The Advisory Committee agrees with the Commission that in this decision it is not necessary to define the relevant market.

2.

The Advisory Committee agrees with the legal assessment made by the Commission, notably with the legal qualification of the facts as agreements and/or concerted practices and/or decisions within the meaning of Article 81(1) of the EC Treaty.

The Advisory Committee agrees with the Commission's view that the infringements subject to this proceeding must be considered as a single, complex and continuous infringement.

The Advisory Committee agrees with the Commission that the agreements and/or concerted practices and/or decisions have as object a restriction of competition.

The Advisory Committee agrees with the Commission on the duration of the infringement.

The Advisory Committee agrees with the Commission on the closure of the proceedings against certain companies which were addressees of the Statement of Objections but not addressees of the draft decision.

The Advisory Committee agrees with the Commission that a fine should be imposed on the addressees of the draft decision.

The Advisory Committee agrees with the Commission's reasoning on the basic amount of the fines.

The Advisory Committee agrees with the Commission that there are no aggravating circumstances.
