ob upoštevanju Uredbe (EU) št. 525/2013 Evropskega parlamenta in Sveta z dne 21. maja 2013 o mehanizmu za spremljanje emisij toplogrednih plinov in poročanje o njih ter za sporočanje drugih informacij v zvezi s podnebnimi spremembami na nacionalni ravni in ravni Unije ter o razveljavitvi Sklepa št. 280/2004/ES (1) in zlasti člena 6(2) in člena 7(6)(b) Uredbe,Having regard to Regulation (EU) No 525/2013 of the European Parliament and of the Council of 21 May 2013 on a mechanism for monitoring and reporting greenhouse gas emissions and for reporting other information at national and Union level relevant to climate change and repealing Decision No 280/2004/EC (1), and in particular Article 6(2) and Article 7(6)(b) thereof,
ob upoštevanju naslednjega:Whereas:
(1) | Mehanizem za spremljanje emisij toplogrednih plinov in poročanje o njih je potreben za omogočanje ocenjevanja dejanskega napredka pri izpolnjevanju zavez Unije in držav članic v zvezi z omejevanjem ali zmanjševanjem vseh emisij toplogrednih plinov v skladu z Okvirno konvencijo Združenih narodov o spremembi podnebja (UNFCCC), odobreno s Sklepom Sveta 94/69/ES (2), Kjotskim protokolom, odobrenim z Odločbo Sveta 2002/358/ES (3), ter svežnjem pravnih aktov Unije, sprejetim leta 2009 in skupaj imenovanim „podnebni in energetski paket“.(1) | The mechanism for monitoring and reporting greenhouse gas emissions is necessary to enable the assessment of the actual progress towards meeting the Union's and the Member States' commitments relating to the limitation or reduction of all greenhouse gas emissions under the United Nations Framework Convention on Climate Change (UNFCCC) approved by Council Decision 94/69/EC (2), its Kyoto Protocol approved by Council Decision 2002/358/EC (3) and the set of Union legal acts, adopted in 2009, collectively referred to as the ‘Climate and Energy Package’.
(2) | V okviru Sklepa 19/CMP.1 konference pogodbenic UNFCCC kot sestanka pogodbenic Kjotskega protokola so določene smernice za nacionalne sisteme, ki bi jih morale pogodbenice uporabljati. Zato bi bilo treba določiti pravila o sistemu evidenc Unije, da bi se zagotovilo izpolnjevanje obveznosti iz navedenega sklepa ter pravočasno, pregledno, točno, dosledno, primerljivo in popolno poročanje o emisijah toplogrednih plinov sekretariatu UNFCCC.(2) | Decision 19/CMP.1 of the Conference of the Parties to the UNFCCC serving as the meeting of the Parties to the Kyoto Protocol lays down the guidelines for national systems the Parties should apply. The rules on the Union inventory system should therefore be specified in order to fulfil the obligations pursuant to that Decision, ensuring the timeliness, transparency, accuracy, consistency, comparability and completeness of reporting of greenhouse gas emissions to the UNFCCC Secretariat.
(3) | Za zagotovitev kakovosti sistema evidenc Unije je treba določiti dodatna pravila o programu zagotavljanja kakovosti in kontrole kakovosti evidence Unije o toplogrednih plinih.(3) | To ensure the quality of the Union inventory system, it is necessary to establish further rules on the Union greenhouse gas inventory quality assurance and quality control programme.
(4) | Za zagotovitev popolnosti evidence Unije v skladu s smernicami za pripravo nacionalnih evidenc toplogrednih plinov je treba določiti metodologije in podatke, ki jih Komisija uporablja, ko ob posvetovanju in v tesnem sodelovanju z državo članico pripravlja ocene podatkov, ki jih v nacionalni evidenci zadevne države članice ni, v skladu s členom 9(2) Uredbe (EU) št. 525/2013.(4) | In order to ensure completeness of the Union's inventory in accordance with the guidelines for preparing the national greenhouse gas inventories it is necessary to provide for the methodologies and the data to be used by the Commission when, in consultation and close cooperation with the Member State concerned, preparing estimates for data missing from a Member State inventory pursuant to Article 9(2) of Regulation (EU) No 525/2013.
