Article 1
Mission

Mission Statement
EUPOL COPPS shall contribute to the establishment of effective and sustainable policing and wider criminal justice arrangements under Palestinian ownership in accordance with best international standards, in cooperation with the Union's institution building programmes as well as other international efforts in the wider context of Security Sector and Criminal Justice Reform.
To that end EUPOL COPPS shall:

Review
A six-monthly review process, in accordance with the assessment criteria set out in the Concept of Operations (CONOPS) and the Operation Plan (OPLAN) and taking into account developments on the ground, will enable adjustments to be made to the size and scope of EUPOL COPPS as necessary.

Legal arrangements
EUPOL COPPS shall have the capacity to procure services and supplies, to enter into contracts and administrative arrangements, to employ staff, to hold bank accounts, to acquire and dispose of assets and to discharge its liabilities, and to be a party to legal proceedings, as required in order to implement this Decision.
Article 12
Financial arrangements
The financial reference amount intended to cover the expenditure related to EUPOL COPPS for the period from 1 July 2014 until 30 June 2015 shall be EUR 9 820 000 .
The financial reference amount intended to cover the expenditure related to EUPOL COPPS for the period from 1 July 2015 until 30 June 2016 shall be EUR 9 175 000 .
The financial reference amount intended to cover the expenditure related to EUPOL COPPS for the period from 1 July 2016 until 30 June 2017 shall be EUR 10 320 000 .
The financial reference amount intended to cover the expenditure related to EUPOL COPPS for the period from 1 July 2017 until 30 June 2018 shall be EUR 12 372 000 .
The financial reference amount intended to cover the expenditure related to EUPOL COPPS for the period from 1 July 2018 until 30 June 2019 shall be EUR 12 666 633 .
The financial reference amount intended to cover the expenditure related to EUPOL COPPS for the period from 1 July 2019 until 30 June 2020 shall be EUR 12 430 000 .
The financial reference amount intended to cover the expenditure related to EUPOL COPPS for the period from 1 July 2020 until 30 June 2021 shall be EUR 12 651 893,91 .
The financial reference amount intended to cover the expenditure related to EUPOL COPPS for the period from 1 July 2021 until 30 June 2022 shall be EUR 12 600 000 .
The financial reference amount intended to cover the expenditure related to EUPOL COPPS for the period from 1 July 2022 until 30 June 2023 shall be EUR 11 660 000 .
The financial reference amount intended to cover the expenditure related to EUPOL COPPS for the period from 1 July 2023 until 30 June 2024 shall be EUR 11 360 000 .
The financial reference amount intended to cover the expenditure related to EUPOL COPPS for the period from 1 July 2024 until 30 June 2025 shall be EUR 13 246 928,92 .
Article 12a
Project cell
Subject to paragraph 3, EUPOL COPPS shall be authorised to seek recourse to financial contributions from the Union and Member States or third States to implement projects identified as supplementing in a consistent manner EUPOL COPPS' other actions, where the projects are:
provided for in the financial statement relating to this Decision; or
integrated during the mandate by means of an amendment to the financial statement requested by the Head of Mission.
Once the Commission or those States have formally proposed that their financial contribution be managed by EUPOL COPPS, EUPOL COPPS shall conclude an arrangement with the Commission or those States, covering in particular the specific procedures for dealing with any complaint from third parties concerning damage caused as a result of acts or omissions by EUPOL COPPS in the use of the funds provided by those States.
Under no circumstances may the contributing States hold the Union or the HR liable for acts or omissions by EUPOL COPPS in the use of the funds provided by those States.

Watch-keeping
The Watch-Keeping Capability shall be activated for EUPOL COPPS.
Article 15
Entry into force
This Decision shall enter into force on the date of its adoption.
It shall apply from 1 July 2013.
It shall expire on 30 June 2025.
