THE COUNCIL OF THE EUROPEAN UNION AND THE REPRESENTATIVES OF THE GOVERNMENTS OF THE MEMBER STATES, MEETING WITHIN THE COUNCIL,SVET EVROPSKE UNIJE IN PREDSTAVNIKI VLAD DRŽAV ČLANIC, KI SO SE SESTALI V OKVIRU SVETA, –
I.   INTRODUCTIONI.   UVOD
RECALLING the objectives assigned to the European Union in the field of culture by Article 167 of the Treaty on the Functioning of the European Union (TFEU);OB SKLICEVANJU na cilje, ki si jih je Evropska unija zastavila na področju kulture v skladu s členom 167 Pogodbe o delovanju Evropske unije (PDEU);
RECALLING the Resolution of the Council of 16 November 2007 on a European Agenda for Culture (1) and its strategic objectives, namely the promotion of cultural diversity and intercultural dialogue, the promotion of culture as a catalyst for creativity and the promotion of culture as a vital element in the Union’s international relations;OB SKLICEVANJU na Resolucijo Sveta z dne 16. novembra 2007 o Evropski agendi za kulturo (1) in na njene strateške cilje, ki so spodbujati kulturno raznolikost in medkulturni dialog, uveljavljati kulturo, ki spodbuja ustvarjalnost, ter okrepiti bistveno vlogo kulture v mednarodnih odnosih Unije;
RECALLING the Regulation (EU) No 1295/2013 establishing the Creative Europe Programme (2014 to 2020) (2), and in particular its general objectives which aim at enhancing European cultural and linguistic diversity, promoting Europe’s cultural heritage, and strengthening the competitiveness of the European cultural and creative sectors with a view to promoting smart, sustainable and inclusive growth;OB SKLICEVANJU na Uredbo (EU) št. 1295/2013 o uvedbi programa Ustvarjalna Evropa (2014–2020) (2) in zlasti na njena splošna cilja, ki sta okrepiti evropsko kulturno in jezikovno raznolikost in spodbujati evropsko kulturno dediščino ter okrepiti konkurenčnost evropskih kulturnih in ustvarjalnih sektorjev za spodbujanje pametne, trajnostne in vključujoče rasti;
RECALLING the substantial contribution of the cultural and creative sectors to economic, social and regional development, the importance of these sectors to the Europe 2020 strategy for smart, sustainable and inclusive growth and the fact that the discussion of Culture Ministers at the Council meeting on 25 November 2014 will contribute to the Council’s response in the framework of the mid-term review of the strategy planned for 2015;OB SKLICEVANJU na pomemben prispevek kulturnega in ustvarjalnega sektorja k ekonomskemu, socialnemu in regionalnemu razvoju, pomembnost teh sektorjev za strategijo Evropa 2020 za pametno, trajnostno in vključujočo rast ter na dejstvo, da bodo ministri za kulturo na seji Sveta 25. novembra 2014 dali svoj prispevek k odzivu Sveta na vmesni pregled strategije, ki je načrtovan za leto 2015;
TAKING NOTE of the results of the work carried out in the framework of the Council Work Plan for Culture 2011-2014 (3) as well as the results of the final evaluation carried out by Member States within the Council (4) which form the basis of the Commission’s final report on the implementation and relevance of the 2011-14 Work Plan for Culture (5);OB UPOŠTEVANJU rezultatov dela, opravljenega v okviru delovnega načrta Sveta za področje kulture 2011–2014 (3), in rezultatov končne ocene, ki so jo opravile države članice v okviru Sveta (4); ti rezultati so podlaga končnemu poročilu Komisije o izvajanju in ustreznosti delovnega načrta za področje kulture za obdobje 2011–2014 (5);
