COMMISSION IMPLEMENTING REGULATION (EU) 2025/1391

of 15 July 2025

correcting Implementing Regulation (EU) 2024/1186 as regards the methyleugenol concentration in cinnamon bark essential oil

THE EUROPEAN COMMISSION,

Having regard to the Treaty on the Functioning of the European Union,

Having regard to Regulation (EC) No 1831/2003 of the European Parliament and of the Council of 22 September 2003 on additives for use in animal nutrition (1), and in particular Article 9(2) thereof,

Whereas:

The substance cinnamon bark essential oil from Cinnamomum verum J. Presl was authorised as a feed additive for certain animal species by Commission Implementing Regulation (EU) 2024/1186 (2) for a period of 10 years.

In the Annex to Implementing Regulation (EU) 2024/1186, the maximum permitted concentration of methyleugenol in cinnamon bark essential oil is erroneously referred to with a value of ‘≤ 0,04 %’, while according to the opinion of the European Food Safety Authority of 27 September 2022 (3), the concentration of methyleugenol in cinnamon bark essential oil should not exceed 0,004 %.

Implementing Regulation (EU) 2024/1186 should therefore be corrected accordingly.

To preserve the legitimate expectations of the feed business operators resulting from the erroneous authorisation of the feed additive cinnamon bark essential oil from Cinnamomum verum J. Presl, a short transitional period should be provided for to allow those operators to adapt to the correction introduced by this Regulation.

The measures provided for in this Regulation are in accordance with the opinion of the Standing Committee on Plants, Animals, Food and Feed,

HAS ADOPTED THIS REGULATION:

Article 1

Correction to Implementing Regulation (EU) 2024/1186

In the Annex to Implementing Regulation (EU) 2024/1186, in the entry for the feed additive cinnamon bark essential oil identified as ‘2b133-eo’, in the third column ‘Composition, chemical formula, description, analytical method’, under the heading ‘Specifications’, the indent ‘— Methyleugenol: ≤ 0,04 %’ is replaced by ‘— Methyleugenol: ≤ 0,004 %’.

Article 2

Transitional measures

The feed additive cinnamon bark essential oil from Cinnamomum verum J. Presl, as authorised by Implementing Regulation (EU) 2024/1186, and premixtures, compound feed and feed materials containing that feed additive, which are produced and labelled before 5 September 2025 in accordance with the rules applicable before 5 August 2025 may continue to be placed on the market and used until 5 February 2026.

Article 3

Entry into force

This Regulation shall enter into force on the twentieth day following that of its publication in the Official Journal of the European Union.

This Regulation shall be binding in its entirety and directly applicable in all Member States.
