COMMISSION DELEGATED REGULATION (EU) 2022/2202

of 29 August 2022

supplementing Regulation (EU) 2021/1153 of the European Parliament and of the Council by establishing a list of selected cross-border projects in the field of renewable energy

THE EUROPEAN COMMISSION,

Having regard to the Treaty on the Functioning of the European Union,

Having regard to Regulation (EU) 2021/1153 of the European Parliament and of the Council of 7 July 2021 establishing the Connecting Europe Facility and repealing Regulations (EU) No 1316/2013 and (EU) No 283/2014 (1), and in particular Article 25(1), point (b) thereof,

Whereas:

Regulation (EU) 2021/1153 provides for Union support for selected cross-border projects in the field of renewable energy (renewable energy cross-border projects) that contribute to decarbonisation, to completing the internal energy market and to enhancing the security of supply.

The selection of those projects is subject to the general criteria and procedures set out in Regulation (EU) 2021/1153 and further detailed in Commission Delegated Regulation (EU) 2022/342 (2).

Selection of projects renders them eligible to apply for funding by the Connecting Europe Facility. In addition, the inclusion in the list of selected projects brings benefits to the projects in terms of increased visibility.

A call for proposals for renewable energy cross-border projects was published on 4 March 2022 and closed on 10 May 2022. The projects that applied were assessed by external experts and by experts from the Commission and the European Climate, Infrastructure and Environment Executive Agency.

The draft list of projects for selection was agreed by the group for cross-border projects in the field of renewable energy provided for in point 4(b) of Annex Part IV to Regulation (EU) 2021/1153. The list of selected projects contains projects that contribute to the cost-effective exploitation of renewable energy in the electricity and heating sectors and which will be implemented through different renewable technologies, including offshore and onshore wind and solar photovoltaics, as well as through innovative technological solutions such as hydrogen and ammonia production.

The inclusion of projects on the list of renewable energy cross-border projects is without prejudice to their compliance with applicable EU law, including with the outcome of the relevant environmental assessment and permit procedures.

HAS ADOPTED THIS REGULATION:

Article 1

The list of cross-border projects in the field of renewable energy selected pursuant to Part IV, point 4(g) of the Annex to Regulation (EU) 2021/1153 shall be as follows:

Article 2

This Regulation shall enter into force on the third day following that of its publication in the Official Journal of the European Union.

This Regulation shall be binding in its entirety and directly applicable in all Member States.
