RECOGNISING THAT:UGOTAVLJA NASLEDNJE:
4. | Digital media and technologies are increasingly part of everyday life and one of the supporting pillars for innovation and development in society. It is evident that young people are one of the catalyst for societal change, and this is due, inter alia, to their active embracing of digital media and technologies.4. | Digitalni mediji in tehnologije so vse močneje prisotni v našem vsakdanu, obenem pa so eden od nosilnih stebrov inovacij in razvoja v družbi. Jasno je, da so mladi eden od katalizatorjev družbenih sprememb, med drugim tudi zaradi dejavnega sprejemanja digitalnih medijev in tehnologij.
5. | Technological developments open great potential for empowerment of youth by providing access to information and by enriching opportunities for enhancing one’s personal capabilities and competences; providing opportunities for connectivity and interaction with others but also for voicing one’s opinions, for creativity, for self-realisation of one’s rights and active citizenship.5. | Tehnološki razvoj odpira nove možnosti za krepitev vloge in položaja mladih, saj zagotavlja dostop do informacij in ponuja nove priložnosti za razvijanje sposobnosti in kompetenc posameznikov; ponuja priložnosti za povezovanje in interakcijo z drugimi, pa tudi za izražanje mnenj, ustvarjalnost, samostojno uveljavljanje pravic in aktivno državljanstvo.
6. | Better integration of technological developments when empowering youth is also important for the perspective of future job market and career perspectives of youth.6. | Boljše vključevanje tehnološkega razvoja v proces krepitve vloge in položaja mladih je pomembno tudi za perspektivo trga dela in karierne možnosti mladih.
7. | The development of technologies enables smart solutions, data-rich analyses and brings innovation to youth work methods and approaches, thus supporting the planning, implementation, evaluation, visibility and transparency of youth work and youth policy.7. | Razvoj tehnologij omogoča pametne rešitve in podatkovno bogate analize ter prinaša inovacije v metode in pristope mladinskega dela, s tem pa podpira načrtovanje, izvajanje, vrednotenje, prepoznavnost in preglednost mladinskega dela in mladinske politike.
8. | The realisation of the positive potential of digital media and technologies depends on a number of preconditions and competences. For example, limited access to technologies, digital environments and respective support and training deepens the digital gap in society even further. As for competences, information and data literacy, communication and collaboration, digital content creation, safety and problem solving in digital environments are important both for youth and for those working with young people.8. | Ali bodo možnosti, ki jih ponujajo digitalni mediji in tehnologije, izkoriščeni, je odvisno od številnih pogojev, pa tudi od kompetenc. Omejen dostop do tehnologij, digitalnih okolij ter do s tem povezane podpore in usposabljanja na primer še bolj poglablja digitalni razkorak v družbi. Kar zadeva kompetence, so informacijska in podatkovna pismenost, komuniciranje in sodelovanje, izdelovanje digitalnih vsebin, varnost in reševanje problemov v digitalnih okoljih pomembni za mlade in vse, ki delajo z njimi.
9. | Smart, informed and well-targeted actions are important to develop relevant competences and safe tools to prevent and manage the risks of digital era, like negative effects of excessive screen-time, internet addiction, cyberbullying, sexting, spread of fake news, propaganda, hate speech, online violence and violent radicalisation, threats to privacy, including unauthorised use and misuse of data and other forms of potential harm. Youth work and youth policies can play a crucial role in raising the awareness and competences of young people, especially those with fewer opportunities, their families, youth workers, youth leaders and other stakeholders supporting youth.9. | Pametni, informirani in dobro ciljno usmerjeni ukrepi so pomembni za razvoj ustreznih kompetenc in varnih orodij za preprečevanje in obvladovanje tveganj digitalne dobe, kot so negativne posledice pretiranega preživljanja časa pred zaslonom, zasvojenost z internetom, kibernetsko nadlegovanje, sekstanje, širjenje lažnih novic, propaganda, sovražni govor, nasilje na spletu in nasilna radikalizacija, ogrožanja zasebnosti, vključno z nedovoljeno uporabo ali zlorabo podatkov in morebitnimi drugimi škodljivi učinki. Mladinsko delo in mladinske politike imajo lahko ključno vlogo pri ozaveščanju in razvijanju kompetenc mladih, zlasti tistih z manj priložnostmi, njihovih družin, mladinskih delavcev, mladinskih voditeljev in drugih akterjev, ki podpirajo mlade.
10. | The digital era brings along a complex set of different challenges and opportunities. It is a societal phenomenon that still needs discovery and development of appropriate responses. In order to support and bring added value to the activities in the field of youth work of the Member States from local to national level, the cooperation in the youth field in the European Union and in particular the exchange of best practices is important.10. | Digitalna doba s sabo prinaša tudi kompleksen preplet izzivov in priložnosti. Gre za družbeni pojav, ki ga je treba še raziskati, pa tudi oblikovati ustrezen odziv. Da bi podprli dejavnosti držav članic na področju mladinskega dela, od tistih na lokalni, do tistih na nacionalni ravni, ter zagotovili dodano vrednost, je pomembno sodelovanje na mladinskem področju v Evropski uniji, zlasti izmenjava najboljših praks.

