COUNCIL RECOMMENDATION

21 December 1988

concerning nationals of Member States who hold a diploma conferred in a third State

(89/49/EEC)

THE COUNCIL OF THE EUROPEAN COMMUNITIES,

Approving Council Directive 89/48/EEC of 21 December 1988 on a general system for the recognition of higher-education diplomas awarded on completion of professional education and training of at least three years' duration (1);

Noting that this Directive refers only to diplomas, certificates and other evidence of formal qualifications awarded in Member States to nationals of Member States;

Anxious, however, to take account of the special position of nationals of Member States who hold diplomas, certificates or other evidence of formal qualifications awarded in third States and who are thus in a position comparable to one of those described in Article 3 of the Directive,

HEREBY RECOMMENDS:

that the Governments of the Member States should allow the persons referred to above to take up and pursue regulated professions within the Community by recognizing these diplomas, certificates and other evidence of formal qualifications in their territories.
