My Lords,
There is little I can usefully say in these cases. The Italian Republic does not deny that it has failed to bring into force the national legislation necessary to comply with the directives in question. It explains the circumstances that have led to the delay but does not claim that they justify it.
In my opinion Your Lordships can but make the declarations sought by the Commission, and order the Italian Republic to pay the costs of the actions.
