    Annual expenditure planned or overall amount of individual aid granted to the company

    The scheme is being published for the first time in 2003 with a budget of EUR 18 480 000 (public and private expenditure); it is expected to be published again in 2004.

    Maximum aid intensity

    50 % grant only (this amount may not exceed the ceilings in the regional aid map approved for Greece, increased by 15 % in the case of SMEs).

    Objective of aid

    The aim is to boost entrepreneurship in the waste management/utilisation sector, to combat acute environmental problems at local level and to significantly cover Greece's shortfall in installations for handling industrial and other waste.

    All manufacturing industries, other than the sector covered by the Community Guidelines on State aid in the agriculture sector (OJ C 28, 1.2.2000, p. 2).

    The amount available for 2004 is EUR 3 806 827,60. For 2005 and 2006 the resources (not yet quantifiable) of the Single Fund for those years will be used.

    Maximum aid intensity

    The aid is governed either by the de minimis rule (Regulation (EC) No 69/2001) or by Regulation (EC) No 70/2001, depending on the applicant's choice.

    For projects that provide exclusively for expenditure on services and/or consultancy, the maximum regional aid intensity will be 40 % of the cost of the project (regardless of the regime chosen).

    For projects that provide for expenditure on investment in tangible and intangible fixed assets and expenditure on services and/or consultancy, pre-competitive development activity and industrial research the maximum aid intensity will be:

    for the ‘de minimis’ rule option, 40%;

    for the regime under Regulation (EC) No 70/2001;

    1)

    for expenditure on consultancy and services, 50 % gge;

    2)

    for investment expenditure (tangible and intangible fixed assets), 15 % gge for small firms, 7,5 % gge for medium-sized firms;

    3)

    for industrial research and pre-competitive development (see sheet on Regulation (EC) No 364/2004).

    The total amount of regional resources involved for each project must not exceed 40 % of the cost of the project. Consequently, in the case of projects comprising both investment and services, in order to comply with the above ceiling the overall maximum aid intensity will be 40% of the total cost of the project, subject to the aid ceilings laid down for each type.

    From 2004 and in any case 10 working days after this form (Regulation (EC) No 70/2001) is sent.

    Duration of scheme or individual aid award

    Objective of aid

    To encourage the competitiveness of local productive clusters, via the consolidation and development of industrial districts targeted towards the following growth factors: (a) industrial research, pre-competitive development activity and technology transfer; (b) internationalisation and promotion; (c) quality and innovation. Within this framework, the Region intends to encourage parties permanently established in the region (service centres, consortia, development companies set up by consortia, firms, research and technology transfer centres, universities) to submit projects that: 1) are innovative with respect to the current services on offer in the regional market; 2) guarantee a significant degree of self-financing and project financing, with institutional or private parties sharing a large part of the costs, and 3) dovetail with Community, national or regional programmes. Priority is given for: (a) creation of innovation networks; (b) business promotion; (c) collaboration with innovation observatories; (d) computerised management of commercial transactions; (e) creation of advanced professional skills; (f) interconnection with intelligent software projects; (g) establishment of advanced infrastructure to assist production, also through the setting up of ecologically equipped industrial areas; (h) improving the quality of the area and the eco-sustainability of business.

    Eligible expenditure

    Eligible aid is for innovative projects with a minimum amount designed to guarantee their financial significance and in any case no less than:

    EUR 100 000 of eligible expenditure for projects that provide for services and consultancy only

    EUR 250 000 of eligible expenditure for projects that provide for tangible and intangible investments, services and consultancy and expenditure on pre-competitive development and industrial research.

    Expenditure is admissible if concerned with:

    tangible and intangible fixed assets, services, consultancy, in accordance with Regulation (EC) No 69/2001 and Regulation (EC) No 70/2001.

    Expenditure for consultancy or services of a repetitive nature in the ordinary day-to-day running of a firm (accounts, wages etc.) is excluded.

    Expenditure shall be deemed to start from the following dates:

    for the de minimis regime, from the date following publication of the notice inviting applications;

    for the regime under Regulation (EC) No 70/2001, from the date following submission of the request.
