IZVEDBENI SKLEP KOMISIJE (EU) 2026/1330

z dne 9. junija 2026

o spremembi Izvedbenega sklepa (EU) 2026/820 o nekaterih nujnih ukrepih v zvezi s slinavko in parkljevko v Grčiji

EVROPSKA KOMISIJA JE –

ob upoštevanju Pogodbe o delovanju Evropske unije,

ob upoštevanju Uredbe (EU) 2016/429 Evropskega parlamenta in Sveta z dne 9. marca 2016 o prenosljivih boleznih živali in o spremembi ter razveljavitvi določenih aktov na področju zdravja živali („Pravila o zdravju živali“) (1) in zlasti člena 259(1) Uredbe,

ob upoštevanju naslednjega:

Slinavka in parkljevka je nalezljiva virusna bolezen, ki prizadene sesalce iz redov Artiodactyla in Proboscidea ter lahko močno vpliva na zadevno populacijo živali in donosnost gojenja, kar povzroča motnje pri premikih pošiljk navedenih živali in proizvodov iz njih znotraj Unije in pri izvozu v tretje države. V primeru izbruha slinavke in parkljevke pri živalih obstaja resno tveganje za širjenje navedene bolezni v druge obrate, ki gojijo živali vrst s seznama, kot so določene v Prilogi k Izvedbeni uredbi Komisije (EU) 2018/1882 (2) (vrste s seznama).

Delegirana uredba Komisije (EU) 2020/687 (3) dopolnjuje pravila za obvladovanje bolezni s seznama iz člena 9(1), točke (a), (b) in (c), Uredbe (EU) 2016/429, ki so opredeljene kot bolezni kategorij A, B in C v Izvedbeni uredbi (EU) 2018/1882. Zlasti člena 21 in 22 Delegirane uredbe (EU) 2020/687 določata vzpostavitev območja z omejitvami v primeru izbruha bolezni kategorije A, vključno s slinavko in parkljevko, in nekatere ukrepe, ki jih je treba na tem območju izvajati. Poleg tega člen 21(1) navedene delegirane uredbe določa, da območje z omejitvami zajema zaščitno območje, ogroženo območje in po potrebi dodatna območja z omejitvami okoli zaščitnih in ogroženih območij ali ob njih.

Izvedbeni sklep Komisije (EU) 2026/820 (4) je bil sprejet na podlagi Uredbe (EU) 2016/429 in določa nekatere nujne ukrepe zaradi izbruhov slinavke in parkljevke v obratih, v katerih gojijo živali vrst s seznama, v regionalni enoti Lezbos v Grčiji. Natančneje, Izvedbeni sklep (EU) 2026/820 določa, da mora Grčija v skladu s členom 21 Delegirane uredbe (EU) 2020/687 vzpostaviti območja z omejitvami, ki zajemajo zaščitna in ogrožena območja, in dodatno območje z omejitvami, na katerih se ukrepi, ki jih je treba izvajati na zaščitnih in ogroženih območjih ter dodatnem območju z omejitvami, izvajajo vsaj do datumov iz Priloge k navedenemu izvedbenemu sklepu, zaščitna in ogrožena območja ter dodatno območje z omejitvami pa morajo obsegati vsaj območja iz navedene priloge. Izvedbeni sklep (EU) 2026/820 je bil nazadnje spremenjen z Izvedbenim sklepom Komisije (EU) 2026/1038 (5).

Od sprejetja Izvedbenega sklepa (EU) 2026/1038 so bili na podlagi informacij, ki jih je predložila Grčija, pregledani nujni ukrepi, ki jih je treba izvajati na zaščitnih in ogroženih območjih ter dodatnem območju z omejitvami iz Priloge k navedenemu sklepu, ter časovni okvir za njihovo izvedbo, zlasti v zvezi z datumi predhodnega čiščenja in razkuževanja prizadetih obratov, ki morajo biti opravljeni v skladu z Delegirano uredbo (EU) 2020/687. Zato je treba prilagoditi trajanje nujnih ukrepov na navedenih zaščitnih in ogroženih območjih.

Poleg tega je od sprejetja Izvedbenega sklepa (EU) 2026/1038 prišlo do nadaljnjih izbruhov slinavke in parkljevke v obratih v regionalni enoti Lezbos v Grčiji, tako na območjih, ki so že navedena kot zaščitna in ogrožena območja v Prilogi k Izvedbenemu sklepu (EU) 2026/820, kot zunaj navedenih območij.

Glede na trenutne epidemiološke razmere v zvezi s slinavko in parkljevko v Grčiji ter za preprečitev nadaljnjega širjenja navedene bolezni v navedeni državi članici, v druge države članice ali tretje države je treba nujno posodobiti območja, navedena kot zaščitna in ogrožena območja ter dodatno območje z omejitvami v Prilogi k Izvedbenemu sklepu (EU) 2026/820, jih po potrebi prostorsko kot časovno prilagoditi ter vzpostaviti nova zaščitna in ogrožena območja z omejitvami ob upoštevanju novih izbruhov v Grčiji. To je potrebno tudi zato, da se preprečijo kakršne koli nepotrebne motnje za trgovino v Uniji in kakršne koli neupravičene omejitve trgovanja, ki bi jih uvedle tretje države.

Prilogo k Izvedbenemu sklepu (EU) 2026/820 bi bilo zato treba ustrezno spremeniti.

SPREJELA NASLEDNJI SKLEP:

Člen 1

Priloga k Izvedbenemu sklepu (EU) 2026/820 se nadomesti z besedilom iz Priloge k temu sklepu.

Člen 2

Ta sklep je naslovljen na Helensko republiko.
