THE EUROPEAN COMMISSION,EURÓPSKA KOMISIA,
Having regard to the Treaty on the Functioning of the European Union,so zreteľom na Zmluvu o fungovaní Európskej únie,
Having regard to Regulation (EU) No 1260/2013 of the European Parliament and of the Council of 20 November 2013 on European demographic statistics (1), and in particular Article 3(4) thereof,so zreteľom na nariadenie Európskeho parlamentu a Rady (EÚ) č. 1260/2013 z 20. novembra 2013 o európskej demografickej štatistike (1), a najmä na jeho článok 3 ods. 4,
Whereas:keďže:
(1) | Regulation (EU) No 1260/2013 establishes a common legal framework for the development, production and dissemination of European statistics on population and vital events.(1) | Nariadením (EÚ) č. 1260/2013 sa stanovuje spoločný právny rámec pre tvorbu, zostavovanie a zverejňovanie európskej štatistiky obyvateľstva a udalostí vitálnej štatistiky.
(2) | In order to ensure that data on population and on vital events provided by Member States, as required by Regulation (EU) No 1260/2013, are of high quality, comparable, consistent and in order to allow reliable Union-wide overviews to be drawn up, the data should be broken down.(2) | Aby sa zabezpečila vysoká kvalita, porovnateľnosť a konzistentnosť údajov o obyvateľstve a udalostiach vitálnej štatistiky, ktoré členské štáty zasielajú podľa nariadenia (EÚ) č. 1260/2013, a aby sa umožnilo zostavovanie spoľahlivých prehľadov za celú Úniu, údaje by sa mali členiť.
(3) | Data should be therefore provided to the Commission broken down by territorial units in accordance with Regulation (EC) No 1059/2003 of the European Parliament and of the Council of 26 May 2003 on the establishment of a common classification of territorial units for statistics (NUTS) (2).(3) | Údaje by sa preto mali zasielať Komisii v členení podľa územných jednotiek v súlade s nariadením Európskeho parlamentu a Rady (ES) č. 1059/2003 z 26. mája 2003 o zostavení spoločnej nomenklatúry územných jednotiek pre štatistické účely (NUTS) (2).

