EXPLANATORY MEMORANDUM
1.CONTEXT OF THE DELEGATED ACT
Under Article 6 (1) of Regulation (EU) 2019/1700 of the European Parliament and Council establishing a common framework for European statistics on persons and households, based on data at individual level collected from samples, the Commission is empowered to adopt delegated acts specifying the number and title of variables of the different data sets. According to Article 6 (2), the number of variables laid down in the delegated act should not exceed by more than 5% the number of variables for each domain of those already required by the Commission (Eurostat) when Regulation (EU) 2019/1700 entered into force.
The Income and Living Conditions Statistics survey (EU-SILC) is comprised of a core EU-SILC and a system combining, seven rolling modules and three ad hoc modules over a six-year period. The variable of the core EU-SILC, as well as the first every three yearly module and the first ad hoc module to be transmitted to the Commission (Eurostat) are provided in Commission Delegated Regulation (EU) 2020/256.
The present Delegated Regulation covers the number and title of the variables for the dataset in the living conditions domain related to the three-yearly module on Health and the six yearly module on Quality of life. These two modules are to be implemented for the first time in 2022.
2.CONSULTATIONS PRIOR TO THE ADOPTION OF THE ACT
The Commission has carried out appropriate consultations in preparing of this delegated act.
The Commission consulted national experts who were invited to expert meetings to discuss the list of variables to be included in the delegated act. Written consultation took place with the European Directors of Social Statistics in March-May 2020. Members of the Income and Living Conditions (ILC) Working Group were consulted in December 2019 and May 2020. The members of the EU-SILC and European Health Interview Survey (EHIS) Task Forces were consulted in February 2020.
The Commission has kept both the European Parliament and the Council duly informed of the consultations.
3.LEGAL ELEMENTS OF THE DELEGATED ACT
The objective of this delegated Regulation is to adopt the number and title of the variables for the 2022 three yearly module on Health and six yearly module on Quality of Life, as provided for in Article 6(1) of Regulation (EU) 2019/1700.
Combined with the annual variables included in Annex II of Regulation (EU) 2019/2242, the number of variables to be collected in 2022 does not exceed by more than 5% the number of variables collected for the living conditions domain when Regulation (EU) 2019/1700 entered into force: this fulfil the requirement of Article 6(2) of Regulation (EU) 2019/1700.
The delegated act has no implications for the EU budget.
The delegated act concerns a matter relating to the European Economic Area (EEA) and its application should therefore extend to the EEA.
