    Minutes of the sitting of 13 March 2023

    President

    1.   Resumption of the session

    The session adjourned on Thursday 16 February 2023 was resumed.

    2.   Opening of the sitting

    The sitting opened at 17.03.

    3.   Statements by the President

    The President made a statement on the situation in Ukraine in which she called for the UN Black Sea Grain Initiative to be renewed.

    She also spoke of the recent loss of human life in the Mediterranean and called on all players to match Parliament's ambition.

    Lastly, the train crash in Greece on 28 February 2023 had taken at least 57 lives, and the President offered Parliament's condolences to the families of the victims.

    Parliament observed a minute's silence to pay respect to those who had died in the Mediterranean and in the train crash.

    4.   Approval of the minutes of the previous sitting

    The minutes of the previous sitting were approved.

    5.   Verification of credentials

    On the basis of the unanimous JURI Committee proposal at that committee's meeting of 28 February 2023, Parliament verified the credentials of Katarína Roth Neveďalová, in accordance with Rule 3(4), and confirmed her mandate, starting from 30 December 2022.

    6.   Composition of political groups

    Nicolae Ștefănuță was no longer a member of the Renew Group and had joined the Verts/ALE Group as of 8 March 2023.

    7.   Composition of committees and delegations

    The Renew, Verts/ALE and ECR groups had notified the President of the following decisions changing the composition of the committees and delegations:

    BUDG Committee: Nicolae Ștefănuță to replace Francisco Guerreiro

    EMPL Committee: Chiara Gemma to replace Giuseppe Milazzo

    REGI Committee: Giuseppe Milazzo to replace Chiara Gemma

    Delegation for relations with the People's Republic of China: Bergur Løkke Rasmussen to replace Asger Christensen

    The decisions took effect as of that day.

    In accordance with Rule 71(2), requests for the decisions to be put to the vote could be submitted until midnight the following day, 14 March 2023.

    Negotiations could start at any time after the expiry of that deadline if no request for a vote on the decision to enter into negotiations had been made.

    9.   Negotiations ahead of the Council's first reading (Rule 72)

    The PECH Committee had decided to enter into interinstitutional negotiations, in accordance with Rule 72, on the basis of Parliament's following position at first reading:

    Proposal for a regulation of the European Parliament and of the Council establishing a multiannual management plan for bluefin tuna in the eastern Atlantic and the Mediterranean, amending Regulations (EC) No 1936/2001, (EU) 2017/2107 and (EU) 2019/833 and repealing Regulation (EU) 2016/1627 (2019/0272(COD)) — position at first reading — P9_TA(2021)0142.

    The position adopted by Parliament at first reading constituted the mandate for the negotiations.

    10.   Delegated acts (Rule 111(6))

    The President announced that the Chair of the Conference of Committee Chairs had stated that no objections had been raised concerning:

    The recommendation from the ECON Committee to raise no objections to the Commission delegated regulation of 20 January 2023 amending Delegated Regulation (EU) 2015/63 as regards the methodology for the calculation of liabilities arising from derivatives (C(2023)00399 — 2023/2534(DEA)).

    If no objections were raised by a political group or a number of Members reaching at least the low threshold within 24 hours of this announcement, the recommendation would be deemed approved. If objections were raised, they would be put to the vote.

    11.   Signing of acts adopted in accordance with the ordinary legislative procedure (Rule 79)

    Since the session had been adjourned on 16 February 2023, the President of Parliament had signed, jointly with the President of the Council, the following act adopted under the ordinary legislative procedure:

    The debate on the oral question on ‘Combating discrimination in the EU — the long-awaited horizontal anti-discrimination directive’ (final draft agenda, item 80) would be wound up with the tabling of proposals for resolutions to be voted on at the April part-session.
