Annual expenditure planned under the scheme or amount of ad hoc aid granted: The planned volume of funding under the scheme for 2009 is EUR 190 000 (SKK 5,72 mil.).

The overall aid budget per year from 2009 is EUR 190 000 (SKK 5 720 000).

The overall aid budget for the 2009-2013 period is EUR 950 000 (SKK 28 620 000).

Maximum aid intensity: Aid to compensate for losses of fish caused by a compulsory veterinary measure may be granted to fish farmers up to a level of 100 % of the calculated loss, minus any insurance payments received, if the farmer was insured, and up to a maximum of EUR 30 000 to each individual fish farmer in a calendar year.

This aid intensity (EUR 30 000) is the maximum ceiling for the expected level of subsidy to a single fish farmer in the calendar year in question.

Losses are calculated only on the market value of fish that perished as a result of disease or were killed as a result of compulsory veterinary measures ordered by the state veterinary care authority.

If the fish farmer does not submit an expert report, losses are calculated as the product of the market value of the unit amount and the total quantity of fish (e.g. in kg or numbers of fish) that died as a result of the compulsory veterinary measure.

Date of entry into force: The scheme enters into force and becomes applicable on the date of publication on the Ministry’s website (8 December 2009).

Duration of the scheme or individual aid award (not later than 30 June 2014); indicate:

under the scheme: the date until which aid may be granted,

in the case of an ad hoc aid: the expected date of the last instalment to be paid,

the scheme will expire on 31 December 2013.

Objective of aid: The purpose of the aid is to contribute to the control and eradication of disease in aquaculture under the terms laid down in the Council Decision, in the form of compensation for losses incurred by fish farmers through the death of fish as a result of disease or compulsory veterinary measures.

Indicate which of Articles 8 to 24 is used: Article 14 — Aid for animal health measures.

Motivation: Indicate why a State aid scheme has been established instead of assistance under the European Fisheries Fund:

This State aid does not form part of Slovakia’s Fisheries Operational Programme for 2007-2013. It concerns support to small and medium-sized businesses, granted in the form of compensation to fish farmers based in the Slovak Republic for losses sustained by them as a result of compulsory veterinary measures carried out under public programmes to eliminate, control or study animal diseases.

Maximum aid intensity: Aid is granted in accordance with Article 24(1)(v) of Regulation (EC) No 1198/2006 and paid out in accordance with Annex II to that Regulation and Article 9 of Regulation (EC) 736/2008 of 22 July 2008.

Objective of aid: To provide socio-economic compensation to seamen and financial incentives for vessel owners for good behaviour in accordance with Measure 1.2 ‘Public aid for temporary cessation’ of the Operational Programme to implement fishing effort adjustment plans, with the aim of achieving a balance between fishing effort and the available resources taking into account the existence of extreme differences between different fishing areas and between fishing segments within the same area.
