Must the first indent of Article 17(2)(a) [of Council Directive 86/653/EEC of 18 December 1986 on the coordination of the laws of the Member States relating to self-employed commercial agents] (1) be interpreted as precluding the application of a national provision under which ‘new customers’ can also be customers acquired by the commercial agent who have already maintained business relations with the principal for products sold by him from a range of products but not for products whose sole representation the principal has entrusted to the agent?
