda, Council and Commission statements on ‘EU-Mercosur FTA: clarifications on the additional sustainability instrument and arrangements for the ratification of the treaty’. As a result, the sitting would be extended until 23.00.