HAVING REGARD to the Council conclusions of 26 November 2012 on Cultural Governance (6) and in particular its provision on regular and early-stage information delivery about EU policies and actions in other policy areas with direct or indirect impact on cultural issues and policies.OB UPOŠTEVANJU sklepov Sveta z dne 26. novembra 2012 o upravljanju na področju kulture (6) in zlasti njihovih določb glede redne in dovolj zgodnje izmenjave informacij o politikah in ukrepih EU na drugih področjih politik, ki imajo neposreden ali posreden učinek na kulturna vprašanja in politike –
AGREE TO:SE STRINJAJO, DA:
— | establish, with due regard to the principle of subsidiarity, a four year Work Plan for Culture for the period 2015-2018, allowing for a mid-term review;— | se ob ustreznem upoštevanju načela subsidiarnosti vzpostavi štiriletni delovni načrt za področje kulture za obdobje 2015–2018, v katerem bi bilo mogoče izvesti vmesni pregled,
— | focus activities in the cultural field on the priority themes, key topics, outputs and working methods as listed in this Work Plan;— | se dejavnosti na področju kulture usmerijo na prednostne teme, ključna vprašanja, rezultate in delovne metode iz tega delovnega načrta,
— | adopt priorities for the Work Plan as set out in Annex I;— | se sprejmejo prednostne naloge za delovni načrt iz Priloge I,
— | establish working groups composed of experts appointed by the Member States on the basis of the priorities, principles and mandates defined in Annexes I and II and to follow their work.— | se na podlagi prednostnih nalog, načel in pooblastil iz prilog I in II ustanovijo delovne skupine strokovnjakov, ki jih imenujejo države članice, in da se spremlja njihovo delo;
CONSIDER that a four-year Work Plan should be governed by the following guiding principles:MENIJO, da bi moral štiriletni delovni načrt temeljiti na naslednjih vodilnih načelih:
a) | to build on the achievements of the previous Work Plan for Culture (2011-2014) while adding to it a more strategic dimension in order to reinforce the link between the Work Plan and the work of the Council and its rotating Presidencies;(a) | graditi na dosežkih prejšnjega delovnega načrta za področje kulture (2011–2014) in mu dodati večjo strateško naravnanost, da bi okrepili povezavo med delovnim načrtom ter delom Sveta in menjajočih se predsedstev Sveta;
b) | to concentrate on topics with a clear EU added value;(b) | osredotočiti se na teme, ki imajo očitno dodano vrednost za EU;
c) | to take into account the intrinsic value of culture and the arts to enhance cultural diversity;(c) | upoštevati resnično vrednost kulture in umetnosti za krepitev kulturne raznolikosti;
d) | to ensure the excellence, innovation and competitiveness of the cultural and creative sectors by promoting the work of artists, creators and cultural professionals and recognising the sectors’ contribution to the goals of the Europe 2020 strategy for growth and jobs, paying particular attention to the digital shift challenges;(d) | zagotavljati odličnost, inovacije in konkurenčnost kulturnega in ustvarjalnega sektorja s spodbujanjem dela umetnikov, ustvarjalcev in kulturnih delavcev ter s priznavanjem prispevka teh sektorjev k ciljem strategije Evropa 2020 za rast in delovna mesta, pri čemer je treba posebno pozornost nameniti izzivom digitalizacije;
e) | to mainstream culture in other policy areas, wherever relevant, in accordance with Article 167(4) TFEU;(e) | vključiti kulturo v druga področja politik, kjer koli je to ustrezno, v skladu s členom 167(4) PDEU;
f) | to encourage cross-sectorial cooperation;(f) | spodbujati medsektorsko sodelovanje;
g) | to ensure synergies with the Creative Europe Programme;(g) | zagotavljati sinergije s programom Ustvarjalna Evropa;
h) | to work towards evidence-based policy.(h) | prizadevati si za politiko, ki temelji na dokazih.
