Objective of aid: The number of farms certified in organic farming in Seine-Maritime is relatively low. The objective of this aid is to encourage specific investment in organic farming.

Eligible investments will be between EUR 2 000 and EUR 15 000. The planned rate of aid is between 20 and 40 % depending on how specialised the equipment is. Priority will be given to young farmers, farms which are converting to organic farming and specialized farms, and market gardening, horticulture and arboriculture.

In addition to, where appropriate, other State aid, or aid from public bodies or collectivities, and strictly in compliance with the aid ceiling set out in Article 4 of Regulation (EC) No 1857/2006 where aid is accumulated, this scheme must encourage the development of organic farming in the department.

40 % rate of aid for mechanical and thermal weeding equipment for market gardening: hoes, hillers, harrows and cultivators, ridgers and bed formers, thermal weeders and humidifiers.

20 % rate of aid: chain harrows, bladed or star-toothed hoeing machines, bevelled continental Cambridge rollers, pasture regenerators, tank netting for harvesters.

Aid shall be granted in accordance with the provisions of Article 4 of Regulation (EC) No 1857/2006

Objective of aid: In the context of consolidated farming, more and more systems are based on fully distributed feeding. Such feeding is often based on maize for silage and the proportion of grass is continuing to decrease. However, maintaining, or even developing, green land is a significant environmental challenge for the department in order to reduce erosion, water turbidity, alluviation of rivers and chemical pollution of water points. The technique of barn hay drying allows large-scale, and even exclusive, green land areas to be maintained for large flocks and for distributed feeding. The drying is based on the use of a renewable energy source (usually solar heating of the under-roof air, or boilers run on biomass fuel). To maximise the benefit of this investment in farms, aid will be granted preferentially to farmers certified in organic farming, farmers producing farm cheese with the Neufchâtel registered designation of origin and collective projects. The scheme has already been the subject of an exemption over the period 2006-2009 under reference No XA 84/06.

The aid will be granted in accordance with the provisions of Article 4 of Regulation (EC) No 1857/2006

Annual expenditure planned under the scheme or overall amount of individual aid granted to the company: Quantification of the loss and the relevant public contribution was carried out on the basis of the data on the epidemic verified by the health authorities; on the basis of the data currently available to us and validity of the aid scheme until 31 December 2010, overall annual expenditure can be estimated at EUR 450 000

Maximum aid intensity: Aid amounting to 90 % of the estimated loss is provided for.

The payments provided for under this aid scheme will be made direct to the farmer that suffered the loss; alternatively, the injured farmer may delegate the relevant farming cooperative to submit the application and collect the aid in his name and on his behalf: in that case, the aid is paid to the cooperative and subsequently transferred to the farmer in its entirety

Date of implementation: The aid scheme will be implemented from the date of publication in the Regional Official Gazette of the notice of the successful outcome of the European Commission’s examination of compatibility in accordance with Articles 87 and 88 of the Treaty

Duration of scheme or individual aid award: The aid may be granted until 31 December 2010

Objective of aid: The aim of the aid scheme is to compensate farmers in the Province affected by cases of bovine tuberculosis for earnings lost as a result of:

the loss of animals, limited to their replacement period (for four months),

the extra costs incurred by the farmer in having to keep non-infected animals on the farm,

the extra costs incurred by the farmer in having to isolate the fresh milk concerned, both during its refrigeration on the farm and during transport,

the reduced payment per kg/litre of milk supplied as a result of having to change its use (UHT).

The aid is within the scope of Articles 10 and 11 of Regulation (EC) No 1857/2006

Other information: The compensation payments provided for under this aid scheme are made as part of a public programme for the prevention and control of epizootic diseases. To that end the Provincial Council approved the ‘Provincial Plan for the control of tuberculosis, brucellosis and enzootic bovine leucosis in bovine herds in the Province of Trento’ by Decision No 2682 of 16 December 2005.

The aid scheme set up by Article 52 of Provincial Law No 4/2003 and Decision No 1541 of the Provincial Council of 13 June 2008 has already been approved under XA 223/08.

In the case of aid towards the costs of introducing innovative animal-breeding techniques or practices at farm level, with the exception of costs relating to artificial insemination, up to 31 December 2011

Objective of aid:

aid to SMEs,

to encourage livestock farmers to take part in evaluations of breeding stock on the basis of their offspring and in other selection programmes,

to increase the productivity of livestock and improve its genetic potential, and to develop herds with high breeding values,

to collect data on animal productivity and origin and develop breeding and animal selection software using a single computer network,

to modernise animal-productivity and meat-quality evaluation technologies,

to encourage livestock farmers to rear animals of high breeding value and to improve their breeding qualities,

to preserve and improve livestock breeds and their gene pool in Lithuania,

to carry out an assessment of breeding animals, organise animal shows, fairs, forums, competitions and training activities (conferences, seminars, professional and scientific events, publishing of publications).

Articles 15 and 16 of Commission Regulation (EC) No 1857/2006 apply.

1.
