Decision (EU) 2022/2562 on the signing, on behalf of the European Union, and provisional application of the Framework Agreement with Thailand

WHAT IS THE AIM OF THE AGREEMENT AND THE DECISION?

• The agreement aims to enhance the political dialogue on issues of global concern and give more scope for mutually beneficial cooperation on a range of issues.
• The decision approves the agreement on behalf of the European Union (EU).

KEY POINTS

The agreement is divided into titles covering different areas of cooperation.

• Peace and security with particular emphasis on combating:
  • the proliferation and delivery of weapons of mass destruction;
  • the illicit trade in small and light weapons;
  • serious crimes of international importance;
  • terrorism.
• Bilateral, regional and international cooperation with a focus on cooperation and exchanges of views in international forums and organisations such as the United Nations and in EU–-Association of Southeast Asian Nations (ASEAN) relations.
• Trade and investment issues such as:
  • sustainable food systems,
  • technical barriers to trade,
  • competition policy,
  • intellectual property rights.
• Freedom, security and justice covering issues such as:
  • the rule of law,
  • gender equality and the empowerment of women,
  • migration,
  • combating organised crime and corruption.
• Cooperation in other sectors including:
  • human rights,
  • science, technology and innovation,
  • the environment and natural resources, and climate change,
  • ocean governance.

A joint committee, with representatives of both parties, oversees the implementation of the agreement and the fulfilment of its objectives.

DATE OF ENTRY INTO FORCE

The agreement was signed on 14 December 2022 and will enter into force once it is ratified by the EU Member States, concluded by the EU and ratified by Thailand.