(5) | Za zagotovitev pravočasnega in uspešnega izpolnjevanja obveznosti Unije iz Kjotskega protokola k UNFCCC je treba določiti časovne okvire za sodelovanje in usklajevanje med državami članicami in Unijo med postopkom letnega poročanja in pregledom UNFCCC.(5) | In order to ensure the timely and effective implementation of Union's obligations under the Kyoto Protocol of the UNFCCC it is necessary to set the timescales for cooperation and coordination during the annual reporting process and the UNFCCC review between Member States and the Union.
(6) | Upoštevati bi bilo treba spremembe vrednosti potencialov globalnega segrevanja in mednarodno dogovorjene smernice za nacionalne evidence antropogenih emisij toplogrednih plinov iz virov in po ponorih odvzetih toplogrednih plinov v skladu z ustreznimi sklepi, ki jih sprejmejo organi UNFCCC in Kjotskega protokola.(6) | Account should be taken of changes in the global warming potential values and internationally agreed guidelines for national inventories of anthropogenic emissions by sources and removals by sinks in accordance with relevant decisions adopted by the bodies of the UNFCCC and the Kyoto Protocol.
(7) | Za zagotovitev doslednosti pri izpolnjevanju zahtev za spremljanje in poročanje iz UNFCCC in Kjotskega protokola bi se morala ta uredba uporabljati od 1. januarja 2015 –(7) | In order to ensure consistency with the implementation of monitoring and reporting requirements under the UNFCCC and the Kyoto Protocol, this Regulation should apply from 1 January 2015,

Člen 1Article 1
VsebinaSubject matter
1.   Evidenca Unije o toplogrednih plinih je skupna količina emisij toplogrednih plinov iz virov in po ponorih odvzetih toplogrednih plinov držav članic za ozemlje Evropske unije, določeno v členu 52 Pogodbe o Evropski uniji, in temelji na evidencah toplogrednih plinov, ki jih države članice sporočijo v skladu s členom 7 Uredbe (EU) št. 525/2013, za celotno časovno vrsto let vodenja evidence.1.   The Union greenhouse gas inventory is the sum of Member States' greenhouse gas emissions from sources and removals by sinks for the territory of the European Union in accordance with Article 52 of the Treaty on European Union and is established on the basis of the Member States' greenhouse gas inventories, as reported pursuant to Article 7 of Regulation (EU) No 525/2013, for the complete time series of inventory years.
2.   Ta uredba določa pravila o zahtevah glede sistema evidenc Unije ter natančneje določa pravila za pripravo in upravljanje evidence Unije o toplogrednih plinih, vključno s pravili o sodelovanju z državami članicami med postopkom letnega poročanja in pregledom evidenc, ki ga opravijo organi Okvirne konvencije Združenih narodov o spremembi podnebja (UNFCCC).2.   This Regulation lays down rules on the requirements for a Union inventory system, further specifying rules on the preparation and administration of the Union greenhouse gas inventory including rules on cooperation with the Member States during the annual reporting process and the United Nations Framework Convention on Climate Change (UNFCCC) inventory review.
3.   Ta uredba določa tudi pravila v zvezi z vrednostmi potencialov globalnega segrevanja in mednarodno dogovorjenimi smernicami o evidencah, ki jih države članice in Komisija uporabljajo pri določanju evidenc toplogrednih plinov in poročanju o njih.3.   This Regulation also lays down rules with regard to the global warming potential values and the internationally agreed inventory guidelines to be used by the Member States and the Commission in the determination and reporting of the greenhouse gas inventory.
