Director-General (Grades AD15 — AD16) of Translation at the Court of Justice of the European Union

The post of Director-General (Grades AD15 — AD16) of Translation at the Court of Justice of the European Union in Luxembourg is vacant. This post will be filled by the application of Article 29(2) of the Staff Regulations of Officials of the European Communities.

DUTIES AND REQUIREMENTS

Acting under the authority of the Registrar, the Director-General of Translation is responsible for the Directorate-General for Translation, which provides legal translation services for the Court of Justice of the European Union. The Directorate-General for Translation helps to ensure compliance with the language arrangements of the three courts constituting the institution, in relation to both the conduct of proceedings and the publication of case-law. The Directorate-General has approximately 900 members of staff, including more than 600 lawyer-linguists (1), and uses the services of a similar number of freelance translators.

The Director-General of Translation must have the abilities necessary to run a major administrative service that is required to adapt to developments in the court system and to evolve in the context of future enlargements of the European Union. S/he will have to demonstrate that s/he is highly organised, and be capable of making structural adjustments to the Directorate-General in the face of new challenges. S/he will also be required to have good interpersonal skills, and the ability to convince and motivate his/her staff. S/he will be responsible for leading and coordinating the activities of the heads of the 22 language units and 4 functional units of the Directorate-General, and for cooperating effectively with the Court's other directors-general and heads of service.

Furthermore, in order to cope with an ever-increasing workload which cannot be absorbed by staff increases alone, every effort must be made to improve further the high levels of productivity already achieved by the service. Pursuit of that objective entails, in particular, continuing improvement in organisation and working methods, and the widespread use of new technologies. The Director-General of Translation will have to demonstrate a strong interest in information technology issues and in the use of new technologies.

In addition, management of the service must reflect a permanent concern to tailor the Directorate-General's methods to the requirements of the Court's work and to maintain the high quality of translations.

The post holder will, therefore, be required to have detailed knowledge and professional experience of managing a specialist translation service and be capable of leading the work of that service having regard to the organisation and operation of the Court.

Given the context in which s/he will be working, the Director-General of Translation will be required to have completed legal studies attested by a university-level qualification and to demonstrate a thorough knowledge of one official language of the European Union and a very good knowledge of two other official languages of the Union. In the interests of the service, s/he will be required to have a very good knowledge of French and a good knowledge of English.