11. | ‘Smart youth work’ as the innovative development of youth work encompassing digital youth work (1) practice, and including a research, quality and policy component.11. | „Pametno mladinsko delo“ je inovativna nadgradnja mladinskega dela, ki obsega digitalno mladinsko delo (1) in vključuje raziskovalni, kakovostni in politični vidik.

12. | Smart youth work aims to explore the interactions of young people and youth work with digital media and technologies in order to support and enhance the positive opportunities these interactions create.12. | Cilj pametnega mladinskega dela je raziskati interakcije med mladimi in mladinskim delom na eni strani ter digitalnimi mediji in tehnologijami na drugi strani, da bi spodbujali in krepili priložnosti, ki nastajajo zaradi teh interakcij.
13. | Smart youth work builds upon the ethics, existing principles, knowledge, practices, methods and other assets of youth work and harnesses the full potential of technological developments in the digital society.13. | Pametno mladinsko delo izhaja iz etike, veljavnih načel, znanja, praks, metod in drugih orodij mladinskega dela in izkorišča ves potencial tehnološkega razvoja v digitalni družbi.
14. | Smart youth work means making use of and addressing digital media and technologies in order to: | a) | enrich the opportunities of all young people for information, for access to youth work, for participation, for non-formal and informal learning, by exploiting new spaces and formats for youth work in meaningful ways; | b) | support the motivation, capacity and competence building of youth workers and youth leaders to be able to develop and implement smart youth work; | c) | create better understanding of youth and youth work and support the quality of youth work and youth policy through more efficient use of data-driven developments and technologies for analysing data.14. | Pametno mladinsko delo pomeni uporabo in obravnavo digitalnih medijev in tehnologij, da bi: | (a) | imeli vsi mladi s smiselnim izkoriščanjem novih prostorov in oblik mladinskega dela več možnosti za informiranje, dostop do mladinskega dela, participacijo, neformalno in priložnostno učenje; | (b) | povečati motivacijo ter spodbuditi razvijanje sposobnosti in kompetenc mladinskih delavcev in mladinskih voditeljev, da bodo lahko razvijali in izvajali pametno mladinsko delo; | (c) | bolje razumeli mlade in mladinsko delo ter podprli kakovostno mladinsko delo in mladinsko politiko z učinkovitejšim izkoriščanjem razvoja, ki temelji na podatkih, in tehnologij za analizo podatkov.
15. | Smart youth work builds upon the needs of young people, youth workers, youth leaders and other stakeholders supporting youth. It also takes into account the wider societal context, including globalization, networking, e-solutions etc., providing opportunities for experimentation, reflection and learning from these experiences.15. | Pametno mladinsko delo izhaja iz potreb mladih, mladinskih delavcev, mladinskih voditeljev in drugih akterjev, ki podpirajo mlade. V njem je upoštevan tudi širši družbeni kontekst, vključno z globalizacijo, mreženjem, e-rešitvami itd., zato omogoča eksperimentiranje, razmislek in učenje iz teh izkušenj.
16. | Development of smart youth work should be built upon the active engagement of young people themselves, allowing them to best contribute their already existing digital competences as well as to develop additional ones, while also benefiting from respective peer support.16. | Mladi bi morali dejavno sodelovati pri razvoju pametnega mladinskega dela, kar jim bo omogočilo, da bodo njihove že pridobljene kompetence kar najbolje izkoriščene, pa tudi, da bodo razvili nove, obenem pa bodo imeli podporo sovrstnikov.
17. | Smart youth work shall respect the privacy and safety of all young people, and safeguard their rights.17. | Pri pametnem mladinskem delu se spoštujeta zasebnost in varnost mladih ter varujejo njihove pravice.