Člen 2Article 2
Evidenca Unije o toplogrednih plinihUnion greenhouse gas inventory
1.   Komisija si pri pripravi in upravljanju evidence Unije o toplogrednih plinih prizadeva zagotoviti:1.   In preparing and administering the Union greenhouse gas inventory, the Commission shall strive to ensure:
(a) | popolnost evidence Unije o toplogrednih plinih z uporabo postopka iz člena 9(2) Uredbe (EU) št. 525/2013;(a) | the completeness of the Union greenhouse gas inventory by applying the procedure set out in Article 9(2) of Regulation (EU) No 525/2013;
(b) | da evidenca Unije o toplogrednih plinih zagotavlja pregledno seštevanje emisij toplogrednih plinov držav članic in njihovih odvzemov po ponorih ter na pregleden način odraža prispevek emisij in odvzemov po ponorih držav članic k evidenci Unije o toplogrednih plinih;(b) | that the Union greenhouse gas inventory provides a transparent aggregation of Member States' greenhouse gas emissions and removals by sinks and reflects in a transparent manner the contribution of Member States' emissions and removals by sinks to the Union greenhouse gas inventory;
(c) | da je celota emisij toplogrednih plinov in odvzemov toplogrednih plinov po ponorih v Uniji za leto poročanja enaka skupni količini emisij toplogrednih plinov držav članic in njihovih odvzemov po ponorih, sporočenih v skladu z odstavki 1 do 5 člena 7 Uredbe (EU) št. 525/2013 za zadevno leto;(c) | that the total of the Union's greenhouse gas emissions and removals by sinks for a reporting year is equal to the sum of Member States' greenhouse gas emissions and removals by sinks reported pursuant to paragraphs 1 to 5 of Article 7 of Regulation (EU) No 525/2013 for that same year;
(d) | da evidenca Unije o toplogrednih plinih vključuje dosledno časovno vrsto emisij in odvzemov po ponorih za vsa leta poročanja.(d) | that the Union greenhouse gas inventory includes a consistent time series of emissions and removals by sinks for all reported years.
2.   Komisija in države članice si prizadevajo povečati primerljivost evidenc držav članic o toplogrednih plinih.2.   The Commission and the Member States shall strive to increase the comparability of Member States' greenhouse gas inventories.
Člen 3Article 3
Program zagotavljanja kakovosti in kontrole kakovosti evidence Unije o toplogrednih plinihUnion greenhouse gas inventory quality assurance and quality control programme
1.   Program Unije za zagotavljanje kakovosti in kontrolo kakovosti iz člena 6(1)(a) Uredbe (EU) št. 525/2013 dopolnjuje programe zagotavljanja kakovosti in kontrole kakovosti, ki jih izvajajo države članice.1.   The Union quality assurance and quality control programme referred to in Article 6(1)(a) of Regulation (EU) No 525/2013 shall complement the quality assurance and quality control programmes implemented by the Member States.
2.   Države članice zagotovijo kakovost podatkov o dejavnostih, emisijskih faktorjev in drugih parametrov, ki jih uporabljajo za svoje nacionalne evidence toplogrednih plinov, vključno z uporabo členov 6 in 7.2.   Member States shall ensure the quality of activity data, emission factors and other parameters used for their national greenhouse gas inventory including by applying Articles 6 and 7.
3.   Države članice Komisiji in Evropski agenciji za okolje sporočijo vse ustrezne informacije iz svojih arhivov, ki jih vzpostavijo in upravljajo v skladu z odstavkom 16(a) Priloge k Sklepu 19/CMP.1 konference pogodbenic UNFCCC kot sestanka pogodbenic Kjotskega protokola, če se to zahteva med pregledom evidence Unije o toplogrednih plinih, ki ga opravijo organi UNFCCC.3.   Member States shall provide to the Commission and to the European Environment Agency all relevant information from their archives set up and managed in accordance with paragraph 16(a) of Annex to Decision 19/CMP.1 of the Conference of the Parties to the UNFCCC serving as the meeting of the Parties to the Kyoto Protocol, if required during the UNFCCC review of the Union greenhouse gas inventory.
