    Planned annual expenditure under the scheme: EUR 3 300 000

    Maximum aid intensity:

    1.

    100 % of the costs for the prevention and eradication of animal diseases and other diseases, veterinary controls, tests of any kind, the purchase and administration of vaccines and medicines as well as the slaughter and destruction of animals under a Community, national or regional public programme;

    2.

    100 % to compensate the losses suffered by farmers in relation to the prevention and eradication of animal diseases and other diseases under a Community, national or regional public programme

    Date of implementation: As from the publication of the registration number of the request for exemption on the website of the Commission's Directorate-General for Agriculture and Rural Development

    Duration of scheme: Under the scheme, aid may be granted until 31 December 2013 and for six months thereafter

    Objective of aid: Through the incentives for the eradication from livestock farms of animal diseases and other diseases, provided that it is made compulsory under current legislation or included in a specific Community, national or regional programme, to improve the health of livestock, and thus of livestock products, in order to protect that of consumers.

    The aid to compensate farmers for the costs specified in point 1 will be granted in kind by means of subsidised services and will not involve direct payment of money to producers.

    As regards the aid to compensate farmers for the losses suffered for the prevention and eradication of animal diseases and other diseases, the amount of compensation will be calculated only on the basis of the market value of animals that have died following animal diseases or other diseases or that have been slaughtered following an order by the Authorities under a compulsory public prevention or eradication programme or on the basis of the loss of profit due to quarantine obligations and restocking difficulties.

    The aid will be limited to losses caused by animal diseases or other diseases for which an outbreak has been formally recognised by the public authorities.

    Any amount received under insurance schemes and costs not related to animal diseases and other diseases that would have been incurred in any case will be deducted from the maximum amount of eligible costs and losses.

    Payment will be in relation to animal diseases and other diseases covered by Community or national legislative, regulatory and administrative requirements and in the framework of a Community, national or regional public programme for the prevention, control and eradication of animal diseases and other diseases. The latter will be clearly indicated in the programme, which will contain a description of planned measures.

    The aid will not relate to a disease in respect of which Community legislation provides for specific charges for control measures.

    The aid will not relate to measures in respect of which Community legislation provides that the cost is to be borne by the agricultural holding, unless the cost of such aid measures is entirely offset by compulsory charges on producers.

    The aid must be granted in respect of animal diseases and other diseases listed by the Office International des Épizooties (OIE) or appearing in the Annex to Council Decision 90/424/EEC.

    The aid schemes will be launched within three years after the expenses or losses have been incurred and aid will be disbursed within four years of the same.

    The costs for veterinary controls and tests of any kind, the purchase and administration of vaccines and medicines, the costs for slaughtering stock, the costs of making good the loss of profit due to the obligations imposed under the programme will be eligible.

    Planned annual expenditure under the scheme: EUR 100 000

    Maximum aid intensity:

    100 % of the following eligible expenditure:

    1.

    dissemination of scientific knowledge;

    2.

    organisation of and participation in congresses, exhibitions, trade fairs and markets;

    3.

    market research and opinion surveys provided that the results thereof are made available and accessible to all operators and that the methods used do not favour certain companies/holdings or productions,

    70 % of the eligible expenditure for non-compulsory quality checks on products and production processes, i.e. fixed costs arising from participation in recognised Community or national food quality systems for agricultural products for human consumption up to a maximum of EUR 3 000 per year for a maximum period of 5 years

    Duration of scheme: Under the scheme, aid may be granted until 31 December 2013 and for six months thereafter

    Objective of aid: Through aid for indirect promotion to foster the activities listed above in compliance with relevant Community legislation.

    In particular, the incentives will be granted in kind by means of subsidised services, will not involve direct payments of money to producers and will be accessible to all eligible entities in the area in question on the basis of objectively defined criteria. If the indirect promotional activities are organised by producers' organisations, membership of these organisations is not a prerequisite for access to such services, and the non-members' contributions towards the association's or organisation's administrative costs are limited to the costs of the service provided. The aid will not be granted for expenditure for investment.

    In addition, as regards non-compulsory quality checks on products and production processes, the incentives will not be granted to cover the costs of checks carried out by the producers themselves or of routine checks on the quality of milk, nor where Community legislation provides that the costs of these checks should be borne by producers without specifying their actual amount. The aid may be granted only to cover the costs of services provided by third parties and/or for checks carried out by or on behalf of third parties. It may involve, however, direct payments of money to producers.