INVITES, WITH THEIR RESPECTIVE SPHERES OF COMPETENCES, THE MEMBER STATES AND THE COMMISSION TO:POZIVA DRŽAVE ČLANICE IN KOMISIJO, NAJ V OKVIRU SVOJIH PRISTOJNOSTI:
18. | Create conditions for smart youth work, where and as appropriate, including: | a) | developing and implementing smart youth work in youth work and youth policy goals, strategic and financial instruments; | b) | mapping and addressing the digital gap and inequalities to access the technological developments from the viewpoint of young people, especially those with fewer opportunities, youth workers and youth leaders and other stakeholders supporting youth; | c) | supporting the development of competences relevant for smart youth work of young people, youth workers and youth leaders as well as other stakeholders supporting youth, including: | — | on issues such as information and data literacy, communication and collaboration through digital media and technologies, safety in digital environments etc.; | — | through diverse approaches to teaching and learning in all possible formats and levels, for example by incorporating smart youth work into relevant training programmes, youth work occupational standards and guidelines etc.; | d) | exchanging of examples of best practice in the use of digital media and technology.18. | ustvarijo razmere, ki bodo omogočale pametno mladinsko delo, kjer in kadar je to ustrezno, med drugim naj: | (a) | razvijajo in izvajajo pametno mladinsko delo v okviru mladinskega dela in ciljev mladinske politike, strateških in finančnih instrumentov; | (b) | opredelijo in odpravijo digitalni razkorak in neenakosti pri dostopu do tehnoloških novosti z vidika mladih, zlasti tistih z manj priložnostmi, mladinskih delavcev in mladinskih voditeljev ter drugih akterjev, ki podpirajo mlade; | (c) | pri mladih, mladinskih delavcih, mladinskih voditeljih ter drugih akterjih, ki podpirajo mlade, spodbujajo razvijanje kompetenc, ki so pomembne za pametno mladinsko delo, tudi: | — | v zvezi z vprašanji, kot so informacijska in podatkovna pismenost, komuniciranje in sodelovanje prek digitalnih medijev in tehnologij, varnostjo v digitalnih okoljih itd., | — | z različnimi pristopi k poučevanju in učenju v vseh možnih oblikah in na vseh možnih ravneh, na primer z vključevanjem pametnega mladinskega dela v ustrezne programe usposabljanja, poklicne standarde in smernice mladinskega dela itd.; | (d) | zagotovijo izmenjavo najboljših praks pri uporabi digitalnih medijev in tehnologije;
19. | digital infrastructure enhancing connectivity and cross-sectoral partnerships, including with the education, innovation, research and development field, start-up companies and the business sector at large. While doing so, synergies with the Digital Single Market Strategy, Research and Innovation strategies for Smart Specialisation, existing structures, public and private services and programmes, such as Erasmus+ and Horizon 2020, should be sought.19. | zagotovijo digitalno infrastrukturo, ki spodbuja povezljivost in medsektorska partnerstva (tudi na področjih, kot so izobraževanje, inovacije, raziskave in razvoj), zagonska podjetja in gospodarstvo na splošno. Pri tem bi bilo treba iskati sinergije s strategijo digitalnega enotnega trga, raziskovalnimi in inovacijskimi strategijami za pametno specializacijo, obstoječimi strukturami ter javnimi in zasebnimi službami in programi, kot sta Erasmus+ in Obzorje 2020;
20. | Continue to work together to ensure that these conclusions are acted upon in the context of ongoing work on strategic perspectives for European cooperation in the youth field post 2018.20. | še naprej sodelujejo, da bi zagotovile ukrepanje na podlagi teh sklepov v okviru že začetega dela glede strateških možnosti za evropsko sodelovanje na mladinskem področju po letu 2018;
21. | Organise an international event for further exploration of perspectives of smart youth work between interested Member States during the years 2017-2018.21. | v letih 2017–2018 za zainteresirane države članice organizirajo mednarodni dogodek, na katerem bi nadalje raziskali možnosti za pametno mladinsko delo.
(1)  Expert group on ‘Risks, opportunities and implications of digitalisation for youth, youth work and youth policy’: Digital youth work means proactively using or addressing digital media and technology in youth work. Digital youth work is not a youth work method — digital youth work can be included in any youth work setting (open youth work, youth information and counselling, youth clubs, detached youth work, etc.). Digital youth work has the same goals as youth work in general, and using digital media and technology in youth work should always support these goals. Digital youth work can happen in face-to-face situations as well as in online environments — or in a mixture of these two. Digital media and technology can be either a tool, an activity or a content in youth work.(1)  Strokovna skupina, ki obravnava tveganja, priložnosti in posledice digitalizacije za mlade, mladinsko delo in mladinsko politiko: Digitalno mladinsko delo pomeni proaktivno uporabo in obravnavo digitalnih medijev in tehnologije pri mladinskem delu. Digitalno mladinsko delo ni metoda mladinskega dela – digitalno mladinsko delo je mogoče vključiti v vsako okolje mladinskega dela (odprto mladinsko delo, informiranje in svetovanje za mlade, mladinski centri, ulično mladinsko delo itd.). Digitalno mladinsko delo ima iste cilje kot mladinsko delo na splošno, uporaba digitalnih medijev in tehnologije v mladinskem delu pa bi morala vedno prispevati k uresničevanju teh ciljev. Digitalno mladinsko delo lahko poteka v živo ali v spletnih okoljih – ali v kombinaciji obojega. Digitalni mediji in tehnologija so lahko orodje, dejavnost ali vsebina mladinskega dela.