Člen 4Article 4
Zapolnjevanje vrzeli pri podatkihGap filling
1.   Ocene Komisije iz člena 9(2) Uredbe (EU) št. 525/2013 za podatke, ki jih v evidenci države članice o toplogrednih plinih ni, temeljijo na naslednjih metodologijah in podatkih:1.   The Commission estimates for data missing from a Member State's greenhouse gas inventory as referred to in Article 9(2) of Regulation (EU) No 525/2013 shall be based on the following methodologies and data:
(a) | kadar je država članica v prejšnjem letu poročanja predložila skladno časovno vrsto ocen za ustrezno vrsto virov, ki ni bila prilagojena v skladu s členom 5(2) Kjotskega protokola, in: | (i) | kadar je navedena država članica v skladu s členom 8(1) Uredbe (EU) št. 525/2013 predložila okvirno evidenco toplogrednih plinov za leto X – 1, ki vključuje manjkajočo oceno, ocena Komisije temelji na podatkih iz navedene okvirne evidence toplogrednih plinov; | (ii) | kadar navedena država članica ni predložila okvirne evidence toplogrednih plinov za leto X – 1 v skladu s členom 8(1) Uredbe (EU) št. 525/2013, vendar je Unija okvirno ocenila emisije toplogrednih plinov za leto X – 1 za državo članico v skladu s členom 8(1) Uredbe (EU) št. 525/2013, ocena Komisije temelji na podatkih iz navedene okvirne evidence toplogrednih plinov, ki jo je ocenila Unija; | (iii) | kadar uporaba podatkov iz okvirne evidence toplogrednih plinov ni mogoča, ali lahko povzroči zelo netočno oceno, za manjkajoče ocene v energetskem sektorju, ocena Komisije temelji na podatkih, pridobljenih v skladu z Uredbo (ES) št. 1099/2008 Evropskega parlamenta in Sveta (4); | (iv) | kadar uporaba podatkov iz okvirne evidence toplogrednih plinov ni mogoča, ali lahko povzroči zelo netočno oceno, za manjkajoče ocene v neenergetskem sektorju, ocena Komisije temelji na oceni na podlagi tehničnih smernic o metodologijah za prilagoditve v skladu s členom 5(2) Kjotskega protokola, brez uporabe faktorja konzervativnosti, ki je opredeljen v navedenih smernicah;(a) | where a Member State has submitted in the previous reporting year a consistent time series of estimates for the relevant source category that has not been subject to adjustments under Article 5(2) of the Kyoto Protocol and any of the following occurs: | (i) | that Member State has submitted an approximated greenhouse gas inventory for the year X – 1 pursuant to Article 8(1) of Regulation (EU) No 525/2013 that includes the missing estimate, on the data from that approximated greenhouse gas inventory; | (ii) | that Member State has not submitted an approximated greenhouse gas inventory for the year X – 1 under Article 8(1) of Regulation (EU) No 525/2013, but the Union has estimated approximated greenhouse gas emissions for the year X – 1 for the Member States in accordance with Article 8(1) of Regulation (EU) No 525/2013, on the data from that Union approximated greenhouse gas inventory; | (iii) | the use of the data from the approximated greenhouse gas inventory is not possible or may lead to a highly inaccurate estimation, for missing estimates in the energy sector, on the data obtained in accordance with Regulation (EC) No 1099/2008 of the European Parliament and of the Council (4); | (iv) | the use of the data from the approximated greenhouse gas inventory is not possible or may lead to a highly inaccurate estimation, for missing estimates in non-energy sectors, on estimation based on the technical guidance on methodologies for adjustments under Article 5(2) of the Kyoto Protocol without application of the conservativeness factor defined in that guidance.

(c) | kadar je bila ocena za ustrezno vrsto v preteklih letih prilagojena s tehničnimi popravki v skladu s točko (c) člena 19(3) Uredbe (EU) št. 525/2013 in zadevna država članica ni predložila spremenjene ocene, ocena Komisije temelji na metodi, ki jo skupina tehničnih izvedencev za pregled uporabi pri izračunu tehničnega popravka;(c) | where an estimate for the relevant category was subject to technical corrections under point (c) of Article 19(3) of Regulation (EU) No 525/2013 in previous years and the Member State concerned has not submitted a revised estimate, on the method used by the technical expert review team to calculate the technical correction;
(d) | kadar skladna časovna vrsta sporočenih ocen za ustrezno vrsto virov ni na voljo in ocena za vrsto virov ni bila prilagojena v skladu s členom 5(2) Kjotskega protokola, ocena Komisije temelji na tehničnih smernicah za prilagoditve, brez uporabe faktorja konzervativnosti, ki je opredeljen v navedenih smernicah.(d) | where a consistent time series of reported estimates for the relevant source category is not available and the estimate of the source category has not been subject to adjustments under Article 5(2) of the Kyoto Protocol, on the technical guidance for adjustments, without application of the conservativeness factor defined in that guidance.
2.   Komisija pripravi ocene iz odstavka 1 ob posvetovanju z zadevno državo članico do 31. marca v letu poročanja.2.   The Commission shall prepare the estimates referred to in paragraph 1 by 31 March of the reporting year in consultation with the Member State concerned.