Subject matterPredmet úpravy
This Regulation establishes uniform conditions for the breakdowns of data required by Regulation (EU) No 1260/2013, as well as for deadlines and for revisions of those data.V tomto nariadení sa stanovujú jednotné podmienky, pokiaľ ide o členenie údajov podľa nariadenia (EÚ) č. 1260/2013, ako aj termíny a revízie týchto údajov.
Article 2Článok 2
DefinitionsVymedzenie pojmov
Definitions laid down in Regulation (EU) No 1260/2013 shall apply. In addition, for the purpose of this Regulation, the following definitions shall also apply:Uplatňujú sa vymedzenia pojmov stanovené v nariadení (EÚ) č. 1260/2013. Na účely tohto nariadenia sa uplatňujú aj tieto vymedzenia pojmov:
(a) | ‘age’ at a given date (either reference time or date of the event) means the interval of time between the date of birth and the given date, expressed in completed years;a) | „vek“ k určitému dátumu (buď referenčný čas alebo dátum udalosti) je časový interval medzi dátumom narodenia a určitým dátumom, vyjadrený v dokončených rokoch;
(b) | ‘country of birth’ of an individual means the country of usual residence (in its current borders, if the information is available) of the individual’s mother at the time of the delivery, or, failing this, the country (in its current borders, if the information is available) in which the birth took place;b) | „krajina narodenia“ jednotlivca je krajina obvyklého bydliska (v rámci jej súčasných hraníc, ak sú k dispozícii informácie) matky jednotlivca v čase pôrodu, alebo, ak to nie je možné, krajina (v rámci jej súčasných hraníc, ak sú k dispozícii informácie), v ktorej sa pôrod uskutočnil;
(c) | ‘country of birth of the mother’ means the ‘country of birth’ of the mother;c) | „krajina narodenia matky“ je „krajina narodenia“ matky;
(d) | ‘citizenship’ means the particular legal bond between an individual and his or her State, acquired by birth or naturalisation, whether by declaration, choice, marriage or other means according to national legislation;d) | „štátne občianstvo“ je osobitný právny zväzok medzi jednotlivcom a jeho štátom, získaný narodením alebo naturalizáciou, či už vyhlásením, voľbou, sobášom alebo iným spôsobom v súlade s vnútroštátnymi právnymi predpismi tohto štátu;
(e) | ‘live-birth order’ means the numerical order of the live birth being recorded in relation to all previous live births of the mother;e) | „poradie narodenia živého dieťaťa“ je číselné poradie, v ktorom sa eviduje živonarodené dieťa s ohľadom na všetky predchádzajúce živonarodené deti matky;
(f) | ‘month of occurrence’ means the calendar month of occurrence of the event;f) | „mesiac narodenia alebo úmrtia“ je kalendárny mesiac, v ktorom došlo k narodeniu alebo úmrtiu;
(g) | ‘year of birth’ means the calendar year of occurrence of the birth;g) | „rok narodenia“ je kalendárny rok narodenia;
(h) | ‘Member State’ means a country that is a member of the European Union at the end of the reference year.h) | „členský štát“ je krajina, ktorá je členom Európskej únie na konci referenčného roka.
Article 3Článok 3
Breakdowns and statistical tablesČlenenia a štatistické tabuľky
The breakdowns of the data to be provided to the Commission (Eurostat) under Regulation (EU) No 1260/2013 are set out in Annex I.Členenia údajov, ktoré sa majú zasielať Komisii (Eurostatu) podľa nariadenia (EÚ) č. 1260/2013, sú stanovené v prílohe I.
The statistical tables to be provided to the Commission (Eurostat) are set out in Annex II.Štatistické tabuľky, ktoré sa majú zasielať Komisii (Eurostatu), sú stanovené v prílohe II.
Article 4Článok 4
DeadlinesTermíny predkladania údajov
1.   Each year Member States shall provide the Commission (Eurostat) with provisional data on total population, total live births and total deaths at national level, as described in Annex II, point 1, within six months of the end of the reference year.1.   Členské štáty zasielajú Komisii (Eurostatu) každý rok do 6 mesiacov od konca referenčného roka predbežné údaje o celkovom počte obyvateľov, celkovom počte narodených živých detí a celkovom počte úmrtí na národnej úrovni podľa prílohy II bodu 1.
2.   Each year Member States shall provide the Commission (Eurostat) with data at national and regional level as described in Annex II, point 2, and related standard reference metadata (in the metadata structure definition defined for the Euro SDMX Metadata Structure) for the reference year within 12 months of the end of the reference year.2.   Členské štáty zasielajú Komisii (Eurostatu) každý rok do 12 mesiacov od konca referenčného roka údaje za referenčný rok na národnej a regionálnej úrovni podľa prílohy II bodu 2 a súvisiace štandardné referenčné metaúdaje (v štruktúre metaúdajov stanovenej pre štruktúru metaúdajov Euro SDMX).
3.   Each year Member States shall provide the Commission (Eurostat) with provisional monthly data on total live births and total deaths, as described in Annex II, point 3, each covering at least the first six months of the reference year, by 30 November of the same reference year.3.   Členské štáty zasielajú Komisii (Eurostatu) každý rok do 30. novembra referenčného roka predbežné mesačné údaje o celkovom počte narodených živých detí a celkovom počte úmrtí podľa prílohy II bodu 3, pričom údaje sa vzťahujú vždy na minimálne prvých šesť mesiacov referenčného roka.

Data revisionsRevízie údajov
1.   Member States shall inform the Commission (Eurostat) of any planned revision of the data supplied under Article 4(2) no later than one week before the release of the revised data in the Member State concerned.1.   Členské štáty informujú Komisiu (Eurostat) o každej plánovanej revízii údajov zaslaných podľa článku 4 ods. 2 najneskôr jeden týždeň pred zverejnením revidovaných údajov v príslušnom členskom štáte.
2.   Member States shall provide any revised data to the Commission (Eurostat) no later than one week after the release of these data.2.   Členské štáty zasielajú Komisii (Eurostatu) všetky revidované údaje najneskôr do jedného týždňa od zverejnenia uvedených údajov.
3.   Member States shall ensure that any revised data provided to the Commission (Eurostat) is consistent with the whole set of data provided under Article 4(2).3.   Členské štáty zabezpečia, aby boli všetky revidované údaje zasielané Komisii (Eurostatu) konzistentné s celým súborom údajov zaslaným podľa článku 4 ods. 2.

Entry into forceNadobudnutie účinnosti
This Regulation shall enter into force on the twentieth day following that of its publication in the Official Journal of the European Union.Toto nariadenie nadobúda účinnosť dvadsiatym dňom po jeho uverejnení v Úradnom vestníku Európskej únie.
This Regulation shall be binding in its entirety and directly applicable in all Member States.Toto nariadenie je záväzné v celom rozsahu a priamo uplatniteľné vo všetkých členských štátoch.
