First created in 2004, the European Neighbourhood Policy (ENP) seeks to establish special relations with 16 of the EU's neighbours in the Southern Mediterranean and the Southern Caucasus for which accession is not in prospect. It is part of the European security strategy.
The ENP's focus is on promoting sustainable democracy, accompanied by inclusive economic development. It is based on a mutual interest in upholding common values: democracy, the rule of law, human rights, good governance, the principles of a market economy and sustainable development.
The policy is put into effect by means of bilateral, 3-5 year action plans. These set out an agenda, covering political and economic reforms, closer alignment of legislation with that of the EU, participation in certain EU programmes and the development or strengthening of cooperation and dialogue.
The ENP is supported by the European Neighbourhood Instrument 2014-2020 with a budget of €15.4 billion.
