Is Article 9(2)(b) of Royal Decree 1470/2007 of 2 November 2007, which makes the opportunity to acquire entitlement to single payments from the national reserve subject to the condition that young farmers should have set up their first business under a Rural Development Programme established under Council Regulation No 1698/2005 (1) of 20 September 2005, compatible with Article 42(3) of Council Regulation (EC) No 1782/2003 (2) of 29 September 2003?