II.   PRIORITIES AND WORKING METHODSII.   PREDNOSTNE NALOGE IN DELOVNE METODE
— | AGREE to pursue the priorities as set in Annex I: | A. | Accessible and inclusive culture; | B. | Cultural heritage; | C. | Cultural and creative sectors: creative economy and innovation; | D. | Promotion of cultural diversity, culture in EU external relations and mobility.— | SE STRINJAJO, da bodo sledili prednostnim nalogam iz Priloge I: | A. | dostopna in vključujoča kultura; | B. | kulturna dediščina; | C. | kulturni in ustvarjalni sektor: ustvarjalno gospodarstvo in inovacije; | D. | spodbujanje kulturne raznolikosti, kulture v zunanjih odnosih EU in mobilnosti;
— | AGREE that reliable, comparable and up-to-date cultural statistics are the basis of the sound cultural policy-making and therefore statistics are a cross-sectorial priority in this Work Plan; and therefore LOOK FORWARD to the results of the work to be carried out under the auspices of Eurostat in order to ensure the regular production and dissemination of statistics on culture, while taking into account recommendations contained in the ESS-net culture report;— | SE STRINJAJO, da so zanesljivi, primerljivi in ažurni statistični podatki s področja kulture osnova za preudarno oblikovanje politike na tem področju, zato je področje statistike medsektorska prednostna naloga tega delovnega načrta; prav zato z ZANIMANJEM PRIČAKUJEJO rezultate dela, ki bo opravljeno pod okriljem Eurostata, da bi poskrbeli za redno zagotavljanje in širjenje statističnih podatkov o kulturi, pri tem pa upoštevali priporočila iz poročila mreže ESS-Net o statističnih podatkih s področja kulture;
— | AGREE to take stock of the work carried out in the field of culture in EU external relations and on the need to continue working in this area, in cooperation with the European External Action Service and the Commission;— | SE STRINJAJO, da se pregleda delo, opravljeno na področju kulture v zunanjih odnosih EU, in da je treba nadaljevati delo na tem področju, in sicer v sodelovanju z Evropsko službo za zunanje delovanje in Komisijo;
— | AGREE to use different working methods, depending on the purpose and the topic: | i. | the Open Method of Coordination (OMC), which should remain as the main working method of cooperation among Member States; | ii. | informal meetings of officials from Ministries of Culture, including with officials from other Ministries; | iii. | ad-hoc expert groups or thematic seminars convened by the Commission to further examine issues related to the Work Plan’s topics and interact with other instruments of the Work Plan; | iv. | stock-taking meetings organised by the Commission in the policy areas which were dealt with extensively by the previous work plans for culture; | v. | conferences, studies and peer learning initiatives.— | SE STRINJAJO, da se uporabijo različne delovne metode, odvisno od namena in teme: | (i) | odprta metoda koordinacije (OMK), ki bi morala ostati glavna delovna metoda sodelovanja med državami članicami; | (ii) | neuradni sestanki uradnikov z ministrstev za kulturo, pa tudi uradnikov z drugih ministrstev; | (iii) | ad hoc strokovne skupine ali tematski seminarji, ki jih skliče Komisija, da bi dodatno preučili vprašanja, povezana s temami delovnega načrta, in se povezali z drugimi instrumenti delovnega načrta; | (iv) | sestanki za oceno napredka, ki jih organizira Komisija na področjih politik, ki so bila obsežno obravnavana v predhodnih delovnih načrtih na področju kulture; | (v) | konference, študije in pobude za študijske obiske.
