On page 2, Article 2:

point 3 is hereby completed as follows:

'. . . by this Directive with the exception of the provisions laid down in paragraph 5.1 of Annex I to this Directive (maximum vertical displacement of the steering column) which shall have effect only from 1 October 1996.`,
