The percentages referred to above are increased by 10 percentage points for training for disadvantaged workers, defined as follows:

young persons under 25 who have not previously obtained their first regular paid employment, but only if they were taken on no more than six months before the date indicated in the notice under which the application for assistance is made;

persons with serious disabilities which result from physical, mental or psychological impairments but who are capable of entering the labour market,

migrant workers who move or have moved within the Community or become resident in the Community to take up work and who need professional and/or language training, but only if they were taken on no more than six months before the date indicated in the notice under which the application for assistance is made;

persons wishing to re-enter working life after a break of at least three years, and particularly persons who gave up work on account of the difficulty of reconciling their working lives and family lives, but only if they were taken on no more than six months before the closing date of the notice under which the application for assistance is made;

persons older than 45 who have not attained an upper secondary educational qualification or its equivalent;

long-term unemployed persons, i.e. persons who have been without work for 12 consecutive months, but only if they were taken on no more than six months before the date indicated in the notice under which the application for assistance is made.

Where the aid is granted in the maritime transport sector, it may reach an intensity of 100 %, regardless of whether the training project concerns specific or general training, provided that the trainee is not an active member of the crew but supernumerary on board, and the training is carried out on board ships entered on Community registers

Duration of scheme:

Objective of aid: The scheme applies both to specific training and to general training. ‘General’ training is training which is not applicable only or principally to the employee's present or future position in the assisted firm but which provides qualifications that are largely transferable to other firms or fields of work and thereby substantially improves the employability of the employee.

The following are considered general training:

inter-enterprise training, i.e. training organised jointly by different independent enterprises (under the Community rules defining SMEs) or in which employees of different enterprises may take part;

training within a single firm if the matter covered is within the profiles set out in the tabulation of qualifications and job descriptions maintained by the Region, or within profiles whose insertion has been applied for