    Reference to Community legislation: Article 15(1), (2)(d) and (e), (3) and (4), Article 14(1), (2)(a) and (f), (3), (4), (5) and (6), and Article 16(1)(b) of Regulation (EC) No 1857/2006.

    Title of aid scheme: Incentivi per i test di determinazione della qualità genetica o della resa del bestiame, organizzazione e gestione riproduttiva degli animali iscritti nei libri genealogici o nei registri anagrafici

    Maximum aid intensity: 70 % of eligible expenditure

    Date of implementation: As from the publication of the registration number of the request for exemption on the website of the Commission's Directorate-General for Agriculture and Rural Development

    Duration of scheme: Under the scheme, aid may be granted until 31 December 2013 and for six months thereafter

    Objective of aid: Through incentives for tests to determine the genetic quality or yield of livestock, the organisation and management of the reproduction of animals entered in herd books and population registers, to reimburse livestock farmers' associations the expenses incurred in carrying out the checks on the animals entered in the herd books of local bovine breeds and implementing the animal reproduction management plan.

    The aid shall not involve direct payments of money to producers.

    Eligible costs are those relating to the test to determine the genetic quality of breeding animals or the yield of livestock carried out by or on behalf of third parties, excluding checks carried out by the livestock owner.

    Reference to Community legislation: Article 16(1)(b) and (3) and Article 15 of Regulation (EC) No 1857/2006.

    Maximum aid intensity: 40 % of eligible expenditure

    Duration of scheme: Aid may be granted until 31 December 2011

    Objective of aid: Through the incentives for the introduction at farm level of innovative animal breeding techniques or practices, with the exception of costs relating to the introduction or performance of artificial insemination, the objectives of the scheme are as follows: to identify the gene responsible for meat tenderness, to determine the quality and quantity of semen, to plan mating for the achievement of the objectives of selective programmes, and inbreeding control and monitoring. The aid will not involve direct payments of money to producers and will last until 31 December 2011.

    The costs relating to planned mating and semen monitoring programmes as well as inbreeding control programmes will be eligible.

    Reference to Community legislation: Article 16(1)(c) and (3) of Regulation (EC) No 1857/2006.

    Modifica della deliberazione della Giunta regionale n. 13/26 del 4 marzo 2008 — recante «Aiuti a favore delle aziende colpite da tubercolosi bovina nel periodo 1 gennaio 2007-31 dicembre 2008 (L.R. 11 marzo 1998, n. 8, articolo 23). Direttive di attuazione».

    Annual expenditure planned under the scheme: The total financial allocation for the aid, covering losses that occurred in 2007 and 2008, amounts to EUR 740 000

    Maximum aid intensity:

    1.

    aid for slaughtered bovine animals:

    100 % of the amount calculated in accordance with the procedure detailed in point 2 of the implementing rules laid down in Annex A) to Regional Executive Order (DGR) No 34/19 of 19 June 2008;

    2.

    aid for loss of income:

    100 % of the loss of income calculated according to the procedure detailed in point 2 of the implementing rules laid down in Annex B) to Regional Executive Order (DGR) No 34/19 of 19 June 2008

    Date of implementation: Both aid schemes apply to losses sustained by enterprises since 1 January 2007

    Duration of scheme: Until 31 December 2008

    Objective of aid: Aid for slaughtered animals is applied within the meaning of Article 10(2)(a)(i) of the Regulation and is intended to provide cattle farmers in the region who had to slaughter animals infected with tuberculosis, from 2007-2008, with additional compensation intended to bridge the difference between the rates established by the Ministerial Decree of 10 October 2006 and the value of the animal as listed in the fortnightly bulletins produced by ISMEA (Institute for Studies, Research and Information on the Agricultural Market), net of any monies received from sale of the meat where applicable.

    Any sums received by farmers through voluntary or subsidised insurance schemes will be deducted from the aid amount.

    Aid for loss of income is granted within the meaning of Article 10(2)(a)(ii) of the Regulation and is intended to provide compensation for cattle farmers in the region whose farms are centres of outbreak of bovine tuberculosis, for losses resulting from the application of the following restrictive measures imposed by the health authorities under the plan to eradicate bovine tuberculosis, in the period from 1 January 2007-31 December 2008:

    prohibition to breed (decreased veal calf birth-rates = reduced meat production = loss of income),

    prohibition to restock (this leads to difficulty in rebuilding the herd following compulsory slaughter, so reduced veal calf birth-rates = reduced meat production = loss of income).

    Any sums received by farmers through voluntary or subsidised insurance schemes will be deducted from the aid granted
