++++ Article 201 The Commission shall examine the conditions under which the financial contributions of Member States provided for in Article 200 could be replaced by the Community's own resources , in particular by revenue accruing from the common customs tariff when it has been finally introduced . To this end , the Commission shall submit proposals to the Council . After consulting the Assembly on these proposals the Council may , acting unanimously , lay down the appropriate provisions , which it shall recommend to the Member States for adoption in accordance with their respective constitutional requirements .
