EU’s strategy for jobs and growth - progress on Europe 2020

SUMMARY
The views received from a wide range of interested parties on the first years of the Europe 2020 strategy play an important part in the ongoing review of the Europe 2020 strategy.
WHAT DOES THE COMMUNICATION DO?
It sets out the main findings of the 2014 public consultation on the Europe 2020 strategy. That consultation followed a European Commission communication published in March 2014 entitled ‘Taking stock of the Europe 2020 strategy for smart, sustainable and inclusive growth’.
KEY POINTS
What is Europe 2020?
It is a 10-year strategy based on a partnership between the EU and EU countries. It set out five interrelated targets for the EU to achieve by 2020 in the areas of:

employment;

— |
research and development;
|
|
— |
climate change and energy;
|
|
— |
education;
|
|
— |
the fight against poverty and social exclusion.
|
In addition, the Commission set out seven flagship initiatives to boost jobs and growth.
Who took part in the consultation?
755 individual responses were received. They were split amongst a number of different groups:

social partners, interest groups and non-governmental organisations form the most represented category (41 %);
|
|
— |
EU countries’ governments and public authorities, including local and regional authorities (20 %);
|
|
— |
individual citizens (19 %);
|
|
— |
think tanks, academia and foundations (14 %);
|
|
— |
companies (6 %) of the respondents.

What are the main conclusions of the consultation?

Europe 2020 has value as a framework to promote jobs and growth at EU and national level. Its objectives and priorities are meaningful in the light of current and future challenges.

— |
The 5 headline targets are important keys for stimulating jobs and growth and help to keep the strategy focused.
|
|
— |
Most of the flagship initiatives have served their purpose but they have a low public profile.
|
|
— |
There is scope and a need to improve the delivery of the strategy through enhanced ownership and involvement on the ground.

What is the next step?
The Commission will also take into account contributions from the European Parliament, the Council, national Parliaments, the European Economic and Social Committee and the Committee of the Regions. It will present plans for the review of the Europe 2020 strategy.