3.   Zadevna država članica uporabi ocene iz odstavka 1 za svojo nacionalno evidenco, ki jo predloži sekretariatu UNFCCC do 15. aprila, da zagotovi skladnost med evidenco Unije o toplogrednih plinih in evidencami držav članic o toplogrednih plinih.3.   The Member State concerned shall use the estimates referred to in paragraph 1 for its national submission to the UNFCCC Secretariat of 15 April to ensure consistency between the Union greenhouse gas inventory and the Member States' greenhouse gas inventories.
Člen 5Article 5
Časovni okviri za sodelovanje in usklajevanje med postopkom letnega poročanja in pregledom UNFCCCTimescales for cooperation and coordination during the annual reporting process and the UNFCCC review
1.   Kadar država članica namerava ponovno predložiti svojo evidenco sekretariatu UNFCCC do 27. maja, navedena država članica vnaprej seznani Komisijo z isto evidenco do 8. maja. Informacije, sporočene Komisiji, se ne razlikujejo od informacij, predloženih sekretariatu UNFCCC.1.   When a Member State intends to re-submit its inventory to the UNFCCC Secretariat by 27 May, that Member State shall report the same inventory in advance to the Commission by 8 May. The information as reported to the Commission shall not differ from the submission to the UNFCCC Secretariat.
2.   Kadar država članica načrtuje kakršno koli ponovno predložitev svoje evidence sekretariatu UNFCCC po 27. maju in navedena evidenca vsebuje drugačne informacije od tistih, ki jih je že sporočila Komisiji, navedena država članica takšne informacije sporoči Komisiji najpozneje v enem tednu od ponovne predložitve evidence sekretariatu UNFCCC.2.   When a Member State intends to make any other re-submission of its inventory to the UNFCCC Secretariat after 27 May that contains information different from that already reported to the Commission, that Member State shall report such information to the Commission no later than within one week of re-submitting it to the UNFCCC Secretariat.
3.   Država članica Komisiji sporoči:3.   A Member State shall report the following information to the Commission:
(a) | kakršne koli morebitne težave z evidenco toplogrednih plinov države članice, ki jih navede skupina izvedencev za pregled in so povezane z zahtevami obvezne narave ter bi lahko povzročile prilagoditev ali vprašanje o izvedbi (t. i. „Saturday paper“), in sicer v enem tednu od prejema informacij od sekretariata UNFCCC;(a) | indications from an expert review team of any potential problem with the Member State's greenhouse gas inventory related to requirements of a mandatory nature and which could lead to an adjustment or a potential question of implementation (the ‘Saturday paper’), within one week of receiving the information from the UNFCCC Secretariat;
(b) | popravke ocen emisij toplogrednih plinov, ki se med postopkom pregleda vnesejo v zadevno evidenco toplogrednih plinov na podlagi soglasja med državo članico in skupino izvedencev za pregled ter v skladu z odzivom na navedene težave iz točke (a), in sicer v enem tednu od predložitve sekretariatu UNFCCC;(b) | corrections to the estimates of greenhouse gas emissions applied in agreement between the Member State and the expert review team to the greenhouse gas inventory submission concerned during the review process as contained in the response to the indications referred to under point (a), within one week of submitting it to the UNFCCC Secretariat;
(c) | osnutek posameznega poročila o pregledu evidence, ki vsebuje prilagojene ocene emisij toplogrednih plinov ali vprašanje o izvedbi, kadar država članica ni rešila težave, ki jo je izpostavila skupina izvedencev za pregled, in sicer v enem tednu od prejema navedenega poročila od sekretariata UNFCCC;(c) | the draft individual inventory review report that contains the adjusted estimates of greenhouse gas emissions or a question of implementation where the Member State has not resolved the problem raised by the expert review team, within one week of receiving that report from the UNFCCC Secretariat;
(d) | odziv države članice na osnutek posameznega poročila o pregledu evidence, kadar je predlagana prilagoditev zavrnjena, skupaj s povzetkom, v katerem država članica navede, ali sprejme ali zavrača predlagane prilagoditve, in sicer v enem tednu od predložitve odziva sekretariatu UNFCCC;(d) | the response by the Member State to the draft individual inventory review report in case where a proposed adjustment is not accepted accompanied by a summary in which the Member State indicates whether it accepts or rejects any of the proposed adjustments, within one week of submitting the response to the UNFCCC Secretariat;
(e) | končno posamezno poročilo o pregledu evidence v enem tednu od prejema poročila od sekretariata UNFCCC;(e) | the final individual inventory review report, within one week of receiving it from the UNFCCC Secretariat;
(f) | kakršno koli vprašanje o izvedbi, ki je bilo predloženo odboru za zagotavljanje izpolnjevanja obveznosti iz Kjotskega protokola, obvestilo odbora za zagotavljanje izpolnjevanja obveznosti o nadaljevanju z vprašanjem o izvedbi ter vse predhodne ugotovitve in odločitve odbora za zagotavljanje izpolnjevanja obveznosti in njegovih podorganov v zvezi z zadevno državo članico, in sicer v enem tednu od prejema od sekretariata UNFCCC.(f) | any question of implementation that has been submitted to the Compliance Committee of the Kyoto Protocol, the notification by the Compliance Committee to proceed with a question of implementation, and all preliminary findings and decisions of the Compliance Committee and its branches concerning the Member State, within one week of receiving it from the UNFCCC Secretariat.
4.   Službe Komisije zagotovijo povzetek informacij iz odstavka 3 vsem državam članicam.4.   The services of the Commission shall provide a summary of the information referred to in paragraph 3 to all Member States.
5.   Službe Komisije zagotovijo informacije iz odstavka 3 državam članicam in navedeni odstavek smiselno uporabljajo za evidenco Unije o toplogrednih plinih.5.   The services of the Commission shall provide the Member States with the information referred to in paragraph 3 applying that paragraph mutatis mutandis to the Union greenhouse gas inventory.
6.   Vsi popravki iz točke (b) odstavka 3 v zvezi s predložitvijo evidence Unije o toplogrednih plinih se vnesejo v sodelovanju z ustrezno državo članico.6.   Any corrections referred to in point (b) of paragraph 3 as regards the Union greenhouse gas inventory submission shall be made in cooperation with the relevant Member State.
7.   Kadar se prilagoditve vnesejo v evidenco države članice o toplogrednih plinih v skladu z mehanizmom za zagotavljanje izpolnjevanja obveznosti iz Kjotskega protokola, navedena država članica uskladi s Komisijo svoj odziv na postopek pregleda v zvezi z obveznostmi iz Uredbe (EU) št. 525/2013 v skladu z naslednjimi časovnimi okviri:7.   Where adjustments are applied to a Member State's greenhouse gas inventory under the compliance mechanism of the Kyoto Protocol, that Member State shall coordinate with the Commission its response to the review process in relation to obligations under Regulation (EU) No 525/2013 within the following timeframes:
(a) | znotraj časovnih okvirov, zagotovljenih v skladu s Kjotskim protokolom, če bi prilagojene ocene za posamezno leto ali skupne prilagoditve v poznejših letih ciljnega obdobja za eno državo članico ali več pomenile prilagoditev evidence Unije o toplogrednih plinih v takšni količini, da ne bi bilo več mogoče izpolniti metodoloških zahtev in zahtev za poročanje v skladu s členom 7(1) Kjotskega protokola zaradi pogojev za upravičenost, kakor so določeni v smernicah, sprejetih v skladu s členom 7 Kjotskega protokola;(a) | within the timeframes provided under the Kyoto Protocol, if the adjusted estimates in a single year or the cumulative adjustments in subsequent years of the commitment period for one or more Member States would imply adjustments to the Union greenhouse gas inventory in a quantity leading to a failure to meet the methodological and reporting requirements under Article 7(1) of the Kyoto Protocol for the purpose of the eligibility requirements as set out in the guidelines adopted under Article 7 of the Kyoto Protocol;
(b) | v roku dveh tednov pred predložitvijo: | (i) | zahteve za ponovno uvedbo upravičenosti ustreznim organom Kjotskega protokola; | (ii) | odziva na odločitev o nadaljevanju z vprašanjem o izvedbi ali na predhodne ugotovitve odbora za zagotavljanje izpolnjevanja obveznosti.(b) | within two weeks prior to the submission of: | (i) | a request for reinstatement of eligibility to the relevant bodies under the Kyoto Protocol; | (ii) | a response to a decision to proceed with a question of implementation or to preliminary findings of the Compliance Committee.
