    Duration of scheme: up to 31 December 2013 (subject to the corresponding appropriations)

    Objective of aid: This aid scheme comes under Article 15 of Commission Regulation (EC) No 1857/2006 of 15 December 2006.

    This measure is intended to help associations of producer organisations operating at national level to define technical assistance programmes for producers in the fruit and vegetable sector.

    It involves providing assistance to producer organisations in the following areas:

    guiding and coordinating their research and experimentation work in priority areas at national level for a product or group of products (the National Programme for Nutritional Health, reduction of the use of pesticides and the development of alternative techniques, sustainable agriculture and energy saving, etc.),

    defining guidelines for quality standards, in particular taking account of changes in Community legislation — Commission Regulation (EC) No 1221/2008 — and varieties to focus on in order to respond to both customer demand and to the requirements of the regulatory framework,

    providing innovative information, communication and technical assistance tools adapted to the needs of an evolving sector, including during crisis situations, by guiding the development of their measures to improve production and their strategic guidelines (specifications, economic studies, etc.).

    This aid scheme will enable the financing of the technical assistance provided within this framework in the form of subsidised services, being confined to the provision of these services. No aid will be granted directly to producers or to companies which are not SMEs. This assistance will be available to all producers, regardless of whether they belong to a producers’ organisation or another structure.

    Annual expenditure planned under the scheme: The total planned expenditure for 2009 is EUR 300 000,00,

    Maximum aid intensity: 100 % of the amounts relating to the compensation for losses caused by the application of plant-health measures, calculated on the basis of the parameters established by Regional Councillor’s Decree No 1683/DecA/67 of 10 July 2009.

    These amounts must be reduced by any amounts received under insurance schemes.

    Date of implementation: As of the date of publication of the number of the request for exemption on the website of the DG Agriculture and Rural Development.

    Duration of scheme: Until 31 December 2013

    Objective of aid: The objective of the aid is to compensate farmers for the costs and loss of revenue for the prevention and eradication of plant diseases under the provisions adopted by the regional service responsible for protection against the spread of harmful organisms to plants and plant products at regional level, in accordance with Article 10(2) and (3) of Regulation (EC) No 1857/2006.

    The rate of aid will be 35 % of the daily cost of replacement for young farmers and 25 % of the daily cost of replacement for all other farmers, limited to 24 days per year per farm.

    Date of implementation: following receipt of the acknowledgement of receipt showing the identification number of the measure and publication of the summary of the measure on the Commission website, if possible in 2009.

    Duration of scheme: 2009-2013, subject to prior registration of the form by the Commission

    Objective and type of aid: This aid scheme falls under Article 15 of Regulation (EC) No 1857/2006.

    Replacement is a solution that allows farmers whose activity requires on-farm presence every day of the year to have a work and life pattern comparable to other economic sectors. Except in cases (maternity, accidents or illness) where these costs are covered by public social insurance schemes or by private insurance, the cost of this replacement service is a disincentive.

    Aid will be made available to producers to cover the actual costs of replacing farmers on holiday. The aid will be granted in kind by means of subsidised services and will not involve direct payments of money to producers.

    In accordance with Article 15(4) of the agricultural exemption Regulation, aid will not be restricted to members of specific producer groups or other organisations. When aid is granted to a group or organisation for a service provided to a farmer who is not a member of that group or organisation, it will be strictly limited to the costs of providing the replacement service.

    Sector(s) concerned: All SME farms, when the farmer (exercising his/her main activity) is required to be present on the farm every day of the year.

    Title of aid scheme or name of company receiving an individual aid: Subvenciones para la implantación de las guías de prácticas correctas de higiene en ganaderías dedicadas a la producción láctea procedente de vacuno, ovino y caprino.

    Se establecen dos líneas de ayudas, para las siguientes actividades subvencionables:

    Legal basis: Proyecto de Real Decreto /2009, de de, por el que se establecen las bases reguladoras para la concesión de subvenciones para la implantación de sistemas de aseguramiento para la mejora integral de la calidad de la leche cruda producida y recogida en las explotaciones, y su certificación externa.

    Annual expenditure planned under the scheme or overall amount of individual aid granted to the company: EUR 8 million.

