1.   Resumption of the session

The session suspended on Thursday 14 November 2019 was resumed.

2.   Opening of the sitting

The sitting opened at 17.06.

3.   Statement by the President

The President made a statement to mark that year's International Day for the Elimination of Violence against Women. He called for joint action to ensure gender equality, prevent violence against women and to protect victims. He further urged all EU Member States to ratify the Istanbul Convention as a matter of urgency.

The President announced that Parliament was participating in the ‘Orange the World’ initiative and that the Parliament building would be bathed in orange light that evening to express solidarity with all victims of violence against women.

Parliament observed a minute's silence to commemorate all of these victims.

4.   Approval of the minutes of the previous sittings

The minutes of the sittings of 13 November 2019 and 14 November 2019 were approved.

Álvaro Amaro had been present at the sitting of 13 November 2019 but his name had not been included on the attendance register.

5.   Announcements by the President

The President announced that, pursuant to Rule 176(1), he had decided to censure Manon Aubry for appealing to ‘Extinction Rebellion’ activists to occupy the European Parliament in a video recorded on Parliament's premises and published on her YouTube and Twitter accounts on 17 October 2019. This behaviour constituted a serious breach of Rule 10(2).

Ms Aubry was issued a reprimand.

The President had also decided, again pursuant to Rule 176(1), to censure Pierre Larrouturou for the behaviour of certain individuals he had helped enter Parliament's buildings on 16 October 2019 and whom he was obliged to accompany. This behaviour constituted a serious breach of Rules 10(2) and (7).

The President reminded Members of their responsibility concerning the behaviour of visitors they welcome to Parliament.

Mr Larrouturou was issued a reprimand.

Both Members had been informed, and were entitled to lodge an internal appeal with the Bureau pursuant to Rule 177.

6.   Requests for waiver of immunity

The German authorities had forwarded a request to waive the immunity of Gunnar Beck in relation to the reopening of criminal investigations against him by the Düsseldorf Public Prosecutor.

The Bulgarian authorities had forwarded a request to waive the immunity of Elena Yoncheva in relation to ongoing criminal proceedings brought against her by the Specialised Public Prosecutor.

Pursuant to Rule 9(1), the request had been referred to the committee responsible, the JURI Committee.

7.   Composition of committees and delegations

The President had received, from the ECR Group and from the non-attached Members' secretariat, the following decisions changing the composition of the committees and delegations:

CULT Committee: Gilbert Collard to replace Catherine Griset

JURI Committee: Jean-Paul Garraud to replace Gilbert Collard

Delegation for relations with Canada: Ruža Tomašić to replace Johan Van Overtveldt

The decisions took effect as of that day.

8.   Corrigenda (Rule 241) (follow-up)

Corrigenda Nos P8_TA-PROV(2019)0178(COR01), P8_TA-PROV(2019)0374(COR01), P8_TA-PROV(2019)0376(COR01) and P8_TA-PROV(2019)0375(COR01) had been announced in plenary on Wednesday 13 November 2019(minutes of 13.11.2019, item 10).

In accordance with Rule 241(4) these corrigenda were deemed approved as no request had been made by a political group or Members reaching at least the low threshold that they be put to the vote.

9.   Negotiations ahead of Parliament's first reading (Rule 71) (action taken)

The President announced that no request had been received on behalf of a number of Members or a political group or groups reaching at least the medium threshold concerning the decision to enter into interinstitutional negotiations as announced in the minutes of Wednesday 13 November 2019(minutes of 13.11.2019, item 8).

The LIBE Committee had therefore been able to initiate the negotiations on expiry of the deadline laid down in Rule 71(2).

10.   Signing of acts adopted in accordance with the ordinary legislative procedure (Rule 79)

The President announced that on Wednesday 27 November 2019, together with the President of the Council, he would sign the following acts adopted under the ordinary legislative procedure:

Monday

The Commission statement on Measures to address the impact on European agriculture of the WTO ruling on the Airbus dispute (item 33 on the final draft agenda) would be moved to Tuesday afternoon, before the Commission statement on the Crisis of the WTO Appellate Body (item 42 on the final draft agenda). The sitting would be extended to 23.00.

Thursday

Voting time would be brought forward, starting at 11.30 and ending at 13.30.

Parliament agreed to these proposals.

The President had also been asked to make the following changes:

Tuesday

Request by the GUE/NGL Group to wind up the debate on Public discrimination and hate speech against LGBTI people, including LGBTI free zones (item 48 on the final draft agenda) with motions for resolutions to be put to the vote at the next part-session.

The following spoke: Malin Björk, on behalf of the GUE/NGL Group who moved the request.

Parliament approved the request by roll-call vote (248 for, 146 against, 17 abstentions).

Request from the ID Group to add a Commission statement on the ban on lead ammunition as the final debate of the day.

Parliament rejected the request by roll-call vote (64 for, 339 against, 15 abstentions).

Request from the GUE/NGL Group to add Council and Commission statements on unacceptable animal welfare conditions during transport to third countries after the Commission statement on the Crisis of the WTO Appellate Body (item 42 on the final draft agenda).

The debate would be wound up with the tabling of motions for resolutions to be put to the vote at the next part-session.

Thursday

Request from the S&D Group to change the title of the debate on imprisonment of human rights defenders and freedom of religion in Algeria (item 54 on the final draft agenda) to ‘Situation of freedoms in Algeria’.
