WHAT IS THE AIM OF THE AGREEMENT AND THE DECISION?

  • The agreement establishes a formal system for cooperation between the European Community (now the European Union (EU)) and Brazil, aiming at encouraging, developing and facilitating activities in science and technology fields of common interest.
  • By its decision, the Council of the European Union approved the conclusion of the agreement on behalf of the European Community.

KEY POINTS

Activities conducted under the agreement are based on a set of principles:

  • mutual benefit
  • reciprocal access
  • timely exchange of information
  • appropriate protection of intellectual property.

Fields of cooperation

Cooperative activities must be designed to promote:

  • the advancement of science
  • industrial competitiveness
  • economic and social development.

There should be an emphasis on the following fields:

  • biotechnology
  • information and communication technologies
  • bioinformatics
  • space
  • micro- and nanotechnologies
  • materials research
  • clean technologies
  • management and sustainable use of environmental resources
  • biosafety
  • health and medicine
  • aeronautics
  • metrology, standardisation and conformity assessment
  • human sciences.

Activities

Cooperative activities may include the following:

  • joint research and technological development projects;
  • visits and exchanges of scientists, researchers and technical experts;
  • joint organisation of scientific seminars, conferences, symposiums and workshops, along with the participation of experts in those activities;
  • concerted measures such as the pooling of research and technological development projects;
  • exchange and sharing of equipment and materials;
  • exchanges of information on practices, laws, regulations and programmes relevant to cooperation under this agreement, including information on policy in the field of science and technology.

DATE OF ENTRY INTO FORCE

The agreement entered into force on 7 August 2007 for an initial period of 5 years. It has been renewed three times, most recently in 2022, for an additional period of 5 years.

BACKGROUND

EU–Brazil relations are based on a strategic partnership established in 2007 and on the EU’s cooperation agreement with Mercosur.
