1.   Resumption of the session

The sitting opened at 17.00.

2.   Approval of the minutes of the previous sitting

The minutes of the previous sitting were approved.

3.   Restoration of reciprocity in the visa regime – solidarity with the unequal status of Czech citizens following the unilateral introduction of visas by Canada (written declaration)

Written declaration 0089/2010 submitted by Zuzana Roithová, Alexander Alvaro, Stavros Lambrinidis, Miroslav Ouzký and Manfred Weber on the restoration of reciprocity in the visa regime – solidarity with the unequal status of Czech citizens following the unilateral introduction of visas by Canada had, by 7 March 2011, been signed by the majority of Parliament's component Members. Consequently, in accordance with Rule 123(3) and (4), it would be forwarded to its addressees and published in the Texts Adopted of the sitting of Tuesday, 8 March 2011(P7_TA(2011)0087), together with the names of the signatories (see Annex 2 of minutes of 8 March 2011).

4.   Statements by the President

To mark the adoption of Written Declaration 0089/2010, the President expressed Parliament's solidarity with the Czech citizens who, since July 2009, had been required to obtain a visa in order to travel to Canada.

The President stated that 11 March 2011 would mark the seventh European Day of Remembrance of Victims of Terrorism. He recalled the terrible attacks in Madrid on 11 March 2004 and in London on 7 July 2005. He denounced terrorist acts as an attack on democracy.

The President expressed his concern at the reintroduction of the death penalty in Taiwan, where five people had been executed in 2010. This constituted a violation of the 2006 moratorium. The European Parliament asked the Taiwanese authorities to reintroduce the moratorium on the death penalty.

5.   Calendar of part-sessions of the European Parliament – 2012

The Conference of Presidents had made known its proposals for the calendar of part-sessions for 2012, which were as follows:

17 to 20 April

11 to 14 June

The corresponding vote had been planned for Wednesday, 20 October 2010 but had been postponed with Parliament's approval (minutes of 20.10.2010, item 6.4).

The deadline for the tabling of amendments was fixed for Monday, 7 March 2011 at 19.00.

The vote would take place on Wednesday, 9 March 2011.

6.   Calendar of part-sessions of the European Parliament – 2013

The Conference of Presidents had made known its proposals for the calendar of part-sessions for 2013, which were as follows:

7.   Composition of Parliament

The relevant Irish authorities had informed the European Parliament of the election of Joe Higgins and Alan Kelly to the Irish Parliament with effect from 25 February 2011. In accordance with Article 7(2) of the Act concerning the election of the representatives of the European Parliament by direct universal suffrage, their term of office at the European Parliament was therefore at an end.

Parliament took note of this and also noted the fact that their seats had been vacant with effect from 25 February 2011.

8.   Signature of acts adopted under the ordinary legislative procedure

The President announced that on Wednesday, together with the President of the Council, he would sign the following acts adopted under the ordinary legislative procedure (Rule 74):

Regulation of the European Parliament and of the Council amending Council Regulation (EC) No 708/2007 concerning use of alien and locally absent species in aquaculture (00061/2010/LEX - C7-0062/2011 - 2009/0153(COD));

The Council had forwarded certified true copies of the following:

the Protocol between the European Union and the Hashemite Kingdom of Jordan establishing a dispute settlement mechanism applicable to disputes under the trade provisions of the Euro-Mediterranean Agreement establishing an Association between the European Communities and their Member States, of the one part, and the Hashemite Kingdom of Jordan, of the other part;

the Agreement on certain aspects of air services between the European Union and the United Mexican States.
