Amendment by France of public service obligations imposed on scheduled air services within France

1. Pursuant to Article 4(1)(a) of Council Regulation (EEC) No 2408/92 of 23 July 1992 on access for Community air carriers to intra-Community air routes, France has decided to amend the public service obligations imposed on scheduled air services between Aurillac and Paris (Orly) published in the Official Journal of the European Communities C 385/09 of 11 December 1998.

2. From 1 July 2004, the public service obligations are as follows:

Minimum frequency

The minimum level of service provided must be two return trips a day from Monday to Thursday inclusive, and three return trips on Friday, 225 working days a year. During the rest of the year, there must be one return trip a day from Monday to Friday inclusive, excluding public holidays.

Services must be operated without a stopover between Paris (Orly) and Aurillac.

Type of aircraft used and capacity provided

Services must be operated with a pressurised turboprop or jet aircraft having a seating capacity of at least 19.

Timetables

During the periods where at least two return trips a day are required, timetables must be such as to enable passengers on business trips to make the round trip within the day and to spend at least seven hours in Aurillac and at least eight hours in Paris.

Flight bookings

Flights must be marketed using at least one computerised reservation system.

Continuity of service

Except in cases of force majeure, the number of flights cancelled for reasons directly attributable to the carrier must not exceed 3 % of the number of flights scheduled in any year.

The carrier must give six months' notice before discontinuing these services.

3. Slots are currently reserved at Paris (Orly) airport for the scheduled Paris (Orly)-Aurillac service pursuant to Article 9 of Council Regulation (EEC) No 95/93 of 18 January 1993 on common rules for the allocation of slots at Community airports. Air carriers interested in this route can obtain information about these slots from the Paris airports coordinator.
