1. Nadaljevanje zasedanja
Seja se je začela ob 17.00.
2. Izjava predsedujočega
Predsednik je v imenu Parlamenta podal izjavo, v kateri je pozval strani, vpletene v konflikt na Severnem Irskem, naj se vzdržijo vsakršnih provokativnih dejanj, ki bi utegnila ovirati mirovni proces, in naj v okviru novega kroga pogajanj, ki se bo začel 16. oktobra 2014, vzpostavijo dialog, ki je edino primerno sredstvo.
Predsednik je opomnil, da je Parlament v tem procesu pripravljen prevzeti vlogo nepristranskega mediatorja.
3. Članstvo v političnih skupinah
Predsednik je sporočil, da je Iveta Grigule 16. oktobra 2014 zapustila skupino EFDD in se pridružila samostojnim poslancem.
Zaradi odločitve te poslanke skupina EFDD ne izpolnjuje več pogojev, ki jih zahteva člen 32(2) pravilnika o ustanovitvi politične skupine, zato je bila skupina 16. oktobra 2014 razpuščena.
Paul Nuttall je izpostavil vprašanje sedežev v sejni dvorani in posebne vloge predsednika (predsednik je opozoril na določbe ustrezne uredbe).
4. Sprejetje zapisnika predhodne seje
Sprejet je bil zapisnik predhodne seje.
5. Sestava Parlamenta
Isabella Lövin je bila z začetkom veljavnosti 3. oktobra 2014 imenovana za švedsko ministrico za razvoj.
V skladu s členom 4(1) in (4) Poslovnika Parlament potrjuje, da se je njen sedež tega dne sprostil.
Pristojni švedski organi so Evropski parlament obvestili, da je namesto Isabelle Lövin za poslanko Evropskega parlamenta imenovana Linnéa Engström z začetkom veljavnosti od dne 8. oktobra 2014.
Parlament se je v skladu s členom 7(3) Akta o volitvah poslancev Evropskega parlamenta s splošnimi neposrednimi volitvami z dne 20. septembra 1976 in členom 4(1) in (4) Pravilnika seznanil z izvolitvijo Linnée Engström z začetkom veljavnosti 8. oktobra 2014.
Dokler se ne preveri veljavnosti mandata poslanke oziroma ne odloči o morebitnem sporu, se v skladu s členom 3(2) Poslovnika poslanka Linnéa Engström polnopravno udeležuje sej Parlamenta in njegovih teles, pod pogojem, da je predhodno podala izjavo o tem, da ne opravlja funkcije, ki ni združljiva s funkcijo poslanca Evropskega parlamenta.
Johan Van Overtveldt je bil z začetkom veljavnosti 11. oktobra 2014 imenovan za belgijskega ministra za finance.
V skladu s členom 4(1) in (4) Poslovnika Parlament potrjuje, da se je njegov sedež tega dne sprostil.
6. Sestava političnih skupin (nadaljevanje)
Predsednik je sporočil, da je Richard Sulík zapustil skupino ALDE in se z začetkom veljavnosti 8. oktobra 2014 pridružil skupini ECR.
7. Sestava odborov in delegacij
Predsednik je od skupin GUE/NGL, S&D, ALDE, Verts/ALE, ECR in PPE prejel predloge za imenovanja in naslednje spremembe:

Imenovanja se bodo štela za potrjena, če do sprejetja tega zapisnika temu ne bo nihče nasprotoval.
8. Volitve Evropskega varuha človekovih pravic – prejeta kandidatura
Predsednik je sporočil, da je pred rokom 30. septembra 2014(točka 7 zapisnika z dne 15.9.2014) prejel kandidaturo Emily O'Reilly za mesto evropskega varuha človekovih pravic, in dejal, da jo bo, ko bo na voljo v vseh uradnih jezikih, posredoval Odboru za peticije.
Predsednik je poslance prav tako obvestil, da bo Odbor za peticije 2. decembra 2014 organiziral predstavitev kandidatke, ki bo odprta za vse poslance.

Popravki so na voljo na strani Europarl.

Konferenca predsednikov je v skladu s členom 229(2) Poslovnika 18. septembra 2014 sklenila ponovno obravnavati oziroma nadaljevati postopke iz priloge.
12. Nadaljnje obravnavanje stališč in resolucij Parlamenta
Na spletnih straneh Europarl so na voljo sporočila Komisije o nadaljnjem obravnavanju stališč, ki jih je Parlament sprejel med delnim zasedanjem marca, ter resolucij, ki jih je Parlament sprejel med prvim in drugim delnim zasedanjem aprila 2014.
