COUNCIL RESOLUTION
of 28 May 1969
drawing up a programme for the elimination of technical barriers to trade in industrial products which result from disparities between the provisions laid down by law, regulation or administrative action in Member States
THE COUNCIL OF THE EUROPEAN COMMUNITIES,
Whereas the Council Decision of 26 July 1966 ( 1 ) eliminated customs duties and quantitative restrictions between Member States in respect of products other than those listed in Annex II to the Treaty; whereas, in order to establish a common market, it is also necessary to eliminate technical barriers to trade in industrial products which result from disparities between the provisions laid down by law, Regulation or administrative action in Member States;
Whereas an order of priorities for the elimination of most of these barriers should be laid down in a programme for the approximation of such provisions in three stages; whereas this programme should enable the work to be done in this field by the various institutions of the Community to be better coordinated;
Whereas it may prove necessary to amend this programme during its implementation in order, in particular, to take account of the obligations entered into by the Representatives of the Governments of the Member States meeting in the Council as regards standstill and notification to the Commission,
Has adopted the following programme for the elimination of technical barriers to trade in industrial products which result from disparities between the provisions laid down by law, Regulation or administrative action in Member States. This programme may be amended on a proposal from the Commission.
