Amended proposal for a European Parliament and Council Regulation (EC) on measures to promote and market quality beef and veal and on publicity measures on the labelling of beef and veal and repealing Regulation (EEC) No 2067/92 (1) (97/C 364/06) COM(97) 518 final - 97/0058(COD)

Document COM(97) 70 final, sent by the Commission to the Council on 19 March 1997, is hereby amended as follows:

1. The author of the Regulation is replaced by the following:

'THE EUROPEAN PARLIAMENT AND THE COUNCIL OF THE EUROPEAN UNION`.

2. The first citation is replaced by the following:

'Having regard to the Treaty establishing the European Community, and in particular Articles 43 and 129a thereof`.

3. The following new recital is added:

'Having regard to the opinion of the Economic and Social Committee`

4. The following recital is inserted after the second recital:

'Whereas, in accordance with Article 129a of the Treaty, the Community contributes to the attainment of high level of consumer protection through specific action which supports and supplements the policy pursued by the Member States to protect the health, safety and economic interests of consumers and to provide adequate information to consumers`.

5. The formula adopting the Regulation is replaced by:

'HAVE ADOPTED THIS REGULATION`

6. The first paragraph of Article 1 is replaced by the following:

'The Community may part-finance measures undertaken in the Community accordance by trade and intertrade organizations to promote quality Community beef and veal identified in with existing rules.`

7. Article 4 is replaced by the following:

'The Community may part-finance suitable promotional measures undertaken by trade and intertrade organizations to promote quality Community beef and veal in third countries.`

8. In the second sentence of Article 5, the word 'However` is deleted.

9. The following new Article 9 is inserted and Articles 9 and 10 of the original proposal are renumbered Articles 10 and 11:

'Each year, the Commission shall present to the Council and to the European Parliament a report on the application of this Regulation. The first report shall be presented one year after the entry into force of this Regulation.`

10. The signature is replaced by the following:
