This appropriation is intended to cover the settlement of commitments entered into, in earlier programming periods, by the three Structural Funds and the FIFG in respect of innovatory, preparatory, monitoring or evaluation measures, and any similar measures provided for in the Regulations concerned. It also funds the former multiannual measures, in particular those approved and implemented under the other abovementioned Regulations, which are not covered by the priority Objectives of the Funds. In the case of the FIFG this was expenditure relating to the support and financing of studies and projects relating to the conservation and management of fishery resources and the protection of marine species as well as the relationship between fisheries and the environment, the use of new techniques to improve the cost-benefit ratio of inspections, the formation of producer organisations and the institution of plans for improving the quality of their products, and networking among the various parties involved in the fishing industry using innovative techniques of communication and data-exchange, including the running of such networks. The appropriation also covered pilot projects, project assessment, collecting basic data, organising meetings of experts and working groups, as well as assessing, publishing and otherwise disseminating results. From 2000 onwards, the new resource-management support measures will be funded from Article B2-9 0 3. >TABLE> SUBSECTION B5 CONSUMER PROTECTION, INTERNAL MARKET, INDUSTRY AND TRANS-EUROPEAN NETWORKS TITLE B5-3 INTERNAL MARKET CHAPTER B5-3 1 - STANDARDISATION AND EVALUATION MEASURES B5-3 1 2 Subsidy for the European Agency for the Evaluation of Medicinal Products >TABLE> Remarks Council Regulation (EEC) No 2309/93 of 22 July 1993 laying down Community procedures for the authorisation and supervision of medicinal products for human and veterinary use and establishing a European Agency for the Evaluation of Medicinal Products (OJ L 214, 24.8.1993, p. 1). Regulation (EC) No 141/2000 of the European Parliament and of the Council of 16 December 1999 on orphan medicinal products (OJ L 18, 21.1.2000). This appropriation is intended to cover the operating costs of the European Agency for the Evaluation of Medicinal Products by way of a subsidy for balancing the budget. It also covers the special contribution, distinct from that provided for in Article 57 of Regulation (EEC) No 2309/93, which the Agency uses exclusively to waive, in part or in total, all the fees due for an orphan medicinal product. This special contribution is limited to EUR 1 million. During the budgetary procedure and even during the financial year, and when a letter of amendment is submitted, the Commission informs the budgetary authority of any changes which are likely to be made, or have been made, to the budget of the agencies, in accordance with the provisions on transparency contained in the Interinstitutional Agreement of 17 November 1995 and implemented as a code of conduct agreed by the European Parliament, the Commission and the agencies. The estimated revenue and expenditure for the financial year are as follows: >TABLE> Authorised establishment plan >TABLE> >TABLE> To the appropriations entered in this article must be added the contributions from the EFTA States pursuant to the Agreement on the European Economic Area, and in particular Article 82 and Protocol 32 thereof: - EUR 241560 in commitments, - EUR 241560 in payments. These amounts, given here for information, which derive from contributions from the EFTA States entered against Article 6 3 0 of the statement of revenue and constituting "allocated revenue" in accordance with the third indent of Article 4(2) of the Financial Regulation of 21 December 1977 applicable to the general budget of the European Communities (OJ L 356, 31.12.1977, p. 1), as last amended by Regulation (EC, ECSC, Euratom) No 2673/1999 (OJ L 326, 18.12.1999, p. 1), give rise to the opening of corresponding appropriations and to implementation under Annex III to this part of the statement of expenditure of this section, which forms an integral part of the general budget. SUBSECTION B7 EXTERNAL ACTIONS All contracts for outside staff charged to operating expenditure should be centralised and harmonised by a unit for the management and supervision of outside contracts under the responsibility of the Commissioner responsible for the budget. TITLE B7-5 COOPERATION WITH COUNTRIES OF CENTRAL AND EASTERN EUROPE, THE BALKANS, THE NEW INDEPENDANT STATES AND MONGOLIA CHAPTER B7-5 3 - OTHER COMMUNITY MEASURES IN FAVOUR OF THE COUNTRIES OF CENTRAL AND EASTERN EUROPE, THE NEW INDEPENDENT STATES, MONGOLIA AND THE COUNTRIES OF THE WESTERN BALKANS B7-5 3 2 Macroeconomic assistance for the countries of the western Balkans >TABLE> Remarks Council Decision 1999/325/EC of 10 May 1999 providing macro-financial assistance to Bosnia and Herzegovina (OJ L 123, 13.5.1999, p. 60). Council Decision 1999/733/EC of 8 November 1999 providing macro-financial assistance to the Former Yugoslav Republic of Macedonia (OJ L 294, 16.11.1999, p. 31). Council Decision 2000/355/EC of 22 May 2000 providing exceptional assistance for Montenegro (OJ L 127, 27.5.2000, p. 56). This exceptional assistance aims to ease external financial constraints on certain third countries experiencing macroeconomic difficulties characterised by serious budgetary imbalances and/or balance of payment deficits. This appropriation is also intended to finance exceptional assistance for Montenegro in order to consolidate the democratic process underway and prevent a further serious crisis in the region. Before the second tranche is paid, the Commission must give the budgetary authority a progress report on the contributions by the other donors. It is directly linked to the implementation by the recipient countries of macroeconomic stabilisation and structural adjustment measures. Community action generally complements that of the International Monetary Fund, coordinated with other bilateral donors. The amounts entered in this article are for measures already decided on. The amounts entered in reserve are for other measures decided on or under preparation. >TABLE> CHAPTER B7-5 4 - COOPERATION WITH THE BALKAN COUNTRIES B7-5 4 7 Interim civilian administrations >TABLE> Remarks Council Regulation (EC) No 1080/2000 of 22 May 2000 on support for the United Nations Interim Mission in Kosovo (UNMIK) and the Office of the High Representative in Bosnia and Herzegovina (OHR) (OJ L 122, 24.5.2000, p. 27). In Kosovo and in Bosnia-Herzegovina, the international community has set up bodies to take charge of the interim civilian administration and to implement peace agreements, namely the interim UN mission in Kosovo (UNMIK) and the Office of the High Representative in Bosnia-Herzegovina (OHR). The timely establishment and proper functioning of these bodies constitute important factors in maximising the effectiveness of Community aid under this policy. A legal framework must therefore be laid down to cover Community financial assistance towards the operating costs of the two bodies. The financing takes the form of a grant to the OHR's budget. The adoption of a specific legal basis warrants an appropriate additional budget allocation: - an amount of EUR 5000000 is allocated to the Office of the High Representative in Bosnia and Herzegovina (OHR), - an amount of EUR 6000000 is allocated to the United Nations Interim Mission in Kosovo (UNMIK). >TABLE> TITLE B7-6 OTHER COOPERATION MEASURES CHAPTER B7-6 7 - RAPID INTERVENTION OPERATIONS Remarks B7-6 7 1 Rapid reaction facility >TABLE> Remarks Proposal for a Council Regulation, concerning the creation of a Rapid Reaction Facility (COM (2000) 119, adopted by the Commission on 11 April 2000). This Regulation is intended to provide the legal framework to act in order to prevent crises from spreading or escalating into armed conflicts in order to foster sustainable economic and social development. The appropriations are intended to cover notably: - Funding of all non-military activities aimed at counteracting or resolving emerging crisis situations and serious threats or outbreaks of conflict; - All logistical measures necessary for the planning, implementation, monitoring and auditing of such interventions, including information and communication management, technical assistance and training, the purchase and/or delivery of essential products and equipment, safe transport and all administrative expenditure related to such measures; - Measures necessary to strengthen the Community's co-ordination with Member States and other donor countries, international organisations, non-government organisations and their representatives. If the above actions are eligible for funding under the Council regulation n1257/96 of 20 June 1996 concerning humanitarian aid, they shall be financed under this Regulation. In specific security and crisis management circumstances, the Commission may decide that intervention under the Rapid Reaction Facility is more appropriate if combined with action under the Council regulation concerning humanitarian aid. TITLE B7-8 EXTERNAL ASPECTS OF CERTAIN COMMUNITY POLICIES CHAPTER B7-8 7 - PROMOTION OF COMMERCIAL RELATIONS B7-8 7 2 Promotion of Community investment in developing countries of Asia, Latin America, the Mediterranean and in South Africa by economic cooperation and trade agreements >TABLE> Remarks Council Regulation (EC) No 213/96 of 29 January 1996 on the implementation of the European Communities investment partners financial instrument for the countries of Latin America, Asia, the Mediterranean region and South Africa (OJ L 28, 6.2.1996, p. 2). This appropriation is intended to cover the financing of various measures to encourage Community investment in the developing countries in Asia, Latin America and the Mediterranean linked to the Community by economic cooperation and trade agreements. It also covers the financing of similar measures in South Africa in line with, inter alia, the provisions of the Interim Agreement between the European Union and South Africa. Part of the appropriation should be made available as a matter of priority for joint ventures in the field of appropriate environmental technology and for capacity-building initiatives to train local specialists in the field of environmental technology. Funding from this budget line shall be available primarily for those initiatives in which women's development forms an integral element. Irrespective of the beneficiary, no administrative expenditure against this heading is authorised. >TABLE> SUBSECTION B0 GUARANTEES AND RESERVES TITLE B0-4 RESERVES AND PROVISIONS CHAPTER B0-4 0 - PROVISIONS B0-4 0 1 Differentiated appropriations >TABLE> Remarks Financial Regulation of 21 December 1977 applicable to the general budget of the European Communities (OJ L 356, 31.12.1977, p. 1), as last amended by Regulation (EC, ECSC, Euratom) No 2673/1999 (OJ L 326, 18.12.1999, p. 1).
