    Amendment by France of public service obligations in respect of scheduled air services within Guyana

    (2005/C 83/02)

    (Text with EEA relevance)

    1.

    France has decided to impose public service obligations from 1 June 2005 on scheduled air services between Grand Santi – Saint-Laurent – Cayenne and to modify from the same date the public service obligations imposed on scheduled air services between Maripasoula, Saint Georges de l'Oyapock and Saül pursuant to Article 4(1)(a) of Council Regulation (EEC) No 2408/92 of 23 July 1992 on access for Community air carriers to intra-Community air routes.

    2.

    The public service obligation is as follows:

    2.1.

    Minimum frequency

    The services must be operated throughout the year with at least:

    Between Cayenne and Maripasoula

    Two return trips every day;

    Between Cayenne and Saül

    One return trip every day;

    Between Cayenne and Saint Georges de l'Oyapock

    One return trip on Mondays, Wednesdays, Fridays and Sundays;

    Between Cayenne and Grand Santi, via Saint Laurent du Maroni

    One return trip every day.

    2.2.

    Capacity provided

    For each of the four routes, a minimum capacity must be provided to meet demand. Minimum capacity provided must never be less than:

    Between Cayenne and Maripasoula

    33,000 passenger seats annually

    440 tonnes of freight annually

    Between Cayenne and Saül

    8,000 passenger seats annually

    100 tonnes of freight annually

    Between Cayenne and Saint Georges de l'Oyapock

    5,000 passenger seats annually

    Between Cayenne and Saint Laurent du Maroni on the one hand, and Grand Santi on the other

    8,000 passenger seats annually

    300 tonnes of freight annually

    The above capacity figures comprise the total number of passenger seats available in both directions for passengers while freight figures only apply to freight out of Cayenne or Saint Laurent du Maroni; the above freight capacity figures do not include accompanied luggage.

    2.3.

    Fares

    A ‘basic’ fare and a ‘reduced’ fare must be offered on all flights with no capacity restriction. The ‘reduced tariff’ applies to passengers holding a full residence permit proving residence of at least 6 months and 1 day per year in the municipality (Maripasoula, Saül, Saint Georges de l'Oyapock or Grand Santi) to and/or from which they are requesting the reduction.

    These fares must not exceed:
