The Tribunal:

1.

Annuls the decision of the European Commission of 25 September 2014 refusing to grant Mr Proia the expatriation allowance under Article 4(1)(a) of Annex VII to the Staff Regulations of Officials of the European Union;

2.

Orders the European Commission to bear its own costs and to pay the costs incurred by Mr Proia.
