Having regard to the proposal from the Commission,

Whereas, under the Agreement between the European Economic Community and the Argentine Republic on the conclusion of negotiations under Article XXIV.6 of the General Agreement on Tariffs and Trade (GATT), as approved by Decision 88/45/EEC (1), the Community has undertaken to adopt the necessary measures, up to a limit of an amount of 550 000 tonnes, for the levy applicable to imports into the Community of bran, sharps and other residue, whether in the form of pellets, derived from the sifting, milling or other working of cereals other than maize and rice falling within CN codes 2302 30 10, 2302 30 90, 2302 40 10 and 2302 40 90 to be the levy calculated in accordance with the provisions of the common organization of the market concerned, reduced by an amount established on a flat-rate basis at 40 % of the variable component of the levy;

Whereas the Community's undertaking is subject to the condition that the supplying country applies to exports of the said products a special tax, the amount of which is equal to the amount by which the variable component of the levy is reduced, and provides satisfactory proof of payment of this tax;

Whereas in order to guarantee the proper application of the Agreement, provision should be made to adopt detailed rules for the application of the import arrangements in question;

Whereas in order to apply the measures laid down by this Regulation, Regulation (EEC) No 2658/87 (2) should be amended,
