The above rates of intensity are increased by:

- 5 percentage points where the measures are aimed at firms in areas which qualify for regional aid under Article 87(3)(c) of the Treaty

- 10 percentage points where the measures are aimed at training disadvantaged workers:

- during the first six months of work, any young person under 25 who has not previously had a regular paid job

- any person with a serious physical or mental disability who is nevertheless able to enter the job market

- any migrant worker who moves or has moved within the Community or becomes resident in the Community to take up work and who needs vocational and/or language training

- during the first six months of work, any person wishing to re-enter working life after a break of at least three years, and particularly any person who gave up work on account of the difficulty of reconciling working life and family life

- any person older than 45 who has not attained an upper secondary educational qualification or its equivalent

- during the first six months of work, any long-term unemployed person, i.e. any person out of work for 12 consecutive months

Where the aid is granted in the maritime transport sector, it may reach an intensity of 100 %, regardless of whether the training project concerns specific or general training, provided that the following conditions are met:

- the trainee may not be an active member of the crew but must be supernumerary on board, and

- the training must be carried out on board ships on Community registers

Duration of scheme or individual aid award: The scheme will be in force up to 31 December 2006, the date when the Objective 3 operational programme for the region of Friuli-Venezia Giulia and the period of validity of Regulation (EC) No 68/2001 come to an end

- Decision No 1118 of the Regional Council of Friuli-Venezia Giulia dated 6 April 2001

Annual expenditure planned under the scheme or overall amount of individual aid granted to the company: EUR 51524839 (ITL 99766 million), of which EUR 25421748 has been allocated to the 2000 budget in the form of reimbursement of eligible expenditures actually incurred in respect of training programmes and supported by documentary evidence

Maximum aid intensity: In accordance with Article 4(2) to (6) of Regulation (EC) No 68/2001, the maximum admissible aid intensities (as %) are:

The intensities specified are increased by 10 percentage points if the training for which aid is granted is given to disadvantaged workers as referred to in Article 2(g) of Regulation (EC) No 68/2001

Duration of scheme or individual aid award: Until December 2001

Objective of aid: The aid scheme covers general and specific training. Under Article 2(e) of Regulation (EC) No 68/2001:

- general training means training of a general nature which is not applicable only to the employee's present or future position in the assisted firm and provides transversal qualifications that are largely transferable to other firms or fields of work

- specific training means training involving theoretical and practical tuition applicable to the specific employee's present or future position in the assisted firm

For the purposes of implementing this aid scheme, it should be pointed out that:

- "general training" includes courses where there is already provision for final public certification on the qualification or professional or vocational licence and training courses organised for more than one firm, i.e. providing tuition for workers and/or owners from two or more firms, even if they are in the same productive sector

- "specific training" includes courses aimed at workers and/or owners of the same firm

With regard to "general training", see section 24 of Regional Law No 63 of 13 April 1995 and section 14 of Law No 845 of 21 December 1978, referred to therein