III.   ACTIONSIII.   UKREPI
INVITE THE MEMBER STATES TO:POZIVAJO DRŽAVE ČLANICE, NAJ:
— | consider, whilst respecting the principle of subsidiarity, the results achieved by this Work Plan when developing policy at national level;— | v skladu z načelom subsidiarnosti pri oblikovanju politike na nacionalni ravni upoštevajo rezultate, dosežene na podlagi tega delovnega načrta;
— | disseminate information on the outputs of the Work Plan to interested stakeholders at all levels.— | o rezultatih delovnega načrta obveščajo zainteresirane deležnike na vseh ravneh;
INVITE THE PRESIDENCIES OF THE COUNCIL TO:POZIVAJO PREDSEDSTVA SVETA, NAJ:
— | take into account, in the context of the Trio Presidency, the Work Plan priorities when developing their 18-month programme;— | v okviru trojke predsedstev pri oblikovanju svojega 18-mesečnega programa upoštevajo prednostne naloge delovnega načrta;
— | inform the Council preparatory body in the field of culture on the work carried out by other Council preparatory bodies that has a direct or indirect impact on cultural issues and policy (7);— | pripravljalno telo Sveta, pristojno za področje kulture, obveščajo o delu, ki ga opravijo druga pripravljalna telesa Sveta in ima neposreden ali posreden učinek na kulturna vprašanja in politiko (7);
— | convene, when appropriate, informal meetings (including those of a joint and cross-sectorial nature) to discuss and take up the outputs obtained through the Work Plan, and to disseminate them widely;— | po potrebi skličejo neuradne sestanke (tudi skupne in medsektorske), da bi razpravljali o rezultatih na podlagi delovnega načrta in jih upoštevali ter o njih obsežno obveščali;
— | consider, on the basis of a final report prepared by the Commission relying on the voluntary contributions from Member States, whether to propose a new Work Plan.— | na podlagi končnega poročila Komisije, ki temelji na prostovoljnih prispevkih držav članic, razmislijo, ali je treba predlagati nov delovni načrt;
INVITE THE COMMISSION TO:POZIVAJO KOMISIJO, NAJ:
— | support the Member States and other relevant stakeholders in cooperating within the framework set out in these Conclusions, in particular by: | a) | supporting the widest possible participation of Member States, as well as experts and other stakeholders, in the working structures referred to in Annex I; | b) | supplementing the work of OMC groups with studies as well as peer learning exercises;— | podpira sodelovanje med državami članicami in drugimi zadevnimi deležniki v okviru, ki je določen v teh sklepih, zlasti tako da: | (a) | podpira najširšo možno sodelovanje držav članic, tudi strokovnjakov in drugih deležnikov, v okviru delovnih struktur iz Priloge I; | (b) | dopolnjuje delo skupin OMK s študijami in študijskimi obiski;
— | disseminate information on the outputs of the Work Plan in as many languages as deemed appropriate, including via digital means e.g. its website;— | obvešča o rezultatih delovnega načrta, po možnosti v čim več jezikih, tudi prek digitalnih sredstev, npr. na svoji spletni strani;
— | report to the competent preparatory body of the Council in the field of culture at the earliest possible stage about its relevant initiatives, with particular regard to proposals, for which the impact assessment has highlighted a direct or indirect impact on cultural issues (8);— | pristojnemu pripravljalnemu telesu Sveta s področja kulture dovolj zgodaj poroča o zadevnih pobudah, zlasti o predlogih, v zvezi s katerimi je na podlagi ocene učinkov razvidno, da obstaja neposredni ali posredni učinek na kulturna vprašanja (8);
— | ensure mutual exchange of information among OMC groups in the culture field and between them and relevant OMC groups working in related sectors;— | zagotovi medsebojno izmenjavo informacij med skupinami OMK na področju kulture ter med njimi in ustreznimi skupinami OMK, ki delujejo v sorodnih sektorjih;
— | regularly inform the Council preparatory body in the field of culture on the progress of the work in the area of culture statistics;— | redno obvešča pripravljalno telo Sveta na področju kulture o tem, kako poteka delo v zvezi s statističnimi podatki na področju kulture;