    Maximum aid intensity: The amount of aid may not exceed the following limits, subject to the availability of budgetary resources:

    50 % of the following eligible costs:

    (a)

    Costs of providing technical advice to farmers.

    (b)

    Programme management costs.

    (c)

    Costs of inspections by the technical team.

    (d)

    Costs of training farmers in good hygiene practices and raw milk traceability, organising courses and paying for trainer fees and the requisite teaching materials.

    70 % of the following eligible costs:

    (a)

    Fees charged by the certification body for these programmes.

    (b)

    Training farmers in self-regulation and external certification systems.

    Date of implementation: The granting of aid regulated by the Royal Decree is subject to the publication of the registration number of the exemption request on the website of the European Commission’s Directorate–General for Agriculture and Rural Development. The aid may not be applied before the date of the above publication.

    Duration of scheme or individual aid award: Until 31 December 2013.

    In 2014, aid will be granted within the six-month period laid down by Article 23(3) of Commission Regulation (EC) No 1857/2006.

    Objective of aid: To encourage milk producing agricultural holdings to follow the guides to good hygiene practices.

    Given the complexity and variety of the aspects covered by these guides, technical inspection and external certification are required to ensure procedures are properly applied.

    These measures come under Articles 14 and 15 of Commission Regulation (EC) No 1857/2006 of 15 December 2006:

    Title of aid scheme: Ayudas destinadas a paliar las pérdidas de producción y los daños ocasionados por la plaga de Topillo Campesino (Microtus arvalis) en el territorio de la Comunidad de Castilla y León declaradas indemnizables en virtud de las Órdenes AYG/1191/2007, de 29 de junio y AYG/1401/2007, de 28 de agosto.

    Legal basis: Orden AYG/ /2009, de la Consejería de Agricultura y Ganadería, por la que se convocan las ayudas destinadas a paliar las pérdidas de producción y los daños ocasionados por la plaga de Topillo Campesino (Microtus arvalis) en el territorio de la Comunidad de Castilla y León declaradas indemnizables en virtud de las Órdenes AYG/1191/2007, de 29 de junio y AYG/1401/2007, de 28 de agosto.

    This aid scheme falls within the scope of the exemption provided for in Commission Regulation (EC) No 1857/2006 of 15 December 2006 and complies with the provisions of Article 10(2) of that Regulation.

    Planned annual expenditure: EUR 115 000

    Maximum aid intensity: The maximum aid intensity per farmer will be calculated on the basis of the actual losses sustained on each plot of land belonging to the farm, where the plague is confirmed as having affected more than 15 % on irrigated land and 30 % on non-irrigated land of normal production.

    Once the affected plots have been determined, the market value of the losses will be determined by multiplying the difference between expected production and actual final production by the average market price for the product concerned, the latter being calculated as the average of the prices for 2005, 2006 and 2007 (up to and including September), and applying in each case an exemption of 15 % on irrigated land and 30 % on non-irrigated land.

    In any event the aid intensity may not exceed 100 % of the losses.

    Date of implementation: From the date of publication of the registration number of the request for exemption on the website of the Commission’s Directorate-General for Agriculture and Rural Development.

    Duration of scheme or individual aid award: Once a year.

    Objective of aid: To compensate the material damage caused by the plague of common voles (Microtus arvalis) in the territory of the Autonomous Community of Castile-Leon and to compensate for the loss of income so as to ensure the viability of the agricultural holdings affected.

    Annual expenditure planned under the scheme or overall amount of individual aid granted to the company: LTL 6 235 000 at the official euro exchange rate (EUR 1 807 233).

    Maximum aid intensity:

    1.

    Up to 100 % of the costs of the removal and destruction of fallen stock, when TSE testing of such fallen stock is necessary;

    2.

    Up to 100 % of removal costs and up to 75 % of destruction costs for pigs, where the rearer has no more than 1 000 animals.

    Date of implementation: The aid scheme will enter into force after the Commission has sent a notice of receipt, assigned an identification number to the scheme and published the summary information on the internet.

    Duration of scheme or individual aid award: Until 31 December 2013.

    Objective of aid: Aid to SMEs.

    To provide aid for enterprises and farmers operating in the livestock sector in order to assure a consistent programme monitoring and ensuring safe disposal of all fallen stock.

    Article 16 of Commission Regulation (EC) No 1857/2006 applies.