8.   Med tednom pregleda evidence Unije, ki ga opravijo organi UNFCCC, države članice v najkrajšem možnem času zagotovijo odgovore na vprašanja, ki jih postavijo pregledovalci UNFCCC, v zvezi z zadevami, za katere so odgovorne v skladu s členom 4(2) in (3) te uredbe.8.   During the UNFCCC review week of the Union inventory, Member States shall provide as soon as possible answers relating to the issues under their responsibility pursuant to Article 4(2) and (3) of this Regulation to the questions raised by the UNFCCC reviewers.

Smernice za evidence toplogrednih plinovGreenhouse Gas Inventory Guidelines
Države članice in Komisija določijo evidence toplogrednih plinov iz odstavkov 1 do 5 člena 7 Uredbe (EU) št. 525/2013 v skladu s:Member States and the Commission shall determine greenhouse gas inventories referred to in paragraphs 1 to 5 of Article 7 of Regulation (EU) No 525/2013 in accordance with:
(a) | smernicami Medvladnega odbora za podnebne spremembe (IPCC) za nacionalne evidence toplogrednih plinov iz leta 2006;(a) | the 2006 Intergovernmental Panel on Climate Change (IPCC) Guidelines for National Greenhouse Gas Inventories;
(b) | spremenjenimi dopolnilnimi metodami in smernicami IPCC za dobro prakso v okviru Kjotskega protokola iz leta 2013;(b) | the IPCC 2013 Revised Supplementary Methods and Good Practice Guidance Arising from the Kyoto Protocol;
(c) | dopolnilom iz leta 2013 k smernicam IPCC za nacionalne evidence toplogrednih plinov iz leta 2006: mokrišča, za osuševanje in ponovno vzpostavitev mokrišč, navedenih v členu 7(1)(d) Uredbe (EU) št. 525/2013;(c) | the 2013 Supplement to the 2006 IPCC Guidelines for National Greenhouse Gas inventories: Wetlands for wetland drainage and rewetting listed in Article 7(1)(d) of Regulation (EU) No 525/2013;
(d) | smernicami UNFCCC za pripravo nacionalnih sporočil pogodbenic iz dela I Priloge I h Konvenciji: smernice UNFCCC za poročanje o letnih evidencah, določenimi v Sklepu 24/CP.19 konference pogodbenic UNFCCC;(d) | the UNFCCC guidelines for the preparation of national communications by Parties included in Annex I to the Convention, part I: UNFCCC reporting guidelines on annual inventories as set out in Decision 24/CP.19 of the Conference of the Parties to the UNFCCC;
(e) | smernicami za pripravo informacij, zahtevanih v členu 7 Kjotskega protokola, sprejetimi na konferenci pogodbenic UNFCCC kot sestanku pogodbenic Kjotskega protokola.(e) | the guidelines for the preparation of the information required under Article 7 of the Kyoto Protocol as adopted by Conference of the Parties to the UNFCCC serving as the meeting of the Parties to the Kyoto Protocol.

Potenciali globalnega segrevanjaGlobal Warming Potentials
Države članice in Komisija uporabljajo potenciale globalnega segrevanja, navedene v Prilogi III k Sklepu 24/CP.19 konference pogodbenic UNFCCC, za določanje evidenc toplogrednih plinov in poročanje o njih v skladu z odstavki 1 do 5 člena 7 Uredbe (EU) št. 525/2013 ter za določanje evidence Unije o toplogrednih plinih in poročanje o njej.Member States and the Commission shall use the global warming potentials listed in Annex III to Decision 24/CP.19 of the Conference of the Parties to the UNFCCC for the purpose of determining and reporting greenhouse gas inventories pursuant to paragraphs 1 to 5 of Article 7 of Regulation (EU) No 525/2013 and the Union greenhouse gas inventory.

Začetek veljavnosti in uporabaEntry into force and application
Ta uredba začne veljati dvajseti dan po objavi v Uradnem listu Evropske unije.This Regulation shall enter into force on the twentieth day following that of its publication in the Official Journal of the European Union.
Uporablja se od 1. januarja 2015.It shall apply from 1 January 2015.
Ta uredba je zavezujoča v celoti in se neposredno uporablja v vseh državah članicah.This Regulation shall be binding in its entirety and directly applicable in all Member States.
