Governance of the EU youth dialogue

 

SUMMARY OF:

Resolution establishing guidelines on the governance of the EU youth dialogue as part of the 2019–2027 EU youth strategy

WHAT IS THE AIM OF THE RESOLUTION?

It provides guidelines for the European Union (EU) youth dialogue by covering the:

  • people and bodies involved and their roles;
  • organisational framework for the various activities;
  • governance issues.

KEY POINTS

The EU youth dialogue:

  • operates within the overall framework of the EU youth strategy;
  • provides young people and their representatives with direct access to decision-makers to ensure their views are taken into account during relevant policy deliberations;
  • takes inspiration for its work from the 11 European youth goals young people themselves drew up.

The EU youth strategy sets out the following conditions for the dialogue:

  • build on experience from the past;
  • apply 18-month work cycles;
  • adopt one thematic priority per cycle – the one for 2022 to mid-2023 being ‘Engaging together for a Sustainable and Green Europe’, which connects youth goals 3 (‘Inclusive Societies’) and 10 (‘Sustainable Green Europe’);
  • take account of the EUYS’s work plan implemented through 3-yearly programmes;
  • allow Member States flexibility in governance and implementation of the dialogue;
  • monitor outcomes during the whole process;
  • recognise the role of national working groups who are responsible for connecting with young people, youth organisations and policymakers.

The trio presidency

  • takes the lead role in steering implementation of the dialogue in close cooperation with the European Commission, national agencies, the European Youth Forum and youth civil society;
  • gives priority to fostering participation by youth civil society;
  • organises regular exchanges between all concerned within the European Steering Group (ESG);
  • may identify representatives to participate in the ESG, including voices for young people with fewer opportunities or who are not a part of youth associations;
  • ensures the smooth running of the dialogue during each 18-month work cycle by informing all concerned in a timely manner.

The ESG’s role is to:

  • provide overall guidance to the dialogue and support where necessary;
  • ensure effective cooperation with the national working groups;
  • evaluate, follow up and disseminate the outcome of each 18-month cycle;
  • facilitate a smooth transition between each trio presidency.

FROM WHEN DOES THE RESOLUTION APPLY?

It has applied since 1 July 2019.

The EU has run a dedicated EU youth policy since 2002. Its latest strategy runs from 2019 to 2027.
