The guarantee scheme has been conceived in such a way that it may be considered to involve no state aid within the meaning of Article 87(1) of the Treaty: the conditions set out in point 4.3 of the Commission Notice on the application of Articles 87 and 88 of the EC Treaty to State aid in the form of guarantees have been fulfilled
