    The Tribunal:

    1.

    Dismisses the action;

    2.

    Orders the European Parliament to bear its own costs and to pay half of Mr Wils' costs;

    3.

    Orders Mr Wils to bear half of his own costs;

    4.

    Orders the Council of the European Union and the Commission of the European Communities to bear their own costs.
