DECISION OF THE EEA JOINT COMMITTEE No 342/2023
of 8 December 2023
amending Annex XXI (Statistics) to the EEA Agreement [2024/1460]
THE EEA JOINT COMMITTEE,
Having regard to the Agreement on the European Economic Area (“the EEA Agreement”), and in particular Article 98 thereof,
Whereas:

Commission Implementing Regulation (EU) 2020/1148 of 31 July 2020 laying down the methodological and technical specifications in accordance with Regulation (EU) 2016/792 of the European Parliament and of the Council as regards harmonised indices of consumer prices and the house price index (1) is to be incorporated into the EEA Agreement. |

In view of the resources required to implement Regulation (EU) 2020/1148 in a specific system of taxes in Iceland and the limited impact on comparability with Harmonized Index of Consumer Prices at Constant Taxes (HICP-CT) produced by other countries pursuant Regulation (EU) 2016/792, it is appropriate to exempt Iceland from Article 21 of Chapter 2 of Regulation (EU) 2020/1148. This enables Iceland to apply a simplified methodology to compile the HICP-CT and therefore to fulfill the reporting requirements of Regulation (EU) 2016/792. |

Commission Implementing Regulation (EU) 2020/1148 repeals Regulations (EC) No 1749/96 (2), (EC) No 2214/96 (3), (EC) No 1687/98 (4), (EC) No 2646/98 (5), (EC) No 1617/1999 (6), (EC) No 2166/1999 (7), (EC) No 2601/2000 (8), (EC) No 2602/2000 (9), (EC) No 1920/2001 (10), (EC) No 1921/2001 (11), (EC) No 1708/2005 (12), (EC) No 701/2006 (13), (EC) No 330/2009 (14), (EU) No 1114/2010 (15) and (EU) No 93/2013 (16), which are incorporated into the EEA Agreement and which are consequently to be repealed under the EEA Agreement. |

Annex XXI to the EEA Agreement should therefore be amended accordingly, |
HAS ADOPTED THIS DECISION:
Article 1
Annex XXI to the EEA Agreement shall be amended as follows:

The text of point 19ba (Commission Regulation (EU) No 93/2013) is replaced by the following: ‘ 32020 R 1148: Commission Implementing Regulation (EU) 2020/1148 of 31 July 2020 laying down the methodological and technical specifications in accordance with Regulation (EU) 2016/792 of the European Parliament and of the Council as regards harmonised indices of consumer prices and the house price index (OJ L 252, 4.8.2020, p. 12). The provisions of the Regulation shall, for the purposes of this Agreement, be read with the following adaptation: Article 21 of Chapter 2 shall not apply to Iceland.’ |

The texts of points 19bb, 19c, 19f, 19g, 19h, 19i, 19k, 19l, 19m, 19n, 19v, 19w and 19wa are deleted. |
Article 2
The text of Implementing Regulation (EU) 2020/1148 in the Icelandic and Norwegian languages, to be published in the EEA Supplement to the Official Journal of the European Union, shall be authentic.
Article 3
This Decision shall enter into force on 9 December 2023, provided that all the notifications under Article 103(1) of the EEA Agreement have been made (*1).
Article 4
This Decision shall be published in the EEA Section of, and in the EEA Supplement to, the Official Journal of the European Union.