— | consult and inform regularly stakeholders at European level, including civil society, on the progress of the Work Plan in order to ensure the relevance and visibility of the activities, including via the European Culture Forum;— | se redno posvetuje z deležniki na evropski ravni, vključno s civilno družbo, in jih obvešča o napredku, doseženem na podlagi delovnega načrta, da se zagotovita ustreznost in vidnost dejavnosti, tudi prek evropskega kulturnega foruma;
— | adopt, before the end of the first half of 2018, and on the basis of voluntary contributions from Member States, a final report on the implementation and relevance of the Work Plan.— | pred koncem prve polovice leta 2018 na podlagi prostovoljnih prispevkov držav članic sprejme končno poročilo o izvajanju in ustreznosti delovnega načrta;
INVITE THE MEMBER STATES AND THE COMMISSION, WITHIN THEIR RESPECTIVE SPHERES OF COMPETENCE AND WITH DUE REGARD TO THE PRINCIPLE OF SUBSIDIARITY, TO:POZIVAJO DRŽAVE ČLANICE IN KOMISIJO, NAJ V SKLADU S SVOJIMI PRISTOJNOSTMI IN OB USTREZNEM UPOŠTEVANJU NAČELA SUBSIDIARNOSTI:
— | work together in a cooperative and concerted manner by using the working structures and methods specified in these Conclusions in order to deliver added value in the field of culture at EU level;— | sodelujejo usklajeno ob uporabi delovnih struktur in metod, določenih v teh sklepih, da bi na ravni EU dosegle dodano vrednost na področju kulture;
— | take culture into account when formulating, implementing and evaluating policies and actions in other policy fields, with particular attention to ensuring early and effective inclusion in the policy development process;— | upoštevajo področje kulture pri oblikovanju, izvajanju in ocenjevanju politik in ukrepov na drugih področjih politik, s posebnim poudarkom na zagotavljanju zgodnjega in učinkovitega vključevanja v proces oblikovanja politike;
— | promote better contribution of culture to the overall goals of the Europe 2020 strategy, given the sector’s role in achieving smart, sustainable and inclusive growth and considering its positive effects on areas such as employment, social inclusion, education and training, tourism, research and innovation, and regional development;— | spodbujajo boljši prispevek kulture k splošnim ciljem strategije Evropa 2020 ob upoštevanju vloge tega sektorja pri doseganju pametne, trajnostne in vključujoče rasti ter njegovih pozitivnih učinkov na področju zaposlovanja, socialnega vključevanja in usposabljanja, turizma, raziskav in inovacij ter regionalnega razvoja;
— | promote reading as a tool to spread knowledge, enhance creativity, support access to culture and cultural diversity and develop awareness of a European identity, taking into account the various conditions applied to e-books and physical books;— | spodbujajo branje kot orodje za širjenje znanja, spodbujajo ustvarjalnost, podpirajo dostop do kulture in kulturno raznolikost ter razvijajo zavest o evropski identiteti, pri čemer upoštevajo različne pogoje, ki se uporabljajo za elektronske in tiskane knjige;
— | share regularly and at an early stage information about the EU policies and actions with direct or indirect impact on cultural issues and policies and in this regard encourage them to exchange information via digital means, including virtual platforms;— | redno in dovolj zgodaj izmenjujejo informacije o politikah in ukrepih EU, ki imajo neposreden ali posreden učinek na kulturna vprašanja in politike, ter jih v zvezi s tem spodbujajo, naj informacije izmenjujejo z digitalnimi sredstvi, tudi prek virtualnih platform;
— | foster cooperation with third countries, in particular candidate countries, potential candidate countries and countries of the European neighbourhood policy and with the competent international organisations in the field of culture, including the Council of Europe, including via regular meetings with the third countries concerned;— | spodbujajo sodelovanje s tretjimi državami, zlasti z državami kandidatkami, možnimi državami kandidatkami in državami evropske sosedske politike, ter s pristojnimi mednarodnimi organizacijami na področju kulture, tudi s Svetom Evrope, vključno z rednimi srečanji z zadevnimi tretjimi državami;
— | undertake a mid-term review of the implementation of the Work Plan with a view to possible adaptations or reorientation in the light of the results achieved and policy developments at EU level.— | opravijo vmesno oceno izvajanja delovnega načrta, da bi ga lahko po potrebi prilagodili ali spremenili glede na dosežene rezultate in premike v politikah na ravni EU.
