Energy efficiency (from 2025)
Directive (EU) 2023/1791 on energy efficiency
It amends the European Union’s (EU) energy efficiency* directive, setting the EU's energy efficiency targets for 2030 and establishing ‘energy efficiency first’ as a fundamental principle of EU energy policy.

The directive also addresses the impact of energy poverty, with stronger requirements for Member States to raise awareness and provide information on energy efficiency.
Directive (EU) 2023/1791 revised and replaced Directive 2012/27/EU and its subsequent amendments.
The new rules contained in Directive (EU) 2023/1791 must be transposed into national law by 11 October 2025, although certain articles specified in Article 39 have different application dates.
