A4-0236/96 Proposal for a Council Regulation derogating from Regulation (EEC) No 1765/92 establishing a support system for producers of certain arable crops as regards the set-aside requirement for the 1997/98 marketing year (COM(96)0285 - C4- 0351/96 - 96/0162(CNS)) The proposal was approved with the following amendments: (Amendment 1) ARTICLE -1 (new) Article 2(6), second indent (Regulation (EEC) No 1765/92) >Text following EP vote> Article -1 In Regulation (EEC) No 1765/92, the second indent of Article 2(6) shall be suspended for the 1996/97 harvest. (Amendment 4) ARTICLE 1a (new) Article 7(4) (Regulation (EEC) No 1765/92) >Text following EP vote> Article 1a In Regulation (EEC) No 1765/92 the following sentence shall be added to Article 7(4): 'In particular, the land set aside may be used for the cultivation of leguminous forage crops and mixtures (clover mixture hay, lucerne etc.) for use exclusively as a feedstuff on the farm itself. The cultivation of these plants on land set aside shall be excluded from any other form of aid.¨ (Amendment 3) ARTICLE 1b (new) Article 9(4a) (new) (Regulation EEC) No 1765/92) >Text following EP vote> Article 1b In Regulation (EEC) No 1765/92, a new paragraph 4a shall be inserted in Article 9: "4a. The application of Article 9 is optional for Member States which are under-utilising their base areas providing that land put into set-aside for the first time has been cultivated in each of the two preceding years.¨ Legislative resolution embodying Parliament's opinion on the proposal for a Council Regulation derogating from Regulation (EEC) No 1765/92 establishing a support system for producers of certain arable crops as regards the set-aside requirement for the 1997/98 marketing year (COM(96)0285 - C4-0351/96 - 96/0162(CNS)) (Consultation procedure) The European Parliament, - having regard to the Commission proposal to the Council, COM(96)0285 - 96/0162(CNS), - having been consulted by the Council pursuant to Articles 42 and 43 of the EC Treaty (C4-0351/96), - having regard to Rule 58 of its Rules of Procedure, - having regard to the report of the Committee on Agriculture and Rural Development and the opinion of the Committee on Budgets (A4-0236/96), 1. Approves the Commission proposal, subject to Parliament's amendments; 2. Calls on the Council to notify Parliament should it intend to depart from the text approved by Parliament; 3. Asks to be consulted again should the Council intend to make substantial modifications to the Commission proposal; 4. Instructs its President to forward this opinion to the Council and Commission.
