1.   Resumption of the session

The sitting opened at 17.05.

2.   Approval of the minutes of the previous sittings

Véronique Mathieu had made it known that she had been present at the sitting of 24 March 2011 but that her name was not on the attendance register.

The minutes of the sittings of 23 and 24 March 2011 were approved.

3.   Statements by the President

The President recalled the 25th anniversary of the catastrophe at the Chernobyl nuclear power station on 26 April 1986 and expressed solidarity with the population of Japan, who had been victims of the earthquake of 11 March 2011 and the nuclear accident at the Fukushima power station.

He also recalled the first anniversary of the plane crash at Smolensk on 10 April 2010 in which 96 people aboard the Polish President's plane had lost their lives.

The President referred to the rejection by the US Supreme Court of the application for a stay of execution for Troy Davis and called on the authorities of the State of Georgia to commute his death sentence into life imprisonment.

The President expressed his deep concern at the situation in Ivory Coast, called for the election results to be recognised by Laurent Gbagbo, urged the two parties to the conflict to renounce violence against the civilian population and called on the international community to do everything necessary to avert a massacre of civilians.

The President recalled the accusations of corruption levelled against certain Members of the European Parliament and referred to the letter about this sent to all Members on Thursday. He informed the House that the Bureau would be examining the matter at its meeting today and evoked the need to lay down a stricter code of conduct for interest groups, lobbyists and Members of Parliament.

The following spoke: James Nicholson, Bairbre de Brún and Pat the Cope Gallagher, on the car bomb attack in Omagh (Northern Ireland) on Saturday in which a 25 year-old policeman was killed. The President recalled that he had already issued a statement condemning this murder.

4.   Composition of Parliament

Ernst Strasser had submitted his resignation as a Member of Parliament with effect from 24 March 2011.

In accordance with Rule 4(1) and (3), Parliament noted his resignation and established the vacancy of his seat with effect from 24 March 2011.

The Austrian authorities had given notice of the election to the European Parliament of Hubert Pirker, replacing Ernst Strasser. Parliament took note of this with effect from 31 March 2011.

Under Rule 3(2), until such time as his credentials had been verified or a ruling had been given on any dispute, and provided that he had previously made a written declaration stating that he did not hold any office incompatible with that of Member of the European Parliament, Hubert Pirker would take his seat in Parliament and on its bodies and would enjoy all the rights attaching thereto.

Hella Ranner had submitted her resignation as a Member of Parliament with effect from 1 April 2011.

In accordance with Rule 4(1) and (3), Parliament noted her resignation and established the vacancy of her seat with effect from 1 April 2011.

The Austrian authorities had given notice of the election to the European Parliament of Heinz K. Becker, replacing Hella Ranner. Parliament took note of this with effect from 1 April 2011.

5.   Composition of political groups

Trevor Colman had informed the President that he was no longer a member of the EFD Group and would take his place amongst the non-attached Members with effect from 25 March 2011.

6.   Signature of acts adopted under the ordinary legislative procedure

The President announced that on Tuesday, together with the President of the Council, he would sign the following acts adopted under the ordinary legislative procedure (Rule 74):

7.   Lapsed written declarations

In accordance with Rule 123(5), written declarations 0090/2011, 0091/2011, 0092/2011, 0093/2011, 0094/2011, 0095/2011, 0096/2011, 0097/2011, 0098/2011, 0099/2011, 0100/2011 and 0101/2011 had lapsed as they had not obtained the required number of signatures.

The Irish authorities had given notice of the election of Paul Murphy to replace Joe Higgins as Member of Parliament with effect from 1 April 2011.

Under Rule 3(2), until such time as his credentials had been verified or a ruling had been given on any dispute, and provided that he had previously made a written declaration stating that he did not hold any office incompatible with that of Member of the European Parliament, Paul Murphy would take his seat in Parliament and on its bodies and would enjoy all the rights attaching thereto.
